The Government has just issued Resolution 87/NQ-CP dated June 2, 2023, the Government's Action Program to implement Resolution No. 31-NQ/TW dated December 30, 2022 of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2030, with a vision to 2045.
Accordingly, the development and promulgation of the Action Program aims to unify the direction of all levels and sectors to thoroughly grasp, implement and concretize the Resolution, creating a clear change in the awareness, actions and responsibilities of cadres, civil servants, public employees at all levels, sectors and people of Ho Chi Minh City regarding its position and role as a major center of economy , culture, education - training, science - technology, with an important political position in the country, with the power to spread and promote the development of the Southeast region and the Southern Key Economic Zone; soon becoming an economic, financial, service, cultural, education - training, science - technology and innovation center of Southeast Asia and Asia, with global competitiveness.
The Action Program aims to specify the goals, tasks and solutions stated in Resolution No. 31-NQ/TW; clearly identify key tasks, demonstrate specific and practical solutions associated with an organization plan according to a suitable roadmap to achieve the goals of the Resolution.
The action program aims to demonstrate the Government's role in creating, leading and directing in the spirit of accompanying the Party Committee, government and people of Ho Chi Minh City, and at the same time clearly define the main roles and tasks for the Government, the Prime Minister, ministries, branches and the People's Committee of Ho Chi Minh City, the People's Committees of provinces in the Southeast region to focus on directing the development and implementation of breakthrough policies and strategies; mobilizing and allocating resources to implement important projects, expanding international cooperation, ensuring close combination between the goals and tasks of socio-economic development of Ho Chi Minh City with cultural development, environmental protection, adaptation to climate change, ensuring national defense, security and foreign affairs.

The goal by 2030 is for Ho Chi Minh City to become a civilized, modern, humane, dynamic and creative city with high-quality human resources; a modern service - industrial city, a locomotive of digital economy and digital society; an economic, financial, commercial, cultural, educational, scientific and technological center of the country, deeply integrated internationally, with a prominent position in the Southeast Asian region. Average growth is about 8% - 8.5%/year; GRDP per capita is about 14,500 USD; digital economy contributes 40% to GRDP.
Vision by 2045, Ho Chi Minh City will develop on par with major cities in the world, becoming the economic, financial and service center of Asia; an attractive global destination; with distinctive economic and cultural development, people with high quality of life; the nucleus of the Ho Chi Minh City Region and the Southeast Region, the growth pole of the whole country; a place to attract international financial institutions and economic corporations.
Focus on rapid and sustainable economic development on the basis of growth model innovation and economic restructuring.
To achieve the above specific goals and targets, in the coming time, in addition to regular tasks, ministries, branches, government agencies, and Ho Chi Minh City People's Committee need to specify and organize the implementation of tasks and solutions.
One of the tasks and solutions to implement the Resolution is to focus on rapid and sustainable economic development on the basis of renewing the growth model, restructuring the economy, improving productivity, quality, efficiency and international competitiveness, and mobilizing and effectively using all resources.
Specifically, restructuring the overall economy is associated with renewing the growth model based on the knowledge-based economy, application of science and technology, innovation and high labor productivity.
Planning and transforming the model of high-tech parks, industrial parks, and export processing zones towards developing high technology, innovation, digital economy, green economy, and circular economy; selecting products and stages with high added value to participate in regional and global value chains.
Restructuring and improving the efficiency of agricultural production in the direction of promoting the potential and advantages of the City, developing urban and ecological agriculture; building comprehensive and sustainable rural development associated with urbanization. Developing Thu Duc City into a new growth pole, a creative and highly interactive urban area, the nucleus promoting the socio-economic development of Ho Chi Minh City.
Focus on building the City into a major service center of the country and the region with high-class and modern service industries; forming an international exhibition center; having appropriate mechanisms, policies and technical infrastructure to soon successfully build the Ho Chi Minh City International Financial Center.
Support the synchronous development of markets; promote the knowledge economy; develop the digital economy in sync with national digital platforms to create momentum for innovation of growth models and promote the development of the digital economy in service industries such as finance, banking, securities, real estate, e-commerce, tourism, culture, sports, education, high-quality healthcare... Develop industry in depth, prioritizing industries and products that apply modern technology and are environmentally friendly.
Synchronously develop economic sectors; perfect the model of state capital management in enterprises; continue to arrange, innovate, equitize, improve the quality, efficiency and promote the role of state-owned enterprises in implementing the key tasks of the City; support the collective economic sector, reorganize new cooperative models; strongly promote the development of the private economic sector; build a number of enterprises of national and global stature.
Attracting foreign investment selectively, prioritizing high-tech projects, modern management and spillover effects, closely connected with the domestic economy; developing supporting industries connecting Vietnamese enterprises with FDI enterprises. Promoting the driving and leading role of public investment, combining with the release of capital from the private sector, foreign investment, donors and international financial institutions. Effectively implementing public-private partnership in mobilizing social capital and investing in developing industrial and service infrastructure. Managing and effectively using natural resources, especially land, to create resources for development investment.
Arrange and restructure the system of scientific and technological research facilities; build and develop national innovation centers, strongly promote research, development and technology transfer activities, especially core technologies, with the core being Quang Trung Software Park, High-Tech Park, Ho Chi Minh City National University, research institutes and universities closely linking training and science and technology. Strongly develop the science and technology market; have outstanding mechanisms and policies to attract talents, experts and leading scientists at home and abroad; attract multinational corporations to establish research and innovation centers in the City.
Invest in developing human resources, especially high-quality human resources to meet labor market needs, achieving international standards in priority fields.
