Will build a database to manage public assets
On the morning of November 6, participating in the questioning of the Minister of Finance , delegate Duong Minh Anh (Hanoi delegation) requested clarification of solutions to overcome the slow issuance of documents related to public asset management.
With the same content, delegate Le Hoang Anh ( Gia Lai delegation) asked the Minister of Finance to inform about the causes, responsibilities and solutions to overcome the slow situation as well as improve the effectiveness of implementing the tasks assigned by the National Assembly in Resolution 74 on practicing thrift and fighting waste?
In response, Minister of Finance Ho Duc Phoc said that the 2017 Law on Asset Management is now available. After the law was issued, the Government issued 20 Decrees and the Prime Minister issued 3 decisions, and the Ministry of Finance issued 15 circulars guiding public assets.
The Minister affirmed that the public property sector involves all sectors and levels, from the commune level to the central level, so the scope of management is very large.
“The management of public assets demonstrates the responsibility of those assigned to manage public assets for the effective promotion and use of public assets. In the coming time, the Ministry of Finance is proposing that the National Assembly and the National Assembly Standing Committee amend the Law on Public Asset Management,” said Mr. Phoc.

Regarding the question of delegate Le Hoang Anh, Mr. Phoc said that the Ministry of Finance had consulted with ministries and branches to issue Resolution 74 and submitted it to the Prime Minister. In March, the Prime Minister issued a decision to practice thrift and combat waste for this year and the following years.
This involves many sectors and levels, so it is "a bit slow". "The main thing is to improve the responsibility of asset management agencies. For example, when merging hamlets and communes, all levels must effectively transfer public assets or sell them to get money to invest in new development", Mr. Phoc said.
As the agency that collects and manages the State's issues on public asset management, Mr. Phuc said that the Ministry of Finance will strengthen inspection and examination work; at the same time, build a database on public assets to monitor fluctuations in public assets and thereby tighten management more effectively.
Need to improve responsibility in public asset management
Debate on public asset management, delegate Nguyen Tao (Lam Dong delegation) said that although there is a Law on Public Asset Management, the Government has issued a series of Resolutions, especially recently the National Assembly issued Resolution 74. However, the issue of public asset management still has many shortcomings and inadequacies.
Delegate Nguyen Tao said that voters are very concerned about the waste and negativity in public asset management and use in recent times, which shows the shortcomings and loopholes in public asset management as mentioned by the Minister of Finance.
In particular, recent public asset management cases show that the measure of people's trust is that "public asset management is very problematic"; State Audit recommendations have not been seriously implemented.
The Minister mentioned that he would adjust mechanisms, policies, and laws, but delegates were concerned that the process was slow and that many negative aspects, losses, and waste would arise. “There needs to be a specific time schedule, and the State Audit also needs to propose clear and specific responsibilities to limit waste and negativity,” said delegate Nguyen Tao.

In response, Minister Ho Duc Phoc said that public asset management is the responsibility of many sectors and levels. Responsibility belongs to the person directly managing public assets.
"As for managing cars and houses, each unit is responsible for them, so when they break down, the units must take responsibility. The Ministry of Finance guides the management and use of public assets. The issue is to improve the responsibility for managing public assets," said Mr. Phoc, expressing his acceptance of the opinion of delegate Nguyen Tao to inspect and urge this work .
