Attending the official Congress session were leaders of the Provincial Vietnam Fatherland Front Committee; representatives of the agencies advising and assisting the Provincial Party Committee.
Also attending were former local leaders of different periods, leaders of neighboring localities and 90 delegates representing 495 party members in the entire commune Party Committee.
Lac Duong commune was established on the basis of merging 3 communes: Da Sar, Da Nhim, Da Chais of Lac Duong district before, with a natural area of 828 km2 , is the largest locality in Lam Dong province today, the proportion of ethnic minorities (EM) accounts for 82.5%. The entire Party Committee of the commune has 29 affiliated party organizations.
Speaking at the opening of the Congress, comrade Ya Tiong - Party Secretary, Chairman of the People's Council of Lac Duong commune emphasized: The task of the Congress is to summarize and comprehensively evaluate the results of the implementation of the Resolution of the Congress of Party Delegates of localities before the merger; seriously review the leadership and direction of the Party Executive Committee, the Standing Committee of the Party Committee of the three communes of Da Sar, Da Nhim, Da Chais in the past term; clearly point out the causes, especially the subjective causes of the shortcomings, and draw lessons.
In particular, focus on setting out goals, targets, tasks, and breakthrough solutions as a basis for accelerating the comprehensive development of the commune in the next 5 years, striving for the commune to meet advanced new rural standards and be rich in identity.
According to the Political Report at the Congress, during the past term, most of the targets set by the Party Congress Resolution of the communes were basically achieved and exceeded. The appearance of the localities has changed positively, gradually completing the new rural construction program in the advanced stage with 2/3 of the localities meeting the advanced new rural standards.
The economy has achieved important goals, especially poverty reduction, income improvement, and people's lives. As a locality with forest area accounting for over 86% of the natural area, forestry plays an important role in creating livelihoods for the people. Currently, the commune has deployed information technology applications in forest management and protection, contributing to a 20% reduction in violations compared to the previous year. Maintaining forest cover at 86.4%.
The task of collecting the state budget has always been directed to be well implemented, ensuring correct and sufficient collection and preventing revenue loss. The total state budget revenue for the period 2020 - 2025 reached 78,179 billion VND, equal to 143.96% of the estimate. Budget expenditures were strictly and effectively implemented, without waste or negativity.
Pay attention to attracting business investment in the area, especially projects on high-tech agricultural production. Currently, there are 52 non-budget investment projects with registered capital of VND 4,193 billion and 614 economic establishments.
Administrative reform, digital transformation, and application of information technology have always been focused on implementation; the rate of files resolved on time reached 99.76%, overdue files accounted for only 0.24%; receiving high satisfaction from the people.
As a locality with a large number of ethnic minorities, the commune focuses on preserving and promoting the values of national cultural identity, paying attention to preserving the "Central Highlands Gong Cultural Space", "Preserving traditional cultural villages associated with tourism development of the Co Ho ethnic group" in Dung K'Si village.
With the motto "Democracy - Discipline - Solidarity - Development", the Congress has identified development goals with 21 specific targets on socio-economics and Party building, political system and 3 development breakthroughs in the 2025 - 2030 term.
At the Congress, delegates contributed comments on documents submitted to the 1st Lam Dong Provincial Party Congress, term 2025 - 2030 and documents submitted to the 14th National Party Congress.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee emphasized: In the 2025 - 2030 term, Lac Duong commune, along with other localities in the province and the whole country, will enter a new historical period with clear changes in political and social position.
Implement the revolution to arrange and operate the 2-level local government model, with strong decentralization at the grassroots level to realize the goal of commune-level government being close to the people, serving the people best.
Lac Duong commune was established on the basis of merging 3 localities with a long history, rich cultural identity, and great potential for socio-economic development. The people here are always united, unanimous, actively working to produce and enrich themselves legitimately and participating in patriotic emulation movements.
The solidarity and unity within the entire Party and all classes of people, with a rich traditional indigenous culture and aspiration to rise up, are important factors and motivations for the locality to strongly break through and develop.
In addition, Lac Duong commune is located at the eastern gateway of Lam Dong province to Khanh Hoa province. Many key projects of the province such as the project to upgrade National Highway 27C and the expressway project connecting Da Lat and Nha Trang will pass through the commune center, opening up more space and space for development, facilitating regional connectivity and upgrading the commune's traffic infrastructure.
With opportunities and challenges mixed with potential and advantages, the commune needs solutions to turn these opportunities and challenges into resources for economic, cultural and social development in the new historical period.
To successfully implement the goals set by the Congress for the 2025 - 2030 term, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Vietnam Fatherland Front Committee requested the new Party Executive Committee of the commune to start implementing tasks, focus on leading and directing the organization to effectively implement political tasks, continue to perfect and operate a streamlined government apparatus, ensuring smooth service to the people, close to the people, and closely follow the people. Lead and direct the concretization of the Congress Resolution into policies and plans for socio-economic development suitable for each stage.
At the same time, focus on leading and directing economic development, improving income and living standards for people; sustainably and substantially reducing poverty associated with the implementation of national target programs. Strengthen forest management and protection, focus on raising people's sense of responsibility in protecting, restoring and developing forest ecosystems, conserving biodiversity, protecting water resources; increase revenue from forest environmental services, develop the economy under the forest canopy to create jobs, increase income and improve livelihoods for people.
There are solutions to develop the tourism - service sector commensurate with the potential and strengths of the locality, especially developing experiential agricultural tourism, cultural tourism with rich identity... Focus on attracting investment, developing the private economy, household economy, encouraging enterprises to expand production and business, establish cooperatives, cooperatives...
Developing culture, education, training, science and technology, ensuring social security and welfare in the commune. Maintaining and replicating typical models of "Central Highlands Gong Cultural Space"; Project "Preserving traditional cultural villages associated with tourism development of the Co Ho ethnic group" to serve tourism and service development along with preserving and promoting the cultural identity and fine traditions of the local people; paying attention to sustainable poverty reduction.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Vietnam Fatherland Front Committee also requested Lac Duong commune to develop a Plan and Program to deploy the application of science and technology and digital transformation in the commune in conjunction with the operation of the two-level local government to serve the people, be close to the people, and be close to the people.
Along with that, strengthen the work of building the Party and the political system. Continue to well implement the Central Resolution 4 on building and rectifying the Party in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle. At the Congress, the Party Committee, government and people of Lang Biang Ward - Da Lat donated 50 million VND to the Congress of Delegates of Lac Duong Commune Party Committee to support households with housing difficulties in Lac Duong Commune.
According to the Decision of the Standing Committee of Lam Dong Provincial Party Committee, the Executive Committee of Lac Duong Commune Party Committee consists of 24 comrades, the Standing Committee of the Party Committee consists of 10 comrades. Comrade Ya Tiong was appointed to hold the position of Party Committee Secretary; Comrade Do Khac Loi and Comrade Bui Quoc Huan were appointed to hold the position of Deputy Party Committee Secretaries.
