Summary of 1 year of implementing Project 2036 on mass mobilization work of the armed forces of Military Region 4

This afternoon, January 6th, the Steering Committee of Project 2036, Quang Tri Provincial Military Command, held a conference to review the first year of implementing the Project "Improving the quality and effectiveness of mass mobilization work of the armed forces of Military Region 4 in the period 2023 - 2030 and beyond" (Project 2036).

The report presented at the conference stated that in 2024, the Provincial Party Committee, the Provincial Military Command, and the Party committees and commanders of agencies and units seriously implemented the resolutions, directives, and conclusions of the Central Committee, the Central Military Commission, the Ministry of National Defense , Military Region 4, and the province regarding mass mobilization work; especially the effective implementation of Project 2036. Through the dissemination, study, and education, the awareness and responsibility of Party committees, commanders, cadres, and Party members regarding mass mobilization work in special areas have been enhanced, especially among cadres directly involved in mass mobilization work.

The work of disseminating information and mobilizing the people to implement the Party's guidelines and policies, and the State's laws and regulations, has always been carried out by coordinating units through various rich, diverse, appropriate, and effective contents and forms. The Provincial Party Committee and the Provincial Military Command have led, directed, and guided the agencies and units of the provincial armed forces to closely coordinate with local forces and units stationed in the area to effectively implement mass mobilization work.

Agencies and units have developed plans and organized field trips to conduct mass mobilization work, combined with building new rural areas in religious communities, ethnic minority areas, and mountainous regions. The Border Guard Command and the Provincial Police have effectively implemented the National Target Program on socio-economic development in ethnic minority areas for the period 2021-2030. They have paid attention to implementing social policies and supporting the military, assisting in the construction of "Houses of Gratitude," "Houses for Comrades," and "Houses of Great Solidarity."

During the year, the Steering Committee of Project 2036 of the Provincial Military Command coordinated with the Fatherland Front, political and social organizations, and Party committees and authorities to mobilize over 1 billion VND to implement Project 2036.

From 2023 to the present, the Provincial Military Command has directed and organized the development of many exemplary models in the "Skilled Mass Mobilization" emulation movement and the building of "Good Mass Mobilization Units". The focus is on two models: "Unity, poverty reduction, and building a strong border" and "Sustainable poverty reduction and building civilized, crime-free residential areas", linked with programs such as: "Lighting up the countryside", "Joining hands to weave the colors of spring in the border", "Livelihood models", "Accompanying women in border areas", "Godmothers", "Water for training grounds"...

This contributes to improving the people's lives, building a strong grassroots political system, and strengthening the military-civilian relationship.

Speaking at the conference, Deputy Head of Political Affairs of Military Region 4, Colonel Thai Duc Hanh, requested that in the coming time, the Steering Committee of Project 2036 of the Provincial Military Command continue to closely coordinate with local Party committees, authorities, departments, and mass organizations to promote propaganda and mobilization of the people to successfully implement the Party's guidelines and policies, and the State's laws.

Implementing the objectives of Project 2036 in conjunction with the "Effective Mass Mobilization" emulation movement, national target programs, local socio-economic development and defense and security projects, and ongoing emulation movements.

Focus on building new models and effective methods. Actively participate in building the political system at the grassroots level; participate in building new rural areas; overcome the consequences of natural disasters, conduct search and rescue operations, contributing to consolidating national unity, and maintaining political security and social order.
