On the afternoon of July 10, Prime Minister Pham Minh Chinh chaired the 9th meeting of the National Committee on Digital Transformation and the Working Group to implement the Project on Developing the Application of Population Data, Identification and Electronic Authentication to Serve National Digital Transformation in the 2022-2025 Period, with a Vision to 2030 (Project 06) of the Government. Also attending were Deputy Prime Minister Tran Luu Quang; Committee members. The meeting took place in person at the Government headquarters and online to ministries, branches and localities nationwide. At the Khanh Hoa province bridge, Mr. Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

The 9th session took place with the focus on the 6-month review conference of 2024 on national digital transformation and Project 06 of the Government. According to the report of the Ministry of Information and Communications , digital transformation has achieved many outstanding results. The rate of online records in the entire process out of the total number of administrative procedure records nationwide reached 42% (17% at the end of 2023); of ministries and branches reached 61% (38% at the end of 2023); of localities reached 17% (9% at the end of 2023). The digital economy is estimated to grow by 22.4% and the proportion of the digital economy in GDP is estimated at 18.3%. Revenue from the information technology sector increased by 26% compared to the same period in 2023. Sales growth rate on online retail trading floors increased by 80% compared to the same period in 2023. The number of Vietnamese digital technology enterprises increased by 8% compared to the same period. Data sharing transactions between platforms and information systems increased by 67% compared to the same period in 2023.

During the 6 months, the Working Group implementing Project 06 has closely coordinated with ministries, branches and localities to propose continuing to implement the simplification plan for 317 administrative procedures stipulated in 65 legal documents; 63/63 localities, 13/22 ministries and branches have completed upgrading and perfecting the Information System for handling administrative procedures at the ministerial and provincial levels; the rate of digitization of records and results of handling administrative procedures at the ministerial level is 46.36%, at the local level is 58.12%; 102/135 systems have met all criteria for network safety and security, 112/135 information systems have been inspected and assessed for network safety and security, etc.

In Khanh Hoa, effectively deploy and use local information systems and digital platforms such as: Khanh Hoa Digital Citizen Application; Document Management and Operation System; Administrative Procedure Resolution System; Civil Servants Management System; Voters' Petition Resolution Management System; Official Email System; Citizen and Business Feedback and Recommendation System on Khanh Hoa Province's Socio-Economics; Provincial Electronic Information Portal; Khanh Hoa Provincial Investment Promotion Electronic Information Portal; Provincial Online Conference System operating from provincial to commune levels... Maintain stable connection and integration between the Provincial Administrative Procedure Resolution Information System and information systems of the Government and central ministries and branches. Organize and implement key projects to serve digital transformation according to schedule. Currently, the province is in the stage of organizing and implementing digital transformation tasks in 2024.

Speaking at the meeting, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, branches and localities in implementing digital transformation and Project 06 to achieve positive results, which were highly appreciated by people and businesses. However, there are still limitations and shortcomings that need to be overcome and resolved. In the coming time, it is necessary to continue to learn from experience in implementing the proposed contents and plans; raise awareness of the role and position of digital transformation, build a shared database; put people and businesses at the center of national digital transformation activities; focus on building databases of ministries, branches and localities and sharing data among ministries, branches and localities; promote the development and improvement of institutions, mechanisms and policies on digital transformation; continue to develop the national data system and digital infrastructure; ministries, branches and localities strengthen the assurance of national network safety and security; mobilize the participation of businesses in digital transformation...