Improving planning quality with breakthrough thinking and long-term vision
Other tasks and solutions of the Resolution are to improve the quality of planning, management and implementation of planning; develop sustainable urban areas, adapt to climate change; promote the construction of synchronous and modern infrastructure.
Specifically, improving the quality of planning with breakthrough thinking and long-term vision to promote potentials and advantages, creating space and motivation for sustainable, stable and long-term development for the City, focusing on accelerating the progress of planning Ho Chi Minh City for the period 2021 - 2030, with a vision to 2050; adjusting the General Planning for City Construction to 2040, with a vision to 2060.
Synchronously implement planning: planning for underground space development, green space, river space, cultural space, especially in the city center, new urban areas, around Metro stations according to the urban development model associated with public transport (TOD). Strictly implement planning discipline, manage planning implementation and manage architectural planning. Implement integrated sectoral planning associated with land fund creation methods, urban finance, transport development, housing policy, water resource management and flood prevention.
Developing Ho Chi Minh City urban area in the direction of multi-center, regional connectivity, green urban area, smart urban area, harmonious development between rural and urban areas. Focus on building and creating a breakthrough in urban infrastructure system; synchronously combining urban renovation and embellishment with new urban development, ensuring harmonious architecture, preserving and promoting typical cultural elements; reorganizing people's lives to improve the quality of life in the process of urban renovation, embellishment and development.
Attract economic sectors to participate in developing social housing, housing for workers, renovating houses along canals and old apartment buildings. Continue to implement the roadmap to relocate industrial facilities, universities and hospitals out of the inner city according to the plan; effectively use the land fund after relocation to prioritize the construction of public works and social welfare.
Develop the construction, design and construction industry with modern technology, develop new materials, green, renewable and environmentally friendly energy. Implement synchronous and effective solutions to improve air quality, waste and wastewater treatment. Promote the development of urban green areas.
Invest in completing the water supply, drainage, flood prevention, and waste treatment systems; strictly manage the exploitation and use of underground water; strengthen the coastal dyke system, tidal sluices, and riverside irrigation works to serve flood control, fundamentally resolve flooding, effectively respond to climate change and rising sea levels; prevent water resource degradation and ensure water security; protect the mangrove ecosystem and the Can Gio Biosphere Reserve.
Focus on investing in developing and upgrading the City's socio-economic infrastructure system to ensure it is comprehensive, synchronous and modern; in which, focus on rationally allocating capital from the state budget, combining with promoting the mobilization of social resources for technical infrastructure projects, especially in the form of public-private partnership (PPP).
Prioritize investment in developing a synchronous and modern transportation, energy and telecommunications infrastructure system; ensure access to sustainable, reliable and affordable energy sources. Mobilize international resources to accurately assess wind and solar power potential to support energy transition.
Complete the construction of national highways and intra-regional and inter-regional connecting road systems according to the plan; accelerate the investment progress of key national projects, especially belt routes 3 and 4, expressways, Ho Chi Minh City - Can Tho railway, and upgrade Tan Son Nhat International Airport. Promote investment in Can Gio International Transit Port and the railway network connecting Ho Chi Minh City. Continue to invest in developing a large-capacity public transport system, develop and effectively exploit the urban railway network, sea and river routes, ensuring seamless connectivity with the provinces of the Southeast, the Mekong Delta, the South Central Coast and the Central Highlands.
Proactively promote regional linkages, promote the City's core and leading role in development linkages to implement strategic breakthroughs in developing transport infrastructure, digital infrastructure, improving the quality of human resources, creating new momentum and development space for the Southeast region, the Mekong Delta and other regions and localities nationwide.
Increase investment in developing logistics infrastructure, increase loading and unloading capacity and seaport warehouses, anticipate supply chains; form a regional logistics service center.
Issuing and piloting breakthrough policies
The Resolution clearly states that it is necessary to promulgate outstanding policies and laws, promote decentralization and delegation of power, promote dynamism and creativity for the common benefit of City officials, and meet the requirements of the City's development in the new period.
In particular, effectively implementing decentralization and delegation of power to the City People's Council and People's Committee to enhance autonomy and self-responsibility in state management in a number of areas: investment management; finance - budget; urban management, environmental resources; cultural management and social order; organization, apparatus and cadres, civil servants, public employees and workers.
Issue and pilot breakthrough policies so that the City can proactively mobilize financial resources for investment in development. Maintain the City's budget allocation rate at the current level until the end of 2025 and continue to maintain it at a level not lower in the following years, creating conditions for the City to have additional resources for key tasks and strategic breakthroughs, invest in developing key infrastructure projects and improve people's welfare, increase income for cadres, civil servants, public employees and workers.
Issue policies to promote the formation and development of the Ho Chi Minh City International Financial Center; pilot a controlled testing mechanism for technology in the financial sector and preferential policies to attract strategic investors to the International Financial Center.
Develop a breakthrough mechanism to attract investment resources for development and promote socialization in the fields of: healthcare, education and training, culture, sports, tourism, etc.; improve the efficiency of investment linkages in these fields. Pilot the selection of investors under the public-private partnership model to implement investment projects in the fields of culture, sports, science and technology.
Implement necessary mechanisms to handle investment projects and works that have been pending for many years due to problems with mechanisms and procedures.
Conduct a preliminary review of the implementation of the urban government model, continue to perfect the organization and apparatus of the City government to be streamlined, modern, effective and efficient; allow the City People's Council to decide on the assignment of a number of tasks according to legal regulations, within the functions of specialized departments and branches to the People's Committee of Thu Duc City, the Chairman of the People's Committee of Thu Duc City within the area of Thu Duc City; decide on the organization of the apparatus under Thu Duc City, job positions, structure of the number of cadres, civil servants, and non-professional workers in wards, communes and towns based on economic activities, population size and local characteristics./.
