Quang Nam improves the effectiveness of government mass mobilization work

At the seminar with the theme "Improving the quality and effectiveness of mass mobilization work of state administrative agencies and authorities at all levels" recently organized by the Provincial People's Committee, representatives of departments, branches and localities presented many papers and shared effective ways of mass mobilization work in the government in recent times.

Lessons learned

In Thang Binh district, on April 8, 2024, Mrs. Bui Thi Nuoi's household (Ha Lam town, Thang Binh) signed a record of handing over the site for the construction of the road connecting Vo Chi Cong street to National Highway 1 (at Cay Coc intersection, through Ha Lam town). This is the "bottleneck" that has caused the project to drag on for many years, causing public outrage.

Mr. Vo Van Hung - Chairman of the People's Committee of Thang Binh district said that this case is a typical example in the mass mobilization work in the field of land in the locality.

From reality, Mr. Hung said that to do a good job of mass mobilization, leaders must be exemplary, enhance their responsibility in receiving people, handling petitions and letters; regularly inspect public services to ensure that communal civil servants seriously perform the work of receiving citizens.

In mobilization work, we must be persistent, regardless of circumstances or time, as long as we can meet and mobilize people to clear the land.

According to Mr. Hung, in Thang Binh district, many projects of the Central, province, and district are being implemented from the East to the West, so the number of land records, site clearance, and resettlement is very large...

That is one of the reasons why petitions, complaints, and denunciations from citizens, especially in the land sector, have increased; the number of people registering to receive citizens is large.

In 2023, the district received 970 visits, 1,045 people, and 957 incidents. In the first 9 months of 2024 alone, the district received 659 visits, 690 people, and 599 incidents.

“Over the past years, the district has identified mass mobilization as a key task of state administrative agencies. If we do it well and bring peace to the people, we will contribute to the completion of the political tasks of each agency, unit, and locality,” Mr. Hung shared.

Mr. Tran Trung Hau - Vice Chairman of Tam Ky City People's Committee said that Tam Ky City People's Committee has organized quite well the work of granting land use right certificates to households and individuals in the city; minimizing the situation of late applications, creating satisfaction for the people.

The city has done a good job of organizing citizen receptions and consultation meetings to resolve problems related to land records, and at the same time, resolved complaints and petitions quickly and effectively.

“Currently, 100% of administrative procedures related to land are received by Tam Ky City People's Committee via the software: motcua.quangnam.gov.vn. This helps manage and monitor the progress of handling records in a transparent and public manner,” Mr. Hau informed.

Be patient and listen to people

According to Head of the Provincial Party Committee's Mass Mobilization Committee Huynh Thi Thuy Dung, the government's mass mobilization work plays a very important role. Because only state agencies and authorities at all levels with their functions, through mass mobilization work with many appropriate forms and methods, can directly serve and bring practical benefits to the people with specific and effective products in practice.

According to the assessment at the seminar, besides the results, the administrative mass mobilization work of some agencies and units in the province still has certain shortcomings and limitations.

In particular, a number of cadres, civil servants and public employees have not strictly complied with discipline, order, regulations on obligations, ethics, communication culture, and codes of conduct with the people, affecting the people's trust in the Party and State.

Regarding this comment, Chairman of the Provincial People's Committee Le Van Dung said that listening and responding to people's opinions sometimes and in some places has not been done well. Comrade Le Van Dung requested authorities at all levels to carry out 5 major tasks and issues in the work of government mass mobilization.

That is to continue to perfect and promulgate policies and mechanisms related to the people; do a good job of administrative reform and digital transformation to serve the people and businesses; do a good job of propaganda, dissemination and replication of skillful mass mobilization models; focus on solving urgent and legitimate issues that the people are currently facing; do a good job of coordination between state agencies and the Fatherland Front, socio-political organizations and mass associations.

Regarding administrative reform, comrade Le Van Dung said that currently this field still has many limitations, administrative procedures still cause difficulties for people and businesses.

The Provincial People's Committee is directing not to make requests outside of the law in handling administrative procedures to facilitate the people. At the same time, it is necessary to build an exemplary cadre apparatus, putting the interests of the people and businesses first. Because if just one person in the apparatus does not do well, the image of the government and locality will become bad in the hearts of the people.
