(QBĐT) - Implementing the North-South Expressway construction project in the East phase 2021-2025, Quang Ninh district must relocate 1,884 graves of people in communes where the expressway passes through. Recently, along with counting, making compensation plans, providing support and propagating to create consensus among the people, the district has focused on speeding up the construction progress of cemeteries to soon relocate the tombs to new locations.

Phung Trung Kien, Director of the Project Management Board for Investment, Construction and Land Fund Development (DTXD-PTQD) of Quang Ninh district, said that the whole district has 5 newly built cemeteries with an area of ​​12.36 hectares to serve the relocation of 1,884 graves in 5 communes. Of which, Ham Ninh commune has 2 adjacent areas (1 area for Ham Ninh commune and 1 area for Duy Ninh commune), Hien Ninh, Xuan Ninh, An Ninh communes each have 1 new cemetery.

“According to the initial plan, the number of graves that need to be relocated to a new location to carry out site clearance for the North-South Expressway project is not as large as this. However, through the process of carrying out specific counts, the number of tombs has increased, requiring new cemeteries of a larger scale to accommodate the relocation of graves,” said Mr. Phung Trung Kien.

Reporters were present at the new cemetery of Xuan Ninh commune to serve the relocation of tombs that had to be cleared for the North-South expressway project. The project was invested and built with an area of ​​2.965/9.998ha with approved detailed planning, including leveling, roads and sewer and drainage systems. Currently, the cemetery has been completed and the Commune People's Committee has allocated land to households to relocate the tombs.

Mr. Le Van Tien (80 years old), village 2 Xuan Duc, Xuan Ninh commune, who was present with some other people to take care of the construction of more than 30 graves, excitedly said: The new cemetery was built on high ground, so the tombs of the people who moved there are all in good locations, and their relatives are very satisfied. These are also the tombs that have been moved many times to serve the construction of State projects and are now being exhumed and moved to the new cemetery to serve the construction of the North-South expressway.

Chairman of Xuan Ninh Commune People's Committee Nguyen Xuan Thich said that in order to create consensus among the people on the compensation policy and land acquisition for the North-South Expressway project, the entire local political system has been actively involved in the past time. Commune officials have regularly followed the locality and the situation to meet, discuss and dialogue with the investors and related units to understand and reach a consensus.

According to the progress, as of March 1, the Hien Ninh cemetery has completed more than 65% of the construction volume and the area stuck with land acquisition has been cleared, the investor is directing the contractor to focus on constructing the remaining items. Similarly, at the An Ninh cemetery, 85% of the volume has been completed, the functional unit is completing the plan to hand over the tomb land to households according to the approved plan; at the same time, directing the contractor to construct the remaining items of the traffic route.

At Ham Ninh cemetery, the work volume has reached 80%, completing the construction site to hand over for the relocation of graves, completing the drawing of lots to allocate land to 25 households to relocate according to the plan of the Commune People's Committee. Currently, households have started to build mausoleums at new locations to proceed with the relocation of graves.

Adjacent to Ham Ninh commune cemetery is Duy Ninh commune cemetery (built on Ham Ninh commune land) which has also completed the construction site and handed over the land to serve the relocation of the tombs of households. The commune People's Committee organized a draw to hand over the locations to households to build tombs at the new location.

Phung Trung Kien, Director of the Project Management Board of Construction Investment and Development of Quang Ninh District, said that in the Duy Ninh Commune cemetery area, the initially chosen location was caught up in the mineral land planning, so it had to be changed and relocated, leading to a lot of time wasted on procedures. At the same time, the investor also directed the contractor to construct the items: Leveling the ground, traffic roads and some other items... according to the request of the People's Committees of the communes and the people, creating favorable conditions when relocating graves.

In Ham Ninh cemetery, through actual implementation, there have been adjustments to the access road and lowering of the ground level at some points according to the opinions of households. Currently, the consulting unit is completing the project adjustment procedures, submitting to the District People's Committee for approval of adjustments for continued implementation.

As of March 1, Quang Ninh district has completed the relocation of 1,235/1,884 affected graves (reaching 65.55%), with 649 graves remaining. Specifically, Vinh Ninh commune has relocated 3/3 graves, Ham Ninh commune has relocated 123/399 graves, Hien Ninh commune has relocated 548/548 graves, Xuan Ninh commune has relocated 480/538 graves, An Ninh commune has relocated 63/63 graves, Van Ninh commune has relocated 18/18 graves, Duy Ninh commune has not relocated (315 graves).

“Currently, the cemeteries have completed the land allocation to households. Many households have started construction and relocation of tombs. The remaining volume of the cemeteries is not much, the construction unit continues to implement. According to the proposed schedule, by March 30, 2024, Quang Ninh district will complete the construction of infrastructure for the cemeteries, ensuring favorable conditions for people to relocate affected tombs within the scope of the North-South expressway project to new locations," Phung Trung Kien, Director of the Project Management Board for Construction Investment and Development of Quang Ninh district, added.
