Discussion Group No. 4 included Lieutenant Colonel Dao Thi Thu Huyen, Deputy Head of the Women's Committee of the People's Police. The discussion was chaired by Lieutenant Colonel Nguyen Thi Mai Hien, Head of the Women's Committee of the Technical and Operational Department. The secretaries were Ms. Vu Thi Huyen Thu - Deputy Head of the Women's Committee of the Technical and Operational Department, and Captain Pham Khanh Hoa - Deputy Head of the Women's Committee of C03.
Relieving the double pressure on women.
Opening the discussion session, delegates from A09 presented solutions to support female police officers in building happy families and coping with the dual pressures of work and family life.
In her presentation, she shared: " Our female officers hold many important positions: from investigation, intelligence gathering, planning, and general affairs to logistics and technical support... The nature of the work, with its unexpected tasks, overtime, on-call duty, combat readiness, or participation in major cases and investigations that last for extended periods, means that the time available for family is always limited, sometimes impossible to manage proactively. Alongside our assigned duties, we still bear the responsibilities of a wife, mother, and daughter: caring for children, building a happy home, and looking after both sets of parents. The double pressure of work and family sometimes creates periods of fatigue and stress, even affecting health and work efficiency, if there isn't timely sharing and support."
According to the representative of A09, in order for female police officers to successfully fulfill their assigned duties while simultaneously maintaining a happy and stable family life, support solutions need to be not only appropriate but also sufficiently in-depth, practical, and sustainable. The double pressure that female officers face between their unique work and family responsibilities can only be resolved when the entire system gets involved, from unit leaders and organizations to each individual officer.

Some of the solutions she proposed included: improving the quality of work organization in a more flexible way ; building a comprehensively supportive work environment for female staff ; and strengthening family involvement through connections between the unit and relatives.
She also stated that, in order for female police officers to feel secure in their work and successfully complete their assigned tasks, the role of unit leaders and Women's Unions at all levels is extremely important. Unit leaders need to regularly pay attention to and listen to the thoughts and aspirations of female officers and soldiers; promptly understand the difficulties in their work, family, and health, and then provide appropriate and practical support. Maintaining open channels of exchange and regular meetings and dialogues will help leaders better understand the dual pressures that female police officers are facing, creating conditions for them to develop their abilities and strengths, and confidently dedicate themselves to their work. Simultaneously, Women's Unions at all levels need to effectively play their role as a reliable bridge between female officers and Party committees and commanders; proactively advise on solutions to care for their material and spiritual lives; and implement models to support families and develop work-life balance skills. At the same time, they promptly report issues for consideration and resolution. The support of the Women's Union not only helps reduce pressure on female staff but also contributes to building a more humane, united, and sustainable working environment.
She also noted that each female officer needs to proactively build the capacity to balance her life ; needs to know how to manage her time scientifically ; clearly define priorities in each stage; and boldly share difficulties with colleagues and family to reduce psychological pressure.
“ Maintaining a healthy lifestyle, taking care of oneself, exercising, maintaining a positive attitude, along with the ability to control emotions and relieve stress properly, will help each female officer have a stronger foundation to overcome the dual pressure of work and family. At the same time, proactively cultivating soft skills such as communication, conflict management, and time management; enhancing learning and improving professional qualifications; and actively participating in activities and tasks assigned to women will also contribute to helping female police officers enhance their self-confidence, expand their support network, and create a sustainable balance for themselves. When each female officer is proactive and able to adjust appropriately, the effectiveness of their work, family harmony, and quality of life will be significantly improved, ” she shared.
A happy family contributes directly to fighting strength.
Acknowledging the pressures faced by female police officers, the V04 representative affirmed that building a happy family is not only a legitimate need for each female officer, but also directly contributes to the fighting strength, solidarity, and long-term stability of the force.
In the context of digital transformation, increasing work pressure, and rapidly changing family and social relationships, supporting women in building happy families is becoming increasingly urgent. This requires the Women's Union to innovate strongly, adopt a comprehensive approach, and propose solutions that are appropriate to the specific characteristics of the police force.
To effectively implement the set of targets for building happy families, the representative of V04 proposes six general strategic solutions that need to be implemented synchronously throughout the entire force:
Firstly, there needs to be a strong reform in the dissemination of information and the training of knowledge and skills related to building happy families.
Secondly, strengthen consultation with Party committees and unit leaders on practical policies to support the family life of female cadres.
Thirdly, we must strengthen the development of a positive cultural environment within the workplace – a crucial foundation for women to maintain family happiness.
Fourth, strengthen the system of legal, psychological, marriage, and child education counseling and support for members.
Fifth, improve the effectiveness of coordination between family, school, and society in educating the children of officers and soldiers.
Sixth, promoting the proactive role of each member in building a happy family is a decisive and crucial solution.
Besides the attention of the Party committee and leadership, and the support of the Association, According to the delegates, the most important and decisive factor still comes from each individual woman.
