In Quang Ngai province, there are many large projects and industrial parks, so the demand for social housing of workers is very high.
Great demand for social housing
Dinh Van Theo and his wife, residing in Son Ky commune, Son Ha district, work as workers in VSIP Quang Ngai industrial park (Tinh Phong commune, Son Tinh district). For convenience in their work, they rent a small room near their workplace. "The room has a corrugated iron roof, it is humid in the rainy season and stuffy in the dry season. During the 6 years of working as workers, the family has moved many times but still has not found a suitable place to live. We hope to buy social housing at a preferential price to soon stabilize," Theo shared.
Not only Theo's family, thousands of other workers working in industrial parks and economic zones of Quang Ngai are in similar situations.
According to statistics, in 2020, Dung Quat Economic Zone and Quang Ngai Industrial Parks had more than 33,000 workers. By the end of 2024, this number had increased to 62,000. Many workers are concerned that the housing system for them is still lacking and has not received due attention.
Currently, in the province, there are 6 housing projects for workers (located in Dung Quat Economic Zone) that have been put into use, with 1,160 apartments, providing accommodation for 4,482 people. These projects are all self-invested by enterprises.
Director of the Department of Construction of Quang Ngai province Nguyen Phuc Nhan said that the demand for social housing of workers and low-income people is very large. For the group of workers in industrial parks and clusters, it is forecasted that by 2030, there will be about 300,000 people working, of which about 45,000 people will need housing. At an average ratio of 3 workers/apartment, about 15,000 houses are needed. For low-income people, in the period of 2021-2030, the whole province is estimated to have 188,800 households, of which about 20% (ie 37,760 households) will need social housing.
With the group of workers in industrial parks and clusters, it is forecasted that by 2030 there will be about 300,000 people working, of which about 45,000 people will have housing needs.
Many incentives for investors
On March 19, 2025, the People's Council of Quang Ngai province issued a Resolution stipulating the mechanism for supporting investment in social housing construction. Accordingly, the province supports 100% of compensation, support and resettlement costs according to the plan approved by competent authorities. The State supports 70% of investment costs for technical infrastructure construction within the scope of the social housing project, with the support level not exceeding 70% of infrastructure investment costs according to the capital rate announced by the Ministry of Construction at the time of project approval.
Mr. Nguyen Phuc Nhan, Director of the Department of Construction of Quang Ngai province, commented that this support level is higher than many neighboring localities such as: Quang Nam supports 50% of infrastructure costs but maximum 10 billion VND/project; Binh Dinh supports 50% but not more than 50% of total infrastructure costs according to capital rate; Phu Yen supports 30%, not more than 5 billion VND/project.
The percentage support will ensure fairness between projects of different sizes. In addition, investors do not have to organize compensation and site clearance but are also supported with infrastructure investment, contributing to reducing apartment prices, indirectly supporting buyers.
In order to achieve the goal of building 6,300 social housing units in the 2026-2030 period, Quang Ngai province is promoting the implementation of the Project "Investing in building at least 1 million social housing units for low-income people and industrial park workers in the 2021-2030 period".
In 2025, the province will increase investment calls to provide complete social housing products, eligible for transactions from now until 2030. At the same time, review the list of real estate projects facing difficulties, clearly identify the causes for timely direction of handling.
The province continues to introduce land funds and call on enterprises to develop social housing in planned locations such as: Tinh Phong Industrial Park (according to the trade union institution project); Doc Soi (Binh Chanh commune); Van Tuong area and trade union institution (Binh Hai commune); apartment complex for low-income people (Binh Tri commune)... The provincial budget will also be allocated to complete compensation, support, resettlement and investment in technical infrastructure at unfinished social housing projects, creating clean land funds to attract investors.
Secretary of Quang Ngai Provincial Party Committee Bui Thi Quynh Van affirmed that the Resolution on supporting investment in social housing construction is an important boost to attract businesses. Quang Ngai province has many industrial parks, but for a long time, social housing has not received proper investment. This Resolution will create a foundation for the State to have policies to promote business participation.
