According to Tuoi Tre Online , these days the investor of the project to renovate and upgrade National Highway 28B is urging construction units to speed up progress to overcome previous delays.
Take advantage of the good weather to speed up
Mr. Nguyen Thanh Sang, executive director of the project's XD02 package, said that whenever the weather is favorable, construction units will speed up.
According to him, the project’s XD02 package is more favorable because the old Lam Dong province handed over the land early, the terrain is flat and short. Therefore, this August, the contractors will complete the asphalt paving of about 22km out of 27km.
As someone who has been involved from the beginning, Mr. Sang said that this is a project with complex terrain, especially the Dai Ninh pass section.
"If the construction is on the old roadbed, the forest land area will not be affected much. However, because Dai Ninh Pass has dangerous curves and slopes, after many design adjustments, it is necessary to cut more mountains, fill in deep ravines, and build overpasses to straighten the road, reducing dangerous curves and bends," said Mr. Sang.

There are deep ravines that require more than 15m of earth to straighten the road and limit sharp turns. Currently, the local basic ground has been handed over. However, it is the rainy season so the construction is greatly affected.
"The site was handed over in June, which was the peak of the rainy season. Construction therefore encountered many difficulties, because it had to stop when it rained," Mr. Sang added.
Similarly, Mr. Bui Si Cuong, executive director of XD01 package, said that if the weather is favorable and the locality hands over the site on time in August, it is possible to eliminate previous delays and catch up with the progress requirements of the entire project.
Concerns at the first 10km of National Highway 28B
However, Mr. Cuong is also worried that if the clean site is not handed over by August 2025, the project is at risk of "missing the deadline" and will not be completed until 2026.
Mr. Cuong added that the difficulty in site clearance is mainly in the first 10km of the project, the section in Luong Son commune.
Because the site was not yet complete, the underground water pipes and electric poles had not been relocated, so the contractor could not deploy the machinery. In many places, when the contractor brought the machinery, the people obstructed it.
Recently, representatives of the Department of Construction of Lam Dong province chaired and coordinated with investors and localities to re-examine each specific location of the project's site.
According to Tuoi Tre Online 's inspection, mainly in the first 10km, local authorities have not coordinated smoothly in handing over the site and relocating water pipes and electric poles.
In addition to objective reasons, the Vietnam Road Administration believes that the project management board and supervision consultants have not been resolute in their direction and management. Similarly, contractors have not been active in construction, and have not mobilized adequate human resources, materials, and equipment.
Sharing with the press, Mr. Ho Van Muoi - Chairman of Lam Dong Provincial People's Committee - said that the locality will actively coordinate to complete the project. According to him, after Lien Khuong airport stops operating for repairs, this will be the shortest route from Ho Chi Minh City to the provincial center.
The project to upgrade National Highway 28B is about 68km long, connecting the two old provinces of Binh Thuan and Lam Dong. Now the project will connect the flowery Lam Dong region with the blue sea Lam Dong region to form the new Lam Dong province.
The total investment of the project is about 1,400 billion VND, belonging to the medium-term public investment plan for the period 2021 - 2025, Project Management Board 5 ( Ministry of Construction ) is the investor representative.
