Since the beginning of April, about 70,000 customers in the province have lost power due to incidents on the power grid, mainly caused by kites or straw and sugarcane waste flying into the power lines. To ensure the power grid operates safely and provides a stable power supply, people need to raise awareness and not let children fly kites near power lines.
Kite caught in power line, thousands of families lost power
On the afternoon of May 1, 6,544 households in Hoa My Dong, Hoa My Tay, and Hoa Dong communes (Tay Hoa district) lost power for about 60 minutes, greatly affecting their daily lives, especially during the holiday season. Specifically, at about 4:38 p.m., the MC473 circuit breaker at Tuy Hoa 2 transformer station tripped, and the system could not automatically turn on the power. Upon detecting the incident, Tay Hoa Power Company quickly sent forces to inspect and have a plan to change the power supply method. Immediately after that, the unit turned off the MC473 Phu Nhieu circuit breaker supplying power to section 500-3 Nui Dat and turned off the MC473 Hoa My circuit breaker supplying power to section 100-3 Canh Tinh. At the same time, 15 workers of the unit inspected the entire remaining area and discovered a kite with a broken string, entangled in the 22kV line at column 105-106 of the 473 output line of Tuy Hoa 2 transformer station. After removing this kite, at 5:39 p.m., the MC473 circuit breaker of Tuy Hoa 2 110kV transformer station was energized, and all customers were restored to power.
Mr. Le Trung Chinh, Deputy Director in charge of Tay Hoa Electricity, said: Since the beginning of the year, Tay Hoa district has had 3 incidents on the power grid, including 2 long-term incidents caused by kites and balloons getting stuck in the power lines, and 1 short-term incident caused by straw flying into the power lines. These incidents have caused about 9,000 customers in Phu Thu town, Hoa My Dong, Hoa My Tay, and Hoa Dong communes to lose power.
Similarly, on April 29, in Song Hinh district, 2,439 customers in Ea Ly and Ea Bar communes lost power, also due to kites getting caught in the power lines causing an incident. According to Song Hinh Power Company, the incident was discovered at 7:33 a.m. when the MC477 Buôn Thứ circuit breaker tripped and could not be closed. After checking, it was found that section 713 Bắc Sơn recorded a fault signal, the unit isolated the incident area by operating on-site to cut section 713 Bắc Sơn; at the same time, closing the MC477 Buôn Thứ circuit breaker again. After that, workers quickly went to check the entire section 713, discovered at pole 518-519 a kite was caught on the 22kV line and removed it. At 9:09 a.m., section 713 was re-energized.
Mr. Huynh Dang Toan, Head of Safety Department of Phu Yen Electricity Company, said: Through monitoring and statistics, from the beginning of April 2023 to now, the whole province has had 13 incidents causing power outages, causing nearly 70,000 customers to suddenly lose power. The cause of the power outages is mostly due to kites, straw, and sugarcane waste flying into the power lines. The Electricity Industry has temporarily cut off power about 20 times to remove kites stuck on the power lines to prevent power outages.
Raising awareness
According to Phu Yen Electricity Company, summer is the time when power grid incidents often occur due to kites getting entangled in power lines. Many incidents are only temporary power outages and are quickly restored, but there are also incidents that last for hours, affecting production and business activities, causing inconvenience to people's lives.
Deputy Director in charge of Tay Hoa Electricity Le Trung Chinh said that Tay Hoa is the locality with the largest rice fields in the province, so kite flying near the safety corridor of the power grid often occurs, especially in the summer. To ensure the safety of the power grid and provide stable and continuous power supply to the people, the unit has deployed technical solutions such as covering the grid, installing straw barriers, standing ceramic caps to insulate the power lines, etc. At around 3 p.m. every day, the unit's power line team will inspect the entire grid to detect early and remove kites entangled on the lines, preventing incidents from occurring.
According to Tuy An Electricity, in addition to technical solutions, this unit also regularly organizes propaganda and instructs people on measures to protect the safety of the power grid, including not flying kites, balloons, or other flying objects in the power grid safety corridor.
In addition to the efforts of the Electricity industry, people, especially families with children who often fly kites, must pay special attention andeducate children not to fly kites near power lines. Because flying kites not only increases the risk of power grid incidents, but also threatens the safety of children; in many cases, when kites get entangled in power lines, children arbitrarily remove and remove the kites without ensuring minimum safety conditions, resulting in accidents.
According to the provisions of Decree 14/2014 and Decree 17/2022 of the Government , people who fly kites or flying objects near power lines causing incidents on the grid will be fined from 5-10 million VND. To raise awareness of law compliance, we hope that local authorities and schools will actively propagate and disseminate legal regulations on this matter. Families should increase their responsibility in managing their children.
