Attention to training and fostering preschool teachers

Implementing Resolution No. 33-NQ/TW dated January 8, 2019 of the Prime Minister on approving the Project "Training and fostering teachers and managers of preschool education for the period 2018-2025" (Project 33), in recent years, Quang Tri province has synchronously deployed many solutions and mobilized resources to invest in developing preschool education, with special attention paid to teacher training and fostering. Thanks to that, preschool education in the province has made quite comprehensive developments in terms of school size, school attendance rate and quality of child care, nurturing and education; basically meeting the goals of preschool education development and local development needs.

Currently, the preschooleducation system in the province has 425 managers and 3,011 teachers. Immediately after Project 33, the Department of Education and Training advised the Provincial People's Council to issue many resolutions on support policies for teachers and staff working in multiple schools or at multiple locations at public preschools and general education institutions; stipulate support levels for independent, private, and non-public preschools; advise the People's Committee of Quang Tri province to issue a plan to develop the team of public preschools and general education institutions in Quang Tri province to meet the requirements of education and training development in the period of 2023-2026.

Effectively coordinate with Quang Tri Pedagogical College in improving the capacity of training teachers and managers of preschool education institutions. Every year, the education sector reviews, evaluates, and classifies civil servants according to professional title standards, ensuring accuracy and objectivity, as a basis for developing appropriate training and development plans.

Promote the application of information technology, digital transformation in education, in the management of training activities, and the development of teaching staff such as: schools and professional clusters regularly organize training courses, share content to improve skills in applying AI software in management and education. The work of assessing the quality of education and building kindergartens that meet national standards is actively implemented by localities.

With the attention and direction of the Party Committee, the government, the education sector and the efforts of the team of teachers and managers of preschool educational institutions, the objectives of Project 33 were basically completed according to the set plan. The work of propagating and educating political ideology, ethics and lifestyle for preschool managers and teachers was well implemented. In particular, the content of training and fostering professional ethics, awareness of compliance with teachers' ethics regulations, training methods and building teachers' style was focused on.

As a result, 98% of teachers and 100% of managers in public preschools have attained a college degree in preschool education or higher (the target is 90% of teachers and 100% of managers in public preschools have a college degree in preschool education or higher). 92.55% of managers and teachers in public preschools have attained a fair level of professional qualifications or higher (the target is 90%).

The province has also provided sufficient training to supplement and replace retired teachers, and the number of teachers has increased according to the rate of child mobilization. 100% of teachers and managers of key preschools are trained in the capacity to support colleagues in professional activities regularly, continuously, right at school, and the capacity to organize and implement preschool education programs (the target is to strive for 100%). 95% of teachers and managers are trained to improve their respective capacity according to the professional standards for preschool teachers and preschool principals (the target is to strive for 100%).

To date, 100% of teachers and managers have been trained and certified according to professional title standards before being appointed to the corresponding professional title level. 100% of preschool teachers have been trained and certified in educational management before being appointed as educational managers.

100% of lecturers and staff of the Preschool Education Department of Quang Tri Pedagogical College are trained to improve their teaching, education, management, foreign language and information technology skills. The budget allocated for training and fostering teachers and preschool education managers during this period is estimated at 4.8 billion VND, and the budget from individuals is about 8.5 billion VND.

The quality of the teaching staff is increasingly consolidated and improved. The number of teachers and managers of preschools with training qualifications meeting or exceeding the standards prescribed by the 2019 Education Law is increasing.

Specifically, for managers, there are 17 people with master's degrees, 389 people with university degrees, 19 people with college degrees. For teachers, there are 3/3,011 people with master's degrees, 2,448/3,011 people with university degrees, 501/3,011 people with college degrees and 59/3,011 people with intermediate degrees. The rate of teachers with qualified degrees is 98%.

The policies on training and fostering preschool teachers in recent times have had a positive impact on the educational staff, especially managers and preschool teachers. This is an important source of motivation, encouraging teachers to feel secure in their work, share responsibilities, share difficulties with the industry, strive to complete assigned tasks well, contributing to promoting the comprehensive development of preschool education in the province.
