That is the general situation of the tourism industry nationwide. Human resources from the tourism industry shifted to other industries. The most regrettable are those with seniority. Although currently recruited personnel have been supplemented, there is still a shortage of some positions in restaurants, reception, and room service.”

A representative of a resort in Hue said that before the pandemic, the resort had up to 150 employees. When tourism reopened (in 2022), recruitment was difficult, and there was still a shortage of about 20 people. Lacking "hard" staff, the unit was forced to recruit and hire employees to work on demand, not permanently. One of the major difficulties is the positions that require night shifts. According to Ms. Van Thi Thanh Huong, Head of Human Resources at Silk Path Grand Hue Hotel, it is very difficult to recruit male receptionists and male restaurant staff because every hotel is in need.

The difficulty that most hotels and restaurants face is attracting their old staff back. The reason is that when they change jobs to other stable work environments. “Hotel work requires many shifts, while some workers when changing jobs, working in the morning and coming back in the afternoon is more comfortable, convenient for taking their children to school, so they do not want to return to jobs related to tourism,” Mr. Lan analyzed.

According to Ms. Dong Thuy Tien, Human Resources Director of Park View Hotel Hue, in addition to the shift of tourism workers to other industries, there is also a shift of workers between localities, related to the attractiveness of income levels. Currently, the average starting salary of new employees in Da Nang is about 6 - 7 million VND/month, in addition to a service fee of 2 - 3 million VND/month; meanwhile, the starting salary of employees in Hue is about 4.5 - 5 million VND/month, with a lower service fee. Human resources like to work in tourist destinations in Da Nang, Phu Quoc... for this reason.

Difficulties in recruiting staff force hotels and restaurants to both recruit and train. Many newly hired restaurant staff have not undergone any restaurant training; they are only trained on-site. Hotels and restaurants conduct training in the direction of department heads providing “hands-on” training, although this solves immediate problems, in the long run, there is still a need for training and standardization of the team.

Focus on training

According to Mr. Dinh Manh Thang, Vice President of Vietnam Tourism Association, President of Hue City Tourism Association, in the field of tourism - services, service quality is the leading factor, human resource training is the key issue. In the context that Hue is identifying tourism as a spearhead economic sector, improving the quality of human resources to meet the requirements of tourism services must be given more attention. The Tourism Association, Hotel Association and units are continuing to coordinate with Hue College of Tourism to open training courses in a systematic and professional manner to standardize the team.

Mr. Pham Ba Hung, Principal of Hue College of Tourism, said that to solve the human resource problem, it is necessary to investigate, survey and review the workforce, clearly identify the limitations, weaknesses and professional deficiencies of each department, research market demand, forecast tourism development to calculate the need for centralized training, on-site training, professional development and develop recruitment and training plans for each locality and facility.

On the other hand, organize training, retraining, and fostering in the direction of capacity-based approach, enhance professional and foreign language skills, leadership skills, risk management, tourism culture, environmental management, and sustainable development for people and businesses in the industry. In particular, training for new labor force, workers changing jobs, and workers who have not met vocational skills standards. In addition to training, units also need to have better policies to retain highly skilled people. A good working environment and attractive income policies will create conditions for workers to feel secure and stable in their jobs.
