Deputy Prime Minister Tran Hong Ha met with provinces and cities to respond to storm No. 13.

(gialai.gov.vn) – At noon on November 6, at the Gia Lai Provincial Military Command, Deputy Prime Minister Tran Hong Ha – Head of the National Civil Defense Steering Committee chaired a meeting with provinces and cities to deploy response work to storm No. 13 and floods caused by the storm. The meeting was connected online to the following provinces and cities: Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa.

Attending at the Gia Lai Provincial Military Command bridge were representatives of leaders of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade; Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan and representatives of departments, branches and functional forces of the province.

At the meeting, provinces and cities reported to Deputy Prime Minister Tran Hong Ha on response to storm No. 13 in their localities.

Reporting at the meeting, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan said: To proactively respond to storm Kalmaegi and post-storm floods, Gia Lai province has implemented the motto of "raising the response level 1 level higher than the forecast". At the same time, the province has activated the response scenario for level 5 storms for 16 communes and wards including: Hoai Nhon Bac, Hoai Nhon, Hoai Nhon Dong, Tam Quan, Phu My Bac, Phu My Dong, An Luong, De Gi, Cat Tien, Ngo May, Tuy Phuoc, Tuy Phuoc Dong, Quy Nhon Dong, Quy Nhon, Quy Nhon Nam and Nhon Chau. Activate the response scenario for level 4 storms for the remaining 42 communes and wards in the eastern part of the province.

Currently, the total number of people evacuated in the province is 93,000 households/339,000 people, over 75% and is continuing to be completed before 12:00 on November 6, 2025.

Regarding the "4 on-the-spot" work, Gia Lai Provincial Party Committee has established the Provincial Forward Command Center and assigned comrades in the Standing Committee, leaders of the Provincial People's Committee, the Provincial Military Command, and the Provincial Police to key areas (11 teams in the East of the province and 2 teams in the West of the province). 100% of the military force will be on duty from the night of November 5, 2025. The number of armed forces mobilized to be on duty in key areas with high risks is 8,769 comrades. The Provincial Military Force is 7,797 comrades; vehicles of all kinds are 92 (40 cars, 06 armored vehicles, 41 boats; 05 UAVs mobilized to organize mobile deployments in the areas and at the Provincial Regular Command Center).

All vessels have received information about storm No. 13. As of 5:00 a.m. on November 6, there were 286 vessels/1,602 people operating at sea. Currently, there are no fishing vessels operating on the route and in the area affected by storm No. 13. All fishing vessels of the province have safely anchored at the islands of Truong Sa archipelago.

Regarding production, the province has requested the completion of harvesting aquatic products and crops before November 6; construction projects have been temporarily suspended, construction equipment has been lowered and secured. Excavators and rescue equipment have been prepared at key traffic routes, especially An Khe Pass.

Gia Lai province plans to ban all vehicles and people from the roads in the eastern part of the province from 6 p.m. today. At the same time, it has stockpiled food and provisions at areas at risk of being cut off, and mobilized police, military and militia forces to be on duty at key residential areas to provide timely and effective rescue on the spot.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that storm No. 13 has very fast, complex and unpredictable developments, so localities absolutely must not be subjective, need to maintain the level 4 disaster risk warning, and not lower the response level in any situation.

The Deputy Prime Minister requested the National Hydrometeorological Agency and the Ministry of Agriculture and Environment to closely monitor and update hourly forecasts, especially on areas of strong winds, high waves, high tides, heavy rain and flood risks; forecast information must be clear by location, time, wind and wave levels, to serve timely and accurate command.

Localities must complete all prevention work before 1pm on November 6th and from 6pm in areas directly affected by the storm must limit people from going out on the streets as much as possible, only allowing functional forces to operate. At the same time, it is necessary to urgently evacuate people in coastal areas, low-lying areas, areas at risk of deep flooding, landslides, flash floods and households living in unsafe level 4 houses.

The Deputy Prime Minister also requested the military, police, and rescue forces to maintain 24/7 duty, ensuring smooth communication even during power outages. Localities need to prepare generators, backup batteries, lighting equipment, and satellite communications to avoid information interruptions during the storm.

Immediately after the meeting, the Deputy Prime Minister requested localities to urgently review and adjust response plans, clearly identify key areas, forces, means and maintain 24/7 communication with the Forward Command Center and the National Civil Defense Steering Committee.