“A family is only truly stable when each member, especially the one who ‘keeps the flame alive,’ proactively cares for, preserves, and nurtures it. Therefore, each member needs to proactively cultivate qualities, ethics, and a lifestyle based on the values of ‘Self-confidence - Self-respect - Loyalty - Diligence’; allocate a reasonable and balanced amount of time between work and family; proactively learn and equip themselves with knowledge and skills; proactively maintain physical and mental health; and promote a spirit of listening and sharing. This is also the key for each woman to overcome all difficulties and circumstances to create happiness for herself and her family,” she shared.
We need to spread the positive image of female police officers.
During the discussion, the representative of the T01 Women's Association stated that one of the measures to support and encourage female police officers is through propaganda work. She argued that spreading a positive image of women is not only an important task of the Women's Association but also a shared responsibility in building a healthy and happy living environment for each officer, member, and future generation.
According to T01 representatives, the propaganda work has significantly contributed to strengthening the fundamental values of the family by equipping members with practical knowledge about behavioral skills, child rearing, family management, and psychological care, helping them to have the strong character to successfully fulfill their assigned tasks.
In addition, forums and community activities have become valuable spaces for members to share difficulties, learn from each other's experiences, and support each other in building happy families, thereby helping members become more mature, compassionate, and resilient.
Through propaganda, the image of female police officers is constantly being spread and affirmed: they are dedicated soldiers in their work, keepers of the family flame, responsible members of the community, and compassionate individuals. This harmony between duty and family life creates a unique beauty for female police officers, contributing to building a solid moral and spiritual foundation for the People's Police force in the new era.
According to representatives of T01, in recent years, the women's movement within the People's Public Security Force in general and the T01 Women's Association in particular have undergone many positive changes, closely adhering to the policies of the Central Public Security Party Committee and the Ministry of Public Security; thoroughly implementing the spirit of innovation and creativity in the Association's work in a practical, effective, grassroots-oriented direction and focusing on members. In the context of the entire force promoting the building of a courageous, humane police officer who serves the people, the work of disseminating and promoting the image of female police officers in building happy and sustainable families is even more important, contributing to consolidating the social moral foundation, building a strong Association, and enhancing the prestige of the People's Public Security Force.
Throughout the development and growth of the People's Public Security Force, the image of female police officers has always been associated with dedication, sacrifice, courage, and compassion. Regardless of the circumstances, female police officers have consistently upheld the qualities of "Loyalty - Intelligence - Competence - Compassion," successfully fulfilling their professional duties while also fulfilling their family responsibilities.
She emphasized that propaganda plays a crucial role in spreading these positive values to the community, while also motivating each member to continuously strive to maintain the beautiful image of female police officers in the new era. Accurate, effective, and impactful propaganda will contribute to building happy families and creating a strong support system, allowing officers and soldiers to work with peace of mind and dedicate themselves to the cause of protecting national security.
According to representatives of T01, in recent years, under the close guidance and attention of the Party Committee and leaders at all levels, the propaganda work of the Women's Association of the People's Security Academy has achieved many positive results: The content of propaganda has become increasingly rich, closely following political tasks and the lives of members; many good models and creative approaches have been implemented: building series of articles, reports, and exemplary advanced models; organizing thematic activities on family; conducting communication on the internet; the image of female police officers is increasingly recognized by society with respect and trust, contributing to building the prestige of the People's Public Security force;
During the discussion, she also presented some of the contents that T01 has applied in practice: Proactively innovating methods of propaganda, strongly applying information technology; Linking propaganda with emulation movements and major campaigns of the Sector; Diversifying models for spreading the values of happy families; Promoting the exemplary role of female cadres and members…
Simultaneously, several solutions were proposed to further innovate propaganda work, such as: improving the quality of content and diversifying media products; linking propaganda with digital transformation in the management and operation of the Association; expanding the scope of exemplary role models, identifying and disseminating advanced models; expanding coordination with press agencies, social organizations, and units within the People's Public Security Force; and strengthening the provision of communication and digital skills for members, especially young members.
To ensure effective communication, members need to be equipped with comprehensive communication skills, social media etiquette skills, personal image building skills, and media situation handling skills. Organizing specialized training courses on digital skills, media design skills, and presentation skills will help members become a core force in spreading positive messages. For younger members – a group with the ability to adapt quickly – opportunities should be created for them to participate more in content creation groups and the Association's communication projects.
During the discussion, delegates also listened to and exchanged views on pressing issues in the current context, such as building a safe environment for Vietnamese women and children in the digital transformation era, and key tasks for women in the People's Police Force: the "3 safe" criteria in implementing the "5 no, 3 clean, 3 safe" family building campaign; innovating social activities and supporting the police force – promoting the role of the Women's Union in community support and social welfare; and the godmother movement…
Also during this afternoon's working session, within the framework of the 10th Congress of Women's Representatives of the People's Public Security Force, delegates discussed the following topics: "Building a strong and professional Women's Union organization; Solutions to improve the effectiveness of female cadres' work, contributing to building a regular, elite, and modern People's Public Security Force; Solutions to effectively implement current emulation movements of women in the People's Public Security Force."
