"The management of public assets is very problematic."

A database for managing public assets will be built.

On the morning of November 6th, during the questioning of the Minister of Finance , Representative Duong Minh Anh (Hanoi delegation) requested clarification on solutions to address the delay in issuing documents related to the management of public assets.

On the same topic, delegate Le Hoang Anh ( Gia Lai delegation) requested the Minister of Finance to explain the causes, responsibilities, and solutions to overcome the delays and improve the effectiveness of implementing the tasks assigned by the National Assembly in Resolution 74 on practicing thrift and combating waste.

In response, Minister of Finance Ho Duc Phoc stated that the Law on Management of Public Assets of 2017 is already in effect. Following the promulgation of the law, the Government has issued 20 decrees, the Prime Minister has issued 3 decisions, and the Ministry of Finance has issued 15 circulars guiding the management of public assets.

The Minister affirmed that the field of public assets involves all sectors and levels, from the commune level to the central level, so the scope of management is very large.

"The management of public assets reflects the responsibility of those entrusted with managing public assets to promote and utilize them effectively. In the coming period, the Ministry of Finance is proposing to the National Assembly and the Standing Committee of the National Assembly to amend the Law on Public Asset Management," Mr. Phớc said.

Regarding the question from delegate Le Hoang Anh, Mr. Phoc said that the Ministry of Finance had consulted with various ministries and agencies before submitting Resolution 74 to the Prime Minister. In March, the Prime Minister issued a decision on practicing thrift and combating waste, to be implemented this year and in subsequent years.

This involves many sectors and levels, so it's "a bit slow." "Basically, it's about enhancing the responsibility of asset management agencies. For example, when merging hamlets and communes, all levels must effectively transfer public assets or sell them to raise funds for new development investments," Mr. Phớc said.

Regarding the agency responsible for collecting and managing state-owned public assets, Mr. Phớc stated that the Ministry of Finance will strengthen inspection and auditing work; and simultaneously build a database on public assets to monitor changes in public assets and thereby tighten management more effectively.

The responsibility for managing public assets needs to be improved.

During the debate on public asset management, delegate Nguyen Tao (Lam Dong delegation) stated that, despite the existence of the Law on Public Asset Management and the Government's issuance of a series of resolutions, most recently Resolution 74 of the National Assembly, many shortcomings and inadequacies still exist in the management of public assets.

Representative Nguyen Tao stated that voters are very concerned about the wastefulness and corruption in the management and use of public assets in the past, revealing shortcomings and loopholes in public asset management as mentioned by the Minister of Finance.

In particular, recent cases of mismanagement of public assets show that the measure of public trust is that "the management of public assets is very problematic"; the recommendations of the State Audit Office have also not been seriously implemented.

The Minister stated that mechanisms, policies, and laws would be adjusted; however, delegates expressed concern that the process was slow and that many negative consequences, losses, and waste would continue to arise. "A specific timeline is needed, and the State Audit Office also needs to propose clear and specific responsibilities to limit waste and corruption," said delegate Nguyen Tao.

In response, Minister Ho Duc Phoc stated that the management of public assets is the responsibility of many sectors and levels. The responsibility lies with those directly managing public assets.

"Just like managing cars and buildings, which are the responsibility of each unit, when they break down, those units must bear the responsibility. The Ministry of Finance provides guidance on the management and use of public assets. The issue is that we need to improve the responsibility for managing public assets," Mr. Phớc said, expressing his acceptance of Representative Nguyễn Tạo's opinion to check and urge action on this matter .
