Circular No. 20/2021/TT-BYT details the management of medical waste within the premises of medical facilities, in which Chapter 3 focuses on the reporting regime and medical waste management records, to ensure the control, monitoring and treatment of medical waste in accordance with regulations.
Regarding the reporting regime, medical facilities must prepare a report on medical waste management results once a year, from December 15 of the previous year to December 14 of the reporting year. The report can be submitted in paper form, electronically or via reporting software.
The content of the report as prescribed must be fully and correctly implemented: medical facilities prepare reports according to the form in Section A of Appendix No. 07 issued with the Circular, send them to the Department of Health where the facility operates, or send them directly to the Ministry of Health (Department of Medical Environment Management) for facilities under the Ministry of Health, before December 16. The Department of Health is responsible for synthesizing the report on medical waste management results in the area according to the form in Section B of Appendix No. 07 and send it to the Ministry of Health before December 20 of the reporting period.

To properly manage and treat medical waste, it is not only necessary to strictly classify, collect and treat it, but also to keep complete records, report periodically and coordinate closely with the management agency.
Regarding management records, each medical facility must keep all relevant documents to ensure that medical waste management is transparent and has a legal basis. Including environmental licenses and related documents as prescribed (for medical facilities that are required to apply for environmental licenses), medical waste delivery and receipt books and hazardous waste documents (if any), operation logbooks of works, equipment, and medical waste treatment systems for facilities that self-treat waste, along with relevant inspection and examination records.
In addition, facilities must also keep annual medical waste management reports, periodic waste monitoring reports (if any) and other relevant documents to serve inspection and supervision work.
Thus, Circular 20/2021/TT-BYT has established a strict medical waste management system, requiring medical facilities to proactively report, store records and coordinate with competent authorities to protect the environment and ensure safety in medical activities.
According to Circular 20/2021/TT-BYT, each medical facility must strictly organize medical waste management, comply with regulations on classification, collection, storage, transportation, treatment and reporting. The facility must prepare an annual waste management report, fully archive relevant documents such as environmental licenses, delivery books, treatment system operation logs, inspection records and monitoring reports (if any).
At the same time, medical facilities must coordinate with the Department of Health and the Ministry of Health to synthesize and report management results on time, ensure environmental safety, prevent risks and comply with the law.
