Through exchanges and cooperation with Seongdong District ( Seoul , South Korea ) , Tuy Hoa City has gained more experience in operating smart and green cities , while simultaneously promoting trade to export local specialty seafood to the South Korean market .
Tuy Hoa City and Seongdong District are cooperating in the spirit of a comprehensive strategic partnership between Vietnam and South Korea.
A 13 - year journey of collaboration
In 2012, Tuy Hoa City and Seongdong District signed a memorandum of understanding on cooperation and exchange, officially laying the foundation for the relationship between the two localities. Since then, this relationship has left many significant marks. Notable examples include the opening of the Tuy Hoa - Seongdong Friendship Kindergarten in 2014. In 2019, the two sides signed an agreement to strengthen friendly relations and cooperation, ushering in a new phase of development. In 2024, a delegation of businesses from Seongdong District visited Tuy Hoa City to learn about tuna fishing and seafood export activities.
According to the Tuy Hoa City People's Committee, the Tuy Hoa - Seongdong Friendship Kindergarten started construction in 2012, on an area of 1,300 square meters with a total cost of 1.4 billion VND. Of this, Seongdong district contributed 800 million VND, with the remainder being matching funds from the local government. Recently, Seongdong district further donated 80 million VND to the school's operating fund. During the cooperation period from 2012 to 2019, the two localities focused on maintaining the relationship and fostering understanding of the cultural traditions of both countries. By 2019, the two sides strengthened their cooperative relationship, agreeing to cooperate in areas of mutual interest including tourism , construction, and public transportation; in the spirit of exchanging experiences and sharing information through meetings as needed.
Following the visit of the Tuy Hoa City delegation to Seongdong District, in 2024-2025, Tuy Hoa City will host two South Korean seafood companies, Taewon Trade Company and Pungny-eon-Chuksan Company, as well as a delegation from Seongdong District, to Tuy Hoa, Phu Yen, to learn about seafood processing activities related to tuna – a local specialty. The South Korean businesses will directly visit Ba Hai Joint Stock Company, Trang Thuy Seafood Company Limited, and Hong Ngoc Seafood Company Limited to learn more, thereby creating a foundation to promote seafood exports in the future.
Having visited Tuy Hoa four times as the District Chief of Seongdong District, Mr. Chong Won-O stated: "Visiting Tuy Hoa 10 years ago, then 6 years ago, and today, I truly see the rapid changes in the city. This development is contributed by the abundant marine resources, the long and beautiful coastline, and the appropriate policies of the government. I hope that this relationship will continue to be strengthened, creating a foundation to promote cooperation between the two localities on the basis of mutual benefit."

Learning and developing together .
As a member of the delegation visiting Seongdong District, Mr. Nguyen Khoa Khang, Head of the Economic , Infrastructure and Urban Planning Department of Tuy Hoa City, shared: "In Seongdong District, I experienced the amenities of a smart city, including a drainage system, bus shelters, and smoking rooms... all operated automatically and connected to digital technology. This is a model that can be learned from to serve the future urban development of Tuy Hoa."
Seongdong District, located north of the Han River, is one of the central districts of Seoul. A notable achievement of this district is the application of technology to smart urban development and the creation of green spaces. Mr. Cao Dinh Huy, Chairman of the People's Committee of Tuy Hoa City, stated: "The Han River area lies within Seongdong District. Seongdong's orientation is to develop into a smart, green, and sustainable city. These are similarities that Tuy Hoa City can learn from to make Tuy Hoa a developed city along the Ba River. Notably, the entire Seongdong District is designed according to the '5-minute garden city' model, meaning urban spaces are covered in greenery, and residents can access green areas within 5 minutes from anywhere in the district."
“In its development plan, Tuy Hoa City is increasing green spaces in public areas, prioritizing land for parks and green public works, bringing forests to the city, and linking the Ba River with the development of the urban core. The city is gradually managing and operating in conjunction with digital technology… All of this is concretized by the Project to plant 2 million trees in Tuy Hoa City, and putting the Smart City Operations Center into operation… Tuy Hoa City has just been recognized by the Vietnam Association of Cities as a green, clean, and beautiful city. This is recognition of the city's efforts in making Tuy Hoa a sustainably developed city,” Mr. Cao Dinh Huy informed.
