Dien Bien TV - On the morning of April 16, the Politburo and the Secretariat held a national conference to disseminate and implement the Resolution of the 11th Central Executive Committee Conference, 13th tenure. Attending the conference were General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; and other leaders and former leaders of the Party and State. The conference was connected online to 21,000 points with more than 1,500,000 delegates attending.

At the conference, Prime Minister Pham Minh Chinh presented the topic of "Draft Documents to be submitted to the 14th National Party Congress", including new points in 4 draft reports on: Summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; summarizing the work of Party building and implementing the Party Charter to be submitted to the 14th National Party Congress; new points in the draft Political Report and the draft Report on 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030; directions and tasks for socio-economic development in the 5-year period 2026 - 2030.

Thoroughly grasping the topic "On amending the constitution and laws; directions for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term", National Assembly Chairman Tran Thanh Man stated: The expected election date for deputies to the 16th National Assembly and People's Councils at all levels is Sunday, March 15, 2026, requiring agencies, units, and localities to proactively prepare early, from a distance, right now.

Prime Minister Pham Minh Chinh delivered a speech at the conference.

Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, presented the topic "Continuing to streamline the apparatus to be efficient, effective and effective; amending and supplementing regulations implementing the Party Charter; Directive amending Directive No. 35, dated June 14, 2024 and Conclusion No. 118, dated January 18, 2025 of the 13th Politburo on Party congresses at all levels for the 2025 - 2030 term". Comrade Le Minh Hung also mentioned the principles and criteria for implementing the arrangement of provincial and commune-level administrative units that have been highly agreed upon by the Central Committee.

Speaking at the conference, General Secretary To Lam affirmed: The recent 11th Central Conference was a historic conference, discussing historic decisions in the country's new revolutionary period. Faced with the requirement to simultaneously carry out a very large amount of work, with a wide scope, short time, high quality, many unprecedented tasks, the General Secretary requested to thoroughly grasp and implement 3 general requirements and 4 notes to unify leadership, direction and implementation.
