The ward will focus on propaganda, mobilization, reminders, and commitment signing to households, agencies, units, businesses, and schools located in the area before launching a general inspection, handling violations, and maintaining checkpoints to prevent re-encroachment and violations. Between the two phases, the ward will organize a meeting to evaluate the results to draw experience and commend and reward groups and individuals with good achievements in performing their tasks.
The campaign attracted great attention from the people in the ward. Because the urban disorder, especially the encroachment of sidewalks, roads, and public places for production and business purposes, is causing frustration for the people, especially those participating in traffic.
In the past 30 years, Thanh Hoa City has launched many campaigns to eliminate encroachment on roadsides and sidewalks, to clear out flea markets, temporary markets, illegal businesses, construction material storage areas, and illegal parking lots. The stalls and shops that take over public land; the pushcarts that occupy the roadsides; the cars and motorbikes that stop and park in unauthorized places must all return to order. Eight years ago, a campaign that could be said to be extremely strong by the city, the urban order management forces spent many days awake and asleep on the streets, propagandizing and enforcing violations... The lines that demarcate areas that people can use for business and areas that cannot be used appeared on many streets. However, that measure only lasted for a short time, then everything went back to normal, the lines faded away both on the streets and in people's minds.
On sidewalks and public spaces, there are always intertwined interests. If the problem of making a living on the sidewalk is not handled properly, it will easily lead to larger social problems. Therefore, restoring public order in urban areas requires both propaganda and persuasion measures combined with strong enforcement and handling, and especially those measures must be maintained regularly and sustainably. The city's previous peak campaigns show that when the government takes a strong hand, interest groups withdraw. When the government slackens, interest groups flare up again. Previous campaigns were seen as a test of the capacity of the old Thanh Hoa City government, and the result was still unsustainable.
With this long-term, synchronous, and strong campaign combining many measures, many people believe that this will be a "high-dose test" for Hac Thanh ward - a ward with an area and population size among the leading in the country - to affirm its leadership, management capacity, and operational efficiency of the political system in the context of streamlining the organizational apparatus and merging administrative units.
In principle, when implementing a two-level local government, the ward becomes a higher level of management than before, but it requires being close to the people, directly directing the streets to implement its own policies and resolutions. This time, Hac Thanh ward's campaign was in a different mindset and position, so the people also expected a different result.
