Approval of investment to expand Cam Lo - La Son expressway

Quang Tri Provincial People's Committee said that the Ministry of Construction has just approved the investment project to expand the North-South Expressway in the East, Cam Lo - La Son section. The project has a total investment of 6,463.182 billion VND.

Accordingly, the project investment objective is to contribute to the successful implementation of Resolution No. 66/2013/QH13 dated November 29, 2013 and Resolution No. 63/2022/QH15 dated June 16, 2022 of the National Assembly. Gradually complete the transport network in the region according to the plan, promote the role of the North-South economic corridor connecting localities, ensuring synchronization and modernity; improve the exploitation capacity, ensure traffic safety on the Cam Lo - La Son expressway and promote the effectiveness of the North-South expressways in the East. Create a driving force to promote socio-economic development, contribute to ensuring security and defense of the region; promote the potential and strengths of Quang Tri province, Hue city in particular and the provinces in the North Central and Central Central regions in general.

The project has an investment scope with the starting point at Km0+00 (intersection with National Highway 9/approximately Km10+380, adjacent to the end point of the Van Ninh - Cam Lo component project), located in Cam Hieu commune, Cam Lo district, Quang Tri province. And the project's end point is at Km102+200 (adjacent to the starting point of the La Son - Hoa Lien expressway project), located in Loc Son commune, Phu Loc district, Hue city.

The project has a total length of about 98.73 km; of which the section through Quang Tri province is about 36.01 km and the section through Hue city is about 62.72 km.

Regarding the scale of construction investment, the expressway in the design completion phase is a highway, with a design speed of 80 - 100 km/h. The phase of divergence, expansion of the roadbed, road surface and works on the route from a scale of 2 lanes to a complete 4 lanes is in accordance with the technical standards of a class 80 expressway according to TCVN 5729-2012 and QCVN 117:2024/BGTVT.

The road has a cross-section of 6 lanes in the complete phase, the roadbed width is 32.25 m. The investment phase is to expand the roadbed, road surface and works on the route from 2 lanes to 4 complete lanes, the roadbed width is from 22 m to 23.25 m.

Regarding the road surface, the expressway has a high-class A1 expressway surface. The bridge structures are designed with reinforced concrete and prestressed reinforced concrete according to TCVN 11823:2017 standard. Take advantage of, design expansion or build units suitable for the width of the roadbed in each phase (phased, complete).

The project is located in Cam Lo district, Dong Ha city, Trieu Phong district, Quang Tri town, Hai Lang district, Quang Tri province; Phong Dien town, Huong Tra town, Phu Xuan district, Thuan Hoa district, Huong Thuy town, Phu Loc district, Hue city.

To implement the project, the total land acquisition area is about 55.25 hectares. Of which, the section through Quang Tri province is about 0.05 hectares; the section through Hue city is about 55.20 hectares.

The project has a total investment of VND 6,463.182 billion. Of which, compensation and resettlement support costs are VND 263 billion; construction costs are VND 4,711.351 billion; equipment costs are VND 319 billion; project management costs are VND 33.6 billion; construction investment consulting costs are VND 178.77 billion; other costs are VND 144.4 billion; contingency costs are VND 812.17 billion. The investment capital comes from the general contingency capital of the medium-term public investment plan of the central budget for the period 2021 - 2025 corresponding to the increased central budget revenue in 2023 approved by the National Assembly in Resolution No. 142/2024/QH15 dated June 29, 2024 and the capital source of the medium-term public investment plan for the period 2026 - 2030.

Regarding progress, the project will be prepared from 2024, basically completed in 2025 and put into use in 2026.

Regarding the organization of compensation, support and resettlement, the People's Committees of Quang Tri province and Hue city are responsible for directing the organization of compensation, support and resettlement according to regulations. The Ho Chi Minh Road Project Management Board is responsible for coordinating with the People's Committees of Quang Tri province and Hue city, units and organizations performing the tasks of compensation, support and resettlement during the implementation process; ensuring funding for compensation, support and resettlement according to regulations.

The Ministry of Construction assigns the Ho Chi Minh Road Project Management Board to exercise the rights, obligations and responsibilities of the investor in organizing the establishment, appraisal and approval of the design for implementation after the basic design, selecting contractors to implement the project; implementing project investment supervision and evaluation according to the provisions of law; taking full responsibility before the law and the Minister of Construction in the process of project management and implementation, ensuring compliance with the provisions of the law on public investment, the law on construction, the law on bidding and other relevant legal provisions.

Previously, on May 29, the Ministry of Construction held a groundbreaking ceremony for the North-South Expressway expansion project in the East, La Son - Hoa Lien section. The project has a total length of about 65 km, passing through Phu Loc district, Hue city and Hoa Vang district, Da Nang city.

The project has a scale of expanding the road surface from 2 lanes to 4 complete lanes with a road surface width of 22 m. The project has a total investment of about 3,010 billion VND, using state budget capital. The project is built according to the standards of grade 60 and grade 80 highways, with a design speed of Vtk = 60-80 km/h. The project implementation progress is basically completed in 2025.
