Earlier, in the morning, Prime Minister Pham Minh Chinh visited Phu Quoc Martyrs Cemetery, offered incense at Phu Quoc Heroes and Martyrs Memorial Temple (in Duong Dong ward) and surveyed 8 locations in Phu Quoc: Construction site of President Ho Chi Minh statue; Phu Quoc International Passenger Port construction investment project; Phu Quoc International Airport; Vinpearl Safari Phu Quoc semi-wild animal care and conservation park; Phu Quoc Medical Center; EHL - Phu Quoc Tourism and Hotel Vocational College; proposed construction site of Phu Quoc Waste Treatment Plant in Cua Duong commune; Duong Dong freshwater reservoir.
Ministers and leaders of ministries and sectors spoke, assessed the development situation, suggested some orientations and responded to proposals and recommendations of Kien Giang province and Phu Quoc city related to aviation development, transportation, staff organization, tourism development, forest environment leasing, etc.
Phu Quoc City is located in the Gulf of Thailand, with a natural area of 593 km2, including 2 wards and 7 communes. The city has more than 40 islands, of which Phu Quoc is the largest island in our country. Phu Quoc's current population is about 150 thousand people.
According to the report, in 2023, the value of Phu Quoc's agriculture, forestry and fishery production reached 4,530 billion VND, reaching 102.95% of the plan; the value of industry and construction reached 21,077 billion VND, reaching 99.39% of the plan. Total retail sales of goods and service revenue reached 34,892 billion VND, reaching 119.82% of the plan. Attracted 2.84 million visitors, reaching 113.68% of the plan, up 23.03% over the same period (of which, international visitors were 287,410 visitors, reaching 57.48% of the plan, up 43.57% over the same period); budget revenue was 7,812 billion VND, up 44.54% over the same period.
Phu Quoc has 322 investment projects under implementation, covering an area of 10,676 hectares, of which 52 projects have been put into operation with an area of 1,182 hectares, total investment capital of VND 17,389 billion; 78 projects are under construction with an area of 4,367 hectares, total investment capital of about VND 198,308 billion; 181 projects are implementing investment preparation procedures with a total registered capital of about VND 168,092 billion.
Besides the achieved results, the management and use of land, forest land, construction order, urban order, environment, mineral resources, crime, social evils, compensation, resettlement support, and complaint settlement in Phu Quoc still have shortcomings and limitations.
The economy has high growth but in some areas it is not synchronized, not yet able to promote the existing potential and strengths. The socio-economic infrastructure is not complete and synchronized such as roads, water, wastewater treatment, solid waste, education, health care, etc.
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the opinions and assigned the Government Office to synthesize and absorb the opinions to issue a Notice concluding the meeting.
The Prime Minister emphasized that Phu Quoc has a strategic location, many distinct potentials, outstanding opportunities, and competitive advantages in service and tourism development compared to many other localities. The Party, the National Assembly, the Government, and the Prime Minister have many resolutions, decisions, and plans to develop Phu Quoc quickly and sustainably, becoming a modern tourism center, a center of culture, services, logistics, developing the marine economy, and developing cultural industries; at the same time, requiring policies to mobilize resources to develop Phu Quoc according to the set goals, especially non-state resources.
Resolution 78/NQ-CP of 2022 of the Government promulgating the Action Program to implement Resolution No. 13-NQ/TW dated April 2, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045, clearly states: Focus on building Phu Quoc into a center of high-quality services, eco-tourism, sea and island tourism of national and international stature, connecting with major economic centers in the region and the world.
According to the Prime Minister, the development of Phu Quoc tourism will contribute to affirming the Vietnamese tourism brand on the world map; developing Phu Quoc tourism in a green, sustainable direction, with its own identity in the overall identity of Vietnamese tourism.
The Prime Minister acknowledged, commended and highly appreciated the efforts and achievements that Phu Quoc city has made; at the same time, he pointed out that Phu Quoc must solve the problem of "hot" development, which is not really sustainable and does not rely on science and technology, innovation, and startups; and resolve bottlenecks in infrastructure, water resources, environmental sanitation, etc.
Emphasizing the need to build Phu Quoc island city to develop rapidly, sustainably, ecologically, becoming a modern tourism and service center, strongly developing the marine economy and cultural industry of international stature, the Prime Minister pointed out the key tasks and solutions in the coming time to achieve the set goals.
Accordingly, it is necessary to continue to specify the guidelines, policies, laws of the Party and State, and approved plans to have a suitable and effective implementation roadmap, closely following, exploiting and promoting distinct potentials, outstanding opportunities, and competitive advantages.
