International commitment to support Typhoon Yagi recovery

The meeting between the Ministry of Agriculture and Rural Development and international partners on disaster risk sharing was repeatedly interrupted by reports of damage caused by Typhoon Yagi.

On the morning of September 9, the Ministry of Agriculture and Rural Development held an emergency disaster information sharing meeting about Typhoon Yagi with the Disaster Risk Reduction Partnership (Partner) consisting of more than 20 international organizations and embassies of several countries.

Mr. Nguyen Hoang Hiep, Deputy Minister of Agriculture and Rural Development, shared that the damage caused by Typhoon Yagi in Vietnam was "beyond imagination". The meeting was constantly interrupted by urgent calls. Just 10 minutes after announcing 24 deaths and nearly 250 injuries, Mr. Hiep received information that 8 people were missing in a landslide in Lao Cai , many of whom fell into the river when Phong Chau Phu Tho bridge collapsed.

In addition to human losses, 1 million hectares of natural and planted forests were destroyed, and 100% of low-rise houses in the areas hit by the storm had their roofs blown off. 90% of trees were destroyed in Ha Long, 10% in Hanoi. 100,000 hectares of rice were flooded, of which about 20,000-30,000 hectares were completely lost.

Mr. Hiep expressed his hope that the Partnership Group would soon coordinate with international organizations to support students to quickly return to school and restore homes for people.

Ms. Pauline Tamesis, United Nations Resident Coordinator in Vietnam, expressed her deep sympathy with the people affected by the storm. The UN agency's leadership team is ready to support the Government to provide assistance to the people as soon as possible.

"The focus of support is on vulnerable groups such as the elderly and children. However, to have the most effective resource mobilization and coordination plan, we need to assess the extent of damage in the provinces," said Ms. Pauline Tamesis.

She also said that field-based organizations will be in charge of specific issues such as the International Children's Fund (UNICEF) will support children's issues, the World Health Organization will support medicine, epidemics, etc.

Ms. Silvia Danailov, UNICEF Representative in Vietnam, said that initially, 300,000 USD has been mobilized to support vulnerable groups such as the elderly, children, and ethnic minorities. The organization can also provide immediate clean water and sanitation support to 2,000 households as well as purchase necessities, medicines to prevent infectious diseases, and cash for families.

In addition, UNICEF is also assessing the infrastructure damage of 700 schools in the storm-affected area, including infrastructure, mental health issues. International organizations such as JICA, FAO, GIZ, USAID, embassies of the UK, Switzerland, Canada, Japan, and Australia have also pledged support.

On September 10, the Ministry of Agriculture and Rural Development will coordinate with the Partner Group to assess the extent of damage in Hai Phong, Quang Ninh, Yen Bai and Lao Cai.

Typhoon Yagi made landfall at noon on September 7, with the strongest winds measured at level 14, gusting to level 17 in Bai Chay, Quang Ninh. As of the evening of September 9, the storm had killed nearly 100 people, mostly due to landslides and flash floods, and injured about 250 people. More than 8,000 houses were damaged; dozens of boats sank, and more than 1,100 aquaculture cages were swept away.

The power system suffered a breakdown in 15 provinces and cities, and the telecommunications system was unstable on a large scale. By the evening of September 8, many areas in Quang Ninh and Hai Phong still had no electricity.
