The Deputy Prime Minister requested localities in Thanh Hoa to promote a proactive spirit and prepare response plans according to the "4 on-site" motto; proactively respond to post-storm rain circulation, and promptly evacuate people in dangerous areas, especially coastal areas and areas at risk of landslides in mountainous areas to safety.
The Deputy Prime Minister especially emphasized that Thanh Hoa needs to protect the safety of the dike and dam system, especially at key dyke, embankment and culvert points that have been identified. The highest goal is to absolutely protect the safety of people's lives and property and the State, and minimize damage.
At Cua Dat Hydropower Reservoir, the water level at 7:00 a.m. on July 22 was at +94.91m, corresponding to a storage capacity of 658 million m3. The hydropower reservoir is discharging water downstream at a flow rate of 171.0 m3/s (through power generation). The average rainfall at rain gauge stations in the Cua Dat Reservoir basin from July 18 to 22 was generally between 60-106mm.
With a proactive, ready, and non-subjective spirit, the Irrigation Investment and Construction Management Board 3 (Board 3) has proactively responded and developed operational scenarios to respond to storms and heavy rains caused by storm No. 3. Depending on the actual rainfall, the Board will decide to operate and flexibly regulate floods (early flood reduction) to ensure the safety of works and downstream areas.
Due to the influence of storm circulation No. 3, on July 22, Thanh Hoa area had winds of level 5, level 6; total rainfall from 7:00 a.m. on July 21 to 11:00 a.m. on July 22 at hydrometeorological stations in mountainous areas from 70-200mm, coastal plain areas from 100-250mm, higher in some places such as: Nga Son 412.6mm, Sam Son 340.5mm....
It is forecasted that from noon on July 22 to July 24, Thanh Hoa will continue to have heavy to very heavy rain and thunderstorms. Total rainfall in the northern and northwestern mountainous areas: 100-200mm, some places over 200mm, in the western and southwestern mountainous areas and coastal plains from 150-250mm, some places over 300mm.