It is necessary to mobilize and unleash all development resources, taking internal resources (people, nature, cultural and historical traditions) as fundamental, strategic, long-term, decisive, harmoniously and effectively combining with external resources (capital, advanced technology, human resource training, modern management, etc.) as important, breakthrough, and regular; combining central resources, local budgets, loans, sponsorships and social capital, especially public-private partnership mechanisms. Long-term, strategic planning can be implemented in phases, suitable to resource conditions; with the viewpoint that "resources originate from thinking, motivation originates from innovation, strength originates from the people".
Along with that, focus on developing a synchronous and modern infrastructure system in: Transportation (roads, aviation, seaports); social and urban infrastructure (electricity, water, waste and wastewater treatment); tourism infrastructure; cultural infrastructure; education and training infrastructure, especially vocational skills training; healthcare infrastructure; digital transformation infrastructure, information technology; environmental infrastructure, and climate change response.
Focus on implementing breakthroughs in training high-quality human resources, ensuring human resources for development needs, especially in the fields of digital economy, green economy, circular economy, sharing economy, knowledge economy, etc.; have appropriate policies to encourage and diversify training types (domestic and international cooperation, cooperation with ordering enterprises, etc.).
Focus on building a modern healthcare system to care for and protect the health and lives of people and tourists, especially in emergency cases. Do a good job of protecting the environment and ecology by mobilizing the entire political system to participate and raise people's awareness; focus on protecting forests and marine ecology to develop ecotourism and resort tourism.
Promoting the heroic historical and cultural traditions and identities of Phu Quoc and Kien Giang; combining internal and external strengths, domestically and internationally; creating conditions and encouraging activities for green and sustainable development such as developing cultural industries, organizing major conferences to promote Phu Quoc to international friends, etc.
Promote administrative reform, improve the investment and business environment, cut down on administrative procedures, reduce hassles, provide maximum support to people and businesses, put yourself in the shoes of people and businesses to solve problems in the spirit of "harmonious benefits, shared risks", working together, winning together, developing together. Do a good job of preventing corruption and negativity; thoroughly resolve issues related to land; strictly implement approved planning, resolutely handle violations; avoid fragmentation.
Building a clean and strong Party and political system, a streamlined, effective and efficient apparatus; streamlining the payroll in conjunction with restructuring and improving the quality of cadres, civil servants and public employees; improving the leadership capacity and fighting strength of Party organizations and Party members. Firmly protecting national defense, security, sovereignty over seas and islands, ensuring social security, taking people and businesses as the center and subject, leaving no one behind, ensuring peace for people and tourists, not sacrificing progress and social justice to pursue mere economic growth.
Prime Minister attends groundbreaking ceremony of 50,000 billion VND tourism complex
On the same afternoon, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Hon Thom Sea Tourism, Resort and Entertainment Complex in Phu Quoc City, with an investment of VND50,000 billion. Also attending were former Politburo member and former Standing Secretary of the Secretariat Le Hong Anh; leaders of several central ministries and branches. Located on Hon Thom - the largest island in the An Thoi archipelago (Phu Quoc), the complex covers an area of 310 hectares, including many items such as a water park, theme park, aquarium, dolphin performance stage, water music, theater, eco-resort, etc.
This is the next step in Sun Group's journey of "beautifying the lands", contributing to turning Ngoc Island into an island city, a high-quality tourism and resort service center with its own identity, bringing the world to Vietnam and bringing Vietnam to the world.

The Prime Minister affirmed that the Government, ministries and sectors will accompany Phu Quoc and Kien Giang to achieve the goals set by the Party and State, which are to build and develop Phu Quoc into a green, clean, beautiful, safe, civilized and modern country, so that people can have an increasingly prosperous and happy life.
To investors, the Prime Minister stated that it is necessary to attract all resources to develop the country in general and Phu Quoc in particular, including resources from enterprises. The Prime Minister emphasized the spirit of “3 together”: Listening and understanding between enterprises, the State and the people; sharing a vision for action to develop the economy in general and green growth in particular; and working together, enjoying together, winning together and developing together. The Party and State of Vietnam always protect the legitimate rights and interests of enterprises and people.
The Prime Minister called on businesses to continue investing and developing; in which Vietnamese businesses promote the spirit of national pride, self-reliance, cultural traditions, history, and rise from their own hands, minds, sky, sea, and land. Recognizing the successes of Sun Group, contributing to the development of tourism as a key economic sector, the Prime Minister hopes that the group will continue to promote the spirit of "going wherever it goes, changing that land" but operating in accordance with the guidelines, policies, and laws of the Party and State, participating in ensuring social security, and developing the cultural industry.
