Phu Tho determined to clear land for construction of Cam Khe industrial park

On October 19, the People's Committee of Cam Khe district, Phu Tho province announced information on the enforcement of the decision to reclaim land to build the Dong Bac resettlement area, part of the Cam Khe industrial park infrastructure construction project.

Cam Khe Industrial Park was approved by the Prime Minister to be added to the Planning for the Development of Industrial Parks in Vietnam. On May 13, 2016, the People's Committee of Phu Tho province issued Decision No. 1092/QD-UBND on the establishment of this Industrial Park.

Deployed in 2017 with a planned area of 450 hectares, total construction investment capital of more than 2,478 billion VND. Recently, the construction progress has been delayed due to difficulties in site clearance.

Up to now, the district has changed the land use purpose and allocated 139.5 hectares of land to the project investor. The remaining 183.4 hectares of land have been cleared, but there is still 16.1 hectares interspersed, so it is not eligible to be allocated to the investor. The area that has not been cleared is 112.1 hectares, including 7.7 hectares with land reclamation decisions and 104.4 hectares without land reclamation decisions.

Dong Bac resettlement area is behind schedule because 2 households are protesting and not handing over the land.

Vice Chairman of Cam Khe District People's Committee Nguyen Huu Chi said that to serve the site clearance work for the project, Cam Khe District People's Committee has built 5 resettlement areas.

Up to now, 2 resettlement areas have completed site clearance and completed infrastructure to serve the resettlement of people; 3 resettlement areas are in the process of site clearance and infrastructure construction.

In particular, the Dong Bac resettlement area located in Tien Phong area, Cam Khe town has 2 households deliberately resisting and not handing over the site to the construction unit: Ms. Hoang Thi Hai's family has 4 plots of land with more than ^400m2 and Ms. Hoang Thi Nguyet's family has 1 plot of land with ^129m2 .

The reason is that these two households planted jackfruit and mango trees and demanded compensation for the crops after the land reclamation notice. After consideration, Cam Khe district determined that these were assets created after the land reclamation notice. Therefore, the district People's Committee could not pay compensation to these two households according to state regulations.

To ensure project progress, Cam Khe district has issued a decision to apply compulsory measures to implement the land recovery decision for the households of Ms. Hoang Thi Hai and Ms. Hoang Thi Nguyet.

Implementation time: 7:30 a.m. on October 20, 2023.

After organizing the enforcement, the district will direct the contractor to mobilize human resources and machinery to speed up the construction progress so that households can move to the new resettlement area.

Vice Chairman of Cam Khe District People's Committee Nguyen Huu Chi added that in the coming time, the district will continue to organize compulsory land inventory and land recovery for all households related to residential land and land for perennial crops, without exception.

Cam Khe Industrial Park is behind schedule due to difficulties in site clearance.

In addition to organizing the forced land acquisition to build resettlement areas, Cam Khe district will mobilize the entire political system to participate in organizing site clearance, striving to complete the site clearance work and hand over 183.4 hectares to the investor this year.

According to the direction of Chairman of Phu Tho Provincial People's Committee Bui Van Quang, after checking the progress of compensation, support, resettlement and investment in technical infrastructure construction of Cam Khe Industrial Park project, the authorities need to focus on speeding up the progress of site clearance and completing technical infrastructure construction before June 30, 2024.

At the same time, complete the infrastructure of resettlement areas that have completed site clearance to move households to the resettlement area to stabilize their lives before December 31, 2023; for Dong Bac Resettlement Area, site clearance must be completed and handed over to the investor to complete infrastructure construction in October 2023.
