Deputy Prime Minister Bui Thanh Son: The Prime Minister's working trip to three European countries achieved many important and substantive results.

Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, have just successfully concluded their official visits to the Republic of Estonia and the Kingdom of Sweden, attended the 3rd United Nations Ocean Conference (UNOC 3) and conducted bilateral activities in the Republic of France. On this occasion, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son gave an interview to the press.

Deputy Prime Minister and Minister, could you please share the outstanding results of Prime Minister Pham Minh Chinh's official visit to the Republic of Estonia and the Kingdom of Sweden, attending the 3rd United Nations Ocean Conference (UNOC 3) and conducting bilateral activities in the Republic of France ?

At the invitation of United Nations Secretary-General Antonio Guterres and French President Emmanuel Macron, Estonian Prime Minister Kristen Michal and Swedish Prime Minister Ulf Kristersson, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, attended the 3rd United Nations Ocean Conference (UNOC 3), conducted bilateral activities in France, and paid official visits to the Republic of Estonia and the Kingdom of Sweden from June 5-14.

In the context of complex and rapid developments in the world and the region, the visit is meaningful in terms of cooperation and development for peace and stability; strongly affirming Vietnam's foreign policy of independence, self-reliance, multilateralization, diversification, proactiveness, and comprehensive and deep international integration. The visit demonstrates the country's determination and aspiration for development and integration, attracting maximum international resources to serve the country's development.

High-ranking leaders, sectors and people of countries have given the Prime Minister, his wife and the high-ranking delegation of Vietnam sincere affection, warm welcome and respect. The Prime Minister had extensive talks and meetings with high-ranking leaders of countries; met and had practical exchanges with sectors, businesses, and the Vietnamese community in the host country... Along with that, leaders of ministries, sectors and localities participating in the delegation had effective working sessions with partners. On behalf of ASEAN and Vietnam, the Prime Minister delivered important speeches at the 3rd UNOC Conference. Vietnam's bilateral and multilateral activities have been closely followed and highly appreciated by regional and international public opinion, thereby contributing to enhancing Vietnam's image in the international arena.

The business trip was a great success with the following outstanding results:

Firstly, political trust has been enhanced. This is the first time the Prime Minister has visited France since the two countries upgraded their relations to a Comprehensive Strategic Partnership (October 2024), the first visit to Sweden in 6 years by a Vietnamese Prime Minister, and the first time a key Vietnamese leader has visited Estonia since the two countries established diplomatic relations in 1992. This shows Vietnam's determination and expectation for "newer, higher levels of cooperation" in the Comprehensive Strategic Partnership with France and the traditional friendly partnership, with multifaceted cooperation with Sweden and Estonia. The countries highly appreciate Vietnam's role and position, attach importance to and wish to effectively maintain the momentum of the relationship, consolidate and deepen relations with Vietnam. Through these relationships, we aim for deeper cooperation with the European Union (EU) and promote our role as a bridge between EU countries and the Indo-Pacific region.

Second, the working trip has brought new vitality to traditional cooperation frameworks. In the meetings between Prime Minister Pham Minh Chinh and the leaders of the countries, new cooperation spaces between the two sides were always the main topic. In terms of economy, trade and investment, the leaders were determined to create breakthroughs to effectively deploy and exploit the cooperation space between the two sides as well as the Vietnam-EU Free Trade Agreement (EVFTA), thereby enhancing the autonomy and independence of each side, striving to increase two-way trade turnover commensurate with the potential of each country. The business environment will also be significantly improved so that businesses of each side can invest and do long-term business in each other's markets. Many major cooperation orientations in the fields of security - defense, energy, infrastructure, education - training, culture, sports, tourism, people-to-people exchange, cooperation between localities, etc. were also highly agreed upon by the two sides.

Third, the working trip also shaped cooperation frameworks in new areas where partner countries have strengths and Vietnam has needs. We all know that France is one of the leading countries in telecommunications, aerospace, renewable energy, manufacturing technology, high-speed railways, etc. Sweden has strengths in innovation, information technology, green economy, digital economy, circular economy, etc., while Estonia is a leading country in digital transformation and e-government application in Europe.

Through this working trip, Vietnam and Sweden have become strategic industry partners in the fields of science, technology and innovation. France and Estonia both affirmed their readiness to cooperate with Vietnam in digital transformation, innovation, green economy development, circular economy, etc. through sharing experiences, good practices and technological solutions in the coming time.

Fourthly, we have also made important marks through our participation in the 3rd United Nations Ocean Conference with proactive and active contributions to the Conference with the Prime Minister co-chairing the Delta Summit and representatives of 10 ASEAN member countries speaking at the 3rd UNOC Conference. Vietnam is one of the countries that has made the most voluntary commitments with 15 commitments on issues related to ocean governance, demonstrating a strong commitment and comprehensive action to realize sustainable development goals. Many high-ranking leaders of countries and international organizations have shared and agreed with Vietnam's viewpoints and proposals and recognized Vietnam's achievements in developing the marine economy.

