Attending the citizen reception were representatives of the Provincial Inspectorate, Department of Natural Resources and Environment, Legal Committee of the Provincial People's Council, Provincial Fatherland Front Committee, Provincial Party Committee's Inspection Committee; leaders of Tuyen Quang City People's Committee, Tan Ha Ward, Thai Long Commune.
Mr. Bui Xuan De, group 15, Tan Ha ward (Tuyen Quang city) requested to consider the separation of land plots and land use right certificates for his family. The land plot originated from the transfer of Mr. Nguyen Manh Hung in group 5, Tan Ha ward.

After listening to the opinions of departments, branches and local authorities, the Vice Chairman of the Provincial People's Committee concluded that Mr. De's wishes and aspirations were legitimate. He assigned the People's Committee of Tuyen Quang City and Tan Ha Ward to inspect and review the documents, and have a plan to direct the settlement of the case, ensuring Mr. De's rights and avoiding the situation of prolonged petitions going beyond the level; and completing the report to the Chairman of the Provincial People's Committee. If there are any problems, the Department of Natural Resources and Environment is responsible for guiding the resolution.
Mr. Hoang Van Doanh, Hoa Binh village, Thai Long commune (Tuyen Quang city) requested to be granted a certificate of land use rights.
Mr. Hoang Van Doanh, Hoa Binh village, Thai Long commune (Tuyen Quang city) requested to be granted a land use right certificate for plot 91, map sheet number 23 with an area of 245m2 . The plot of land originated from the transfer of Mr. Trinh Xuan Nghia in 2004.

Concluding the issue proposed by Mr. Doanh, based on the reports and explanations of the members attending the citizen reception, the Vice Chairman of the Provincial People's Committee stated that the prolonged matter had both subjective and objective causes. He requested the Chairman of the Thai Long Commune People's Committee to hold a meeting with the Head of Hoa Binh Village, Mr. Hoang Van Doanh, with the participation of representatives of the City Land Registration Office Branch to discuss and resolve the matter.
The Director of the Department of Natural Resources and Environment directed the Land Registration Office to coordinate with relevant agencies and units to guide Mr. Doanh in preparing documents and procedures for granting land use right certificates according to the provisions of law, complete and report to the Provincial People's Committee.
