Deputy Prime Minister requests inter-ministerial committee to immediately inspect the selection of contractors for the expressway through Binh Phuoc province.

Deputy Prime Minister Tran Hong Ha directed the immediate establishment of a joint working group of the Ministry of Finance and the Ministry of Construction to inspect the organization of contractor selection for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, through Binh Phuoc province.

On May 29, the Government Office issued a document conveying the direction of Deputy Prime Minister Tran Hong Ha on the selection of contractors for the expressway construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project (section through Binh Phuoc province).

The Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction to immediately establish an inter-ministerial working group to inspect the organization of contractor selection for the above package. This includes inspecting the content of the bidding documents, the results of the bid evaluation, the handling and resolution of complaints during the bidding process, and other necessary contents.

The Deputy Prime Minister noted that the inspection process must ensure fairness, objectivity, transparency and economic efficiency; ensure the correctness of the policy of maximum decentralization to localities to decide, act and take responsibility, but must go hand in hand with timely inspection and supervision.

At the same time, he asked the working group to complete the inspection and report to the Prime Minister before June 10.

He also directed the People's Committee of Binh Phuoc province to closely coordinate with the Ministry of Finance and the Ministry of Construction in the process of performing tasks, relevant parties to report, promptly and fully provide documents, information and accompanying documents.

Previously, Son Hai Group sent a document to the Binh Phuoc Province Investment and Construction Project Management Board regarding its objection to the results of the contractor selection for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, section passing through Binh Phuoc province.

According to the corporation, the highway construction package announced for bidding is over VND880 billion. Among the participating contractors, Son Hai Corporation offered the lowest price of over VND732 billion.

According to the bid price, Son Hai Group saved 148.4 billion VND. Other enterprises had lower savings. The lowest was the HCM-TDM-CT Expressway joint venture with a savings of just over 14 billion VND.

However, Son Hai Group did not win the bid because it did not meet the technical requirements of this bid package.

Son Hai Group expressed surprise when on May 22, the investor selected the contractor with the highest bid price, the HCM-TDM-CT consortium (including Truong Son Construction Corporation, NTV Thanh Phat Construction, Service and Trading Company Limited) to win the bid.

Explain the reasons why Son Hai Group does not meet the technical requirements stated in Son Hai Group's E-HSDT, the expert evaluation team, the contractor does not meet the requirements on materials and equipment provided for the bid package; does not meet the requirements on organization of implementation of building information modeling (BIM) in the bid package; does not meet the requirements on construction machinery and equipment serving the construction of the bid package.
