On October 15, the Ho Chi Minh City People's Committee held a Conference on Investment Promotion in Cultural and Sports Projects of the City in 2024. Comrades: Nguyen Van Hung, Member of the Party Central Committee, Minister of Culture, Sports and Tourism; Phan Van Mai, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee attended the Conference.
Director of the Department of Culture and Sports of Ho Chi Minh City Tran The Thuan informed that Ho Chi Minh City is currently proposing to call for investment in 40 projects, of which 23 projects have been approved by the City People's Council for investment portfolio. Notably, of the 23 projects, 5 projects with high feasibility will be prioritized for implementation first, the City invites interested investors to study and propose effective investment plans for the remaining 18 projects.
In addition to calling for investment in building cultural and sports institutions, on October 25, 2023, the City People's Committee issued Decision No. 4853 approving the Project on developing the cultural industry of Ho Chi Minh City to 2030. The City has selected 08 areas to prioritize the development of the cultural industry to 2030, including: Cinema, performing arts, fine arts, photography, exhibitions, advertising, cultural tourism, fashion... The project aims to develop all cultural industries in a diverse, synchronous and modern manner in a sustainable manner, applying advanced technology; the City's cultural products and services have prestigious brands in the region and internationally, approaching international standards, participating deeply in the global value chain of cultural products and services; supporting the development of investment and business models, supporting creative startups; Strive to build Ho Chi Minh City into a cultural industrial center of Southeast Asia; join the creative network of the UNESCO Creative Cities Network in the field of cinema. By 2025, the growth rate of the cultural industry will reach an average of about 14%/year, striving for revenue to contribute about 5.7% of the city's GRDP. By 2030, the growth rate will reach about 12%/year, striving for revenue to reach about 7 - 8% of the city's GRDP. It is expected that the total revenue will contribute about 148,000 billion VND to the city's socio-economic growth by 2030.
Speaking at the Conference, Chairman of Ho Chi Minh City People's Committee Phan Van Mai said that, in the past time, the city has received the attention and close direction of the Central leaders, the active guidance and support of ministries, branches and localities nationwide; the joint efforts, consensus, efforts and determination of the entire political system, people of all walks of life, businesses, organizations and individuals, along with the synchronous, comprehensive and effective implementation of the Socio-Economic Recovery Program for the period 2022 - 2025; the city's economic development situation in 2024 has many quite comprehensive improvements.
According to comrade Phan Van Mai, the city that receives attention from the Central Government has more special mechanisms than the general level of the whole country. Recently, the city was issued Resolution 98 by the National Assembly with mechanisms and policies to attract investment in the cultural and social fields. Applying these mechanisms and policies, the city continues to concretize to create more favorable conditions for the cultural sector in general and the cultural industry in particular.
“At this conference, the city not only received meaningful and enthusiastic opinions, but also received strong commitments from investors on future plans and projects. The city always listens and always accompanies investors to cooperate for mutual benefit and sustainable development,” emphasized comrade Phan Van Mai.
Comrade Phan Van Mai affirmed that the Ho Chi Minh City government always accompanies enterprises to complete procedures so that proposed investment projects can be implemented smoothly and quickly in practice, helping to improve the quality of life of the people and develop culture and sports into a spearhead economic sector of the city. At the same time, he requested relevant departments and branches to focus on strongly implementing solutions, improving the efficiency and effectiveness of management and operation, creating favorable conditions in the investment environment, a favorable business environment for enterprises and investors to learn about and implement work and investment projects.

Speaking at the Conference, Minister of Culture, Sports and Tourism Nguyen Van Hung said that with the tradition of solidarity, dynamism and creativity, the city has overcome many difficulties and challenges, achieving many very important results in socio-economic development; at the same time, he affirmed that Resolution No. 98 of the National Assembly on piloting a number of specific policies and mechanisms for the city's development has given the city many new and quite comprehensive policies and mechanisms, creating momentum for the city to accelerate and develop. The realization of the Resolution not only creates favorable conditions and promotes the city's economy and society, but is also the city's responsibility and mission to the whole country. The city has had many models, solutions and efforts to attract investment in building multi-functional and modern clusters and complexes.
Comrade Nguyen Van Hung emphasized that, in order to accompany the city in the development and integration process, the Ministry of Culture, Sports and Tourism will enhance its role and responsibility in advising and coordinating with ministries, branches, agencies and localities to submit to the National Assembly, the Government and the Prime Minister major policies to create a solid foundation for the city to accelerate and create new breakthroughs; create the most favorable conditions and support the city to develop according to the motto "Ho Chi Minh City for the whole country, the whole country for Ho Chi Minh City". In the field of cultural industry, the Ministry will constantly innovate, apply the achievements of science and technology in management and development, improve the quality of strategic planning with breakthrough thinking and long-term vision to promote potential, advantages, create new space and motivation for the development of the country's cultural industry.
Minister Nguyen Van Hung suggested that in the coming time, Ho Chi Minh City should promote linkages, cooperation in development, enhance cultural exchanges and diplomacy; pay attention to, accompany, support and promptly resolve difficulties and problems of enterprises; synchronously develop a system of technology, operational capacity, effectively exploit intelligence and creativity to serve the goal of developing the cultural industry, becoming a spearhead economic sector of the city; complete the dossier to join the UNESCO Creative City Network in the field of cinema, build Ho Chi Minh City into a cultural industry center of Southeast Asia. In addition, the city needs to research, develop and have new, specific policies, creating favorable conditions for the cultural and sports sectors to make a breakthrough; build the Ho Chi Minh City Cultural Industry Development Center as a focal point to perform the function of supporting, connecting, gathering resources, promoting creative values, expanding the market, cultural services, etc.