Finally, throughout the Prime Minister's meetings and working sessions, Vietnam and other countries have reached a common understanding of the importance of maintaining a peaceful, secure and stable environment in each region, as well as resolving disputes by peaceful means on the basis of the United Nations Charter and international law, including the 1982 United Nations Convention on the Law of the Sea. This also demonstrates the countries' interest, support and close cooperation with Vietnam on international and regional issues of mutual concern on the basis of upholding and complying with international law, thereby joining hands to contribute to peace, stability and cooperation in the region and the world.

During his attendance at the UNOC 3 in Nice, the Prime Minister had meetings with many Heads of State, Heads of Government, leaders of countries and international organizations, including French President Emmanuel Macron and UN Secretary General Antonio Guterres. We are proud that countries and international organizations highly appreciate Vietnam's remarkable achievements in socio-economic development, improving people's lives and rapid changes for the era of development. We also believe in the practical orientations and measures agreed upon by Prime Minister Pham Minh Chinh and leaders of countries and international organizations to strengthen bilateral relations as well as contribute to peace, stability and prosperity in the region and the world, especially in the context of many fluctuations in global politics and economy.

During his working trip, the Prime Minister met, listened to and shared with the Vietnamese community in other countries, demonstrating the deep concern of the Party, State and people at home for the Vietnamese people abroad. The Vietnamese community abroad, intellectuals and overseas businesses are all proud and excited about the country's development achievements and determined to contribute more to the homeland.

What will Vietnam and its partner countries need to do to materialize these results, Deputy Prime Minister and Minister?

With 84 dense activities, it can be affirmed that the Prime Minister's working trip has achieved many important and substantive results, thereby renewing and deepening the bilateral relations between Vietnam and other countries, for the benefit of each side and contributing to peace, cooperation and development in the region and the world. These are also important foundations, motivations and inspirations for Vietnam to continue to realize the determination and development aspirations of the nation, to attract maximum international resources to serve the country's development goals in the new era, to be a friend, a reliable partner, an active and responsible member of the international community.

In the coming time, based on the common awareness and orientation, the cooperation agreements reached within the framework of the visit, all levels, sectors and localities of Vietnam will actively and closely coordinate with partner countries to implement tasks in the following four main aspects:

Firstly, promote contacts and exchanges of delegations at all levels and at all levels through Party, State, Government, National Assembly and people-to-people channels, thereby concretizing strong commitments in political-diplomatic cooperation, maintaining and deepening the friendly and cooperative partnership between Vietnam and these countries, which have important roles and positions in Europe.

Second, effectively implement orientations, measures, mechanisms and cooperation agreements. In meetings and discussions with senior leaders of other countries, Prime Minister Pham Minh Chinh paid attention to new fields, fields in which partners have strengths and Vietnam has needs such as science and technology, energy, infrastructure, digital transformation, innovation, information technology, green economy, digital economy, circular economy, artificial intelligence, etc. In that spirit, the Prime Minister directed ministries, branches and localities to agree on specific measures to make these cooperation fields become new pillars in bilateral relations.

Third, Vietnam and its partner countries will urgently study and discuss the expansion of existing cooperation projects in traditional areas such as defense, security, economy, trade, investment, education, culture, tourism, etc. Especially in terms of economy, trade and investment, Vietnam and its partner countries will promote common points in free trade, open markets for each other, reduce dependence on third parties and maintain the stability of the global supply chain. We hope that in the coming time, with the drastic and effective implementation of all levels, sectors and localities of each side, in the spirit of the Vietnam-EU Free Trade Agreement (EVFTA), Vietnamese enterprises will expand and diversify their export products in the markets of France, Sweden, Estonia and the EU in general. At the same time, Vietnamese enterprises and partners will also have conditions and opportunities to invest and do business in each other's markets in the long term and sustainably.

Fourth, with 15 voluntary commitments on issues related to marine governance such as promoting the implementation of the Convention on the Law of the Sea and related documents, the construction of marine protected areas, the management of modern fishing vessels, the application of science and technology in protecting the marine environment, etc., Vietnam will need to continue to strongly implement these commitments, focusing on coordinating with partners to realize SDG 14 and to ensure that the ocean is always a space of peace, cooperation and shared responsibility as the common view of ASEAN that the Prime Minister stated at the Conference.

I believe that agreements and commitments will be effectively implemented in practice when ministries, branches, localities and enterprises together are determined to implement them in accordance with the spirit of "what is said must be done, what is committed must be done".
