Many key projects have resumed construction.
On June 24th, the Steering Committee for the implementation of key projects in Quang Ngai province for the 2024-2025 period held a meeting to discuss and propose solutions to address existing problems and difficulties, as well as to promote compensation, land clearance, and construction of key projects in the province.
Mr. Dang Ngoc Huy, Standing Deputy Secretary of the Quang Ngai Provincial Party Committee and Head of the Steering Committee for the implementation of key projects, chaired the meeting.
Accordingly, Quang Ngai currently has 8 key infrastructure projects, mainly transportation projects and river and coastal erosion control projects such as the Hoang Sa – Doc Soi road project (3,500 billion VND); Tra Khuc 3 bridge (850 billion VND); Dung Quat – Sa Huynh coastal road (over 2,000 billion VND); Thach Bich – Tinh Phong road (750 billion VND)…
At the meeting, the leaders of the Quang Ngai Provincial Project Management Board for Investment and Construction of Transportation Projects reported specifically on each project and pointed out the existing obstacles and difficulties regarding land acquisition and construction organization.
To date, contractors have resumed work at the project sites, deploying machinery, equipment, and personnel to organize construction activities.
At the Hoang Sa - Doc Soi road project, construction work has resumed. Specifically, at bridge number 2 crossing the Tra Bong River in Binh Duong commune (Binh Son district), the contractor Khang Nguyen has deployed a series of mechanical equipment to carry out pile drilling for the bridge piers.
Construction work on the Hoang Sa – Doc Soi road project has resumed, with contractors accelerating progress.
Meanwhile, many T-shaped super girders, pre-cast by the contractor, have been assembled at the construction site, in preparation for girder installation once the bridge piers are completed.
At the Dung Quat – Sa Huynh coastal road project, construction work has resumed simultaneously across all contractors. Most construction sites have seen the sound of engines, and the volume of work is increasing daily.
Representatives from the Quang Ngai Provincial Project Management Board for the construction of transportation infrastructure projects stated that contractors are accelerating construction work on most key transportation projects and other infrastructure works.
Simultaneously, investors and local authorities are making efforts to resolve outstanding issues related to land acquisition and material sources to ensure the progress of projects as per investment policies and the disbursement of allocated funds.
Flexibility in resolving obstacles
It has been observed that most of the 8 key projects under the management of the Quang Ngai Provincial Party Committee's Standing Committee are facing more or less difficulties in the compensation and land clearance process. The biggest obstacle currently is that the district-level localities have not yet issued annual land price lists, leading to difficulties in applying compensation prices.
However, land acquisition remains a major challenge for key projects.
At the meeting, leaders of local departments and agencies presented solutions and proposed measures to resolve the issues. These focused on thoroughly addressing obstacles at the construction sites of major components such as bridges, culverts, and approach roads at both ends of the bridges, in order to ensure the contractor has the necessary space to expand the construction area.
According to Dang Ngoc Huy, Deputy Secretary of the Quang Ngai Provincial Party Committee and Head of the Steering Committee for Key Projects in Quang Ngai Province, projects have been delayed in various stages due to several reasons.
Currently, the situation is stable, and the province has implemented many solutions to resolve the issues. Therefore, investors, departments, and localities must make even greater efforts in implementing the projects.
"To achieve this, we need flexibility in implementation, simultaneous deployment, and appropriate solutions for each task and timeframe."
"Current projects have a very large workload, so the Provincial People's Committee is requested to direct relevant agencies, units, and localities to take decisive action to promptly resolve obstacles and accelerate the implementation of key projects of the province, ensuring compliance with the requirements and schedule directed by the Provincial Party Standing Committee," Mr. Huy instructed.
Regarding the issues related to compensation mechanisms, Mr. Huy requested that the People's Committees of districts, towns, and cities urgently develop plans to determine specific land prices for each project before July 31, 2024.
The leaders of Quang Ngai province have requested that, in addition to accelerating the progress of projects, the districts and towns must urgently complete the land valuation process.
At the same time, the Quang Ngai Provincial Project Management Board for Investment and Construction of Transportation Works is requested to actively and proactively implement tasks within its authority. It should focus on coordinating with relevant departments, agencies, and localities to resolve obstacles during implementation, accelerate construction progress, and disburse planned capital in accordance with regulations.
At the meeting, Deputy Secretary of the Quang Ngai Provincial Party Committee Dang Ngoc Huy commended the efforts of the units and localities in the compensation and land clearance work for the Quang Ngai - Hoai Nhon expressway section passing through Quang Ngai province.
Mr. Huy requested that localities that have not yet completed compensation and land clearance work focus on implementation to ensure the handover of 100% of the land for the main route of the project to the project investor before June 30th, in accordance with the Prime Minister 's directive.
