Every summer, I return to my hometown in Phu Hoa district to visit my relatives. When visiting my close friend from my student days, he often treats me to delicious dishes that are specialties of my hometown such as stir-fried eel with lemongrass and chili, boneless eel porridge, eel in a bag, snakehead fish stewed with banana... Sitting in the fresh countryside space, eating the dishes I used to eat is something I always wish for. The dishes are rustic but have a strong countryside flavor.
But with each passing year, these rustic dishes gradually become less and less, and this time, at the party to celebrate the reunion, on the table there were only dishes made from pork, chicken, and duck. When asked, my friend said: The newly sown fields do not have eels, nor fish, and if there are any, there are not enough to cook because they are caught by electric shock.
Fishing by electric pulses is quite common in fields, canals, and lakes. The difference between fishing by nets and fishing by electric pulses is that, with nets, people only catch big fish, the small fish will escape through the mesh and continue to grow and reproduce. With electric pulse fishing, big fish, small fish, eels, frogs, etc. cannot escape.
This harmful activity not only depletes natural fishery resources but also endangers the user and others. In fact, many people who use electric shock to inject fish have been electrocuted to death due to carelessness and subjectivity.
My friend told me that more than 10 years ago, Mr. NVH (Hoa Quang Nam commune, Phu Hoa district) was electrocuted to death while using an electric pulse (battery) to catch fish at night.
May be subject to imprisonment
Fishing with electric pulses and using toxic substances and explosives are prohibited by law. This behavior is also sanctioned by Decree 42/2019/ND-CP of the Government . Accordingly, those who fish with electric pulses or electric shocks will be subject to an administrative fine of 3-5 million VND and their electric pulse and electric shock tools will be confiscated. For organizations, when fishing with electric pulses or electric shocks, they will be fined from 6-10 million VND.
In cases of serious damage, considered as destruction of aquatic resources, the fine will be from 50 to 300 million VND; in cases of administrative violations that re-offend, criminal liability may be prosecuted, sentenced to non-custodial reform for up to 3 years or sentenced to 6 months to 10 years in prison, depending on the nature and severity of the violation.
To keep family meals with the taste of the countryside, to create a friendly and safe environment for yourself and others, those who still use electric pulses to catch fish should stop before it is too late. In addition, along with legal exploitation, we must also go hand in hand with the regeneration and protection of aquatic resources, and increase the release of additional fish fry into rivers and lakes...
