The Cao Xanh - Ha Khanh C New Urban Area Infrastructure Investment and Construction Project has an area of nearly 52 hectares, approved since 2002. After many changes in investors, currently Bien Dong Project Development Joint Stock Company is the implementing unit. However, the process has lasted for more than 20 years, causing infrastructure degradation, incomplete legal documents for handover, inconsistent customer data, and unfinished site clearance work. This is the main reason why the project has stalled, many households contributing capital are worried and frustrated.
To speed up the project's progress, recently, the Provincial People's Committee has organized many meetings, issued many directive documents, and requested the investor to quickly implement the contents according to the conclusions of the Provincial Inspectorate. At the same time, the Provincial People's Committee has also approved the adjustment of the project's investment policy, extended the project implementation period to the first quarter of 2027; reviewed and urged the site clearance work and issued land prices as a basis for the investor to fulfill financial obligations.
Following the direction of the Provincial People's Committee, from August 2025 to now, the People's Committee of Cao Xanh Ward has continuously worked with Bien Dong Development Joint Stock Company to speed up the site clearance work and complete the project's technical infrastructure. Mr. Truong Ngoc Hong, Head of the project representative office, said: Since September 2025, the Company has restarted construction, focusing on renewing the technical infrastructure, and installing electronic boards to publicly announce the progress for people to monitor. At the same time, we are also coordinating with the Management Board of the Investment and Construction Project of Area I to completely resolve the site clearance work and work with investors to contribute capital to find the best solution.
The fact that the investor cooperated with the authorities to completely resolve the existing problems regarding land, technical infrastructure and finance is a positive signal after many years when the project was almost "frozen".
In addition, over the past years, the projects of Construction Joint Stock Company 507 (abbreviated as Company 507) in Cao Xanh ward have also caused a lot of frustration for the people when most of them have encountered difficulties and slow implementation. According to the report of Company 507, the enterprise currently has 6 projects being implemented in the ward, including: Investment project to build the outer embankment and infrastructure of the newly formed urban area between the outer embankment and the coastal road Cao Xanh - Ha Khanh A, B, C, D (phase 1); New urban area project Cao Xanh - Ha Khanh A and Vung Dang expansion; Nam Sa To residential area project; New urban area project Cao Xanh - Ha Khanh A expansion; Residential area project adjacent to the new urban area Cao Xanh - Ha Khanh A; New urban area project Sa To island.
By mid-September 2025, the construction value of 4/6 projects had reached 100%; 2/6 projects reached 80-97%. However, due to difficulties in site clearance, regional planning and zoning planning, re-determination of land use fee collection prices according to the recommendations of the Government Inspectorate , adjustment of project implementation time, land allocation time, asset handover to the Electricity sector... leading to slow completion of project handover procedures by enterprises. As a result, many households have not been granted land use right certificates, affecting people's lives and trust.
On September 7, at the meeting between the Ward People's Committee, the Company and representatives of the neighborhoods in the project, Company 507 committed to closely coordinate with the locality and relevant agencies to complete the documents and procedures to supplement the project's operating time to have a basis for implementing the next steps. At the same time, a detailed progress table of the projects will be established.... It is expected that by the end of October 2025, the Company will focus on overcoming flooding and constructing infrastructure to soon complete the projects.
In addition to the two large project groups above, the People's Committee of Cao Xanh Ward also pays special attention to the Apartment, Hotel, Trade and Service Complex Project in Cao Xanh - Ha Khanh A Urban Area (commercial name The Ruby Ha Long). In the coming time, the ward will continue to review the documents and conduct field inspections of The Ruby Ha Long Project to resolve the issue of granting certificates of right to use for qualified apartments and speed up the handover of apartments.
Mr. Le Tuan Vu, Chairman of Cao Xanh Ward People's Committee, said: Clearing the progress of urban projects in the ward has many meanings, both strengthening people's confidence, protecting the legitimate rights of investors, and promoting synchronous infrastructure development. Therefore, the ward has established a specialized working group to coordinate with businesses to handle each specific problem. The goal is to create conditions for project investors to soon complete legal procedures, hand over assets, and issue land use right certificates to people. Any unit that deliberately delays and does not implement on schedule, the ward will report to the Provincial People's Committee for strict handling according to regulations.
