Phu Tho plans to rearrange to 66 commune-level administrative units.

On April 17, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels of Phu Tho province gave its opinions on the draft Project to merge the three provinces of Phu Tho, Vinh Phuc, Hoa Binh and the Project to arrange administrative units at the commune level of Phu Tho province.

According to the draft, the project to merge the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh will establish Phu Tho province on the basis of merging the entire natural area, population size, and commune-level administrative unit system of the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh. After the merger, Phu Tho province will have a natural area of ​​over 9,400 km2 ; a population of about 3.6 million people; the center is located in the current city of Viet Tri.

Regarding the draft Project on reorganizing commune-level administrative units in Phu Tho province, there are currently 207 commune-level administrative units in the province. After the reorganization and merger, it is expected that the number will be reduced to 66 commune-level administrative units, a reduction of 141 commune-level administrative units (by 68.1%).

The administrative center and office of the new commune-level administrative unit must ensure a favorable geographical location, synchronous economic and social infrastructure, traffic connection with areas within the commune-level administrative unit; space for future development; ensure harmony and rationality, avoid imbalance between localities, and ensure the maintenance of national defense and security.

Transfer 100% of the existing district staff to the commune level, maintain the pre-arranged staff, review and streamline within 5 years according to regulations, with a total expected number of 32 staff/commune and ward (not including party and mass organizations); end the use of non-professional staff at the commune level; maintain schools and health stations, and reorganize them to suit the new administrative unit.

Organize to collect voters' opinions (representatives of households) on the Project to rearrange and reorganize commune-level administrative units and the Project to merge the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh before April 25.

The People's Councils at district and commune levels shall consider and issue a Resolution approving the policy of rearranging provincial and commune-level administrative units before April 26. The Provincial People's Council shall approve the Resolution on the Project of rearranging and reorganizing commune-level administrative units; the Project of merging the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh before April 29.

Complete the Project dossier and the Provincial People's Committee's Submission to the Ministry of Home Affairs for appraisal and submit to the Government before May 1.

From July 1, the operation of 13 district-level administrative units in the province will end. New commune-level administrative units will officially come into operation before August 15; new provincial-level administrative units will officially come into operation before September 15.

Phu Tho Provincial Party Secretary Bui Minh Chau, Head of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels of Phu Tho province, emphasized that in order to ensure the set progress, the Steering Committee and departments, branches, agencies, units and localities need to focus highly and urgently implement the steps according to regulations. Departments, branches, Party building committees, agencies and units coordinate with departments, branches, Party building committees, agencies and units of the two provinces of Vinh Phuc and Hoa Binh to urgently develop a merger plan for the three localities.

Districts, cities and towns develop plans to arrange district-level cadres and civil servants to commune-level after the reorganization and merger; develop plans to reorganize public service units, ensuring that immediately after being approved by the National Assembly Standing Committee, new commune-level administrative units quickly go into stable operation, without interrupting work, especially work directly related to the people.
