Environmental Protection Fund accompanies green projects

Established under Decision No. 1097/QD-UBND, dated April 4, 2014 of the People's Committee of Long An province, the Provincial Environmental Protection Fund (EPF) is a state financial institution that plays an important role in supporting environmental protection activities in the province.

Currently, the Fund has the function of receiving, managing and using capital to provide financial support and loans at preferential interest rates to organizations and individuals implementing programs and projects to prevent and combat pollution, overcome environmental degradation and incidents, restore the environment after mineral exploitation and many other environmental protection activities.

The initial charter capital of the Fund is 10 billion VND from the provincial budget, allocated from the environmental career fund. Every year, the capital continues to be supplemented from many channels such as environmental protection fees for wastewater, emissions, mineral exploitation activities; compensation for environmental damage; aid, sponsorship and contributions from domestic and foreign organizations and individuals.

Regarding preferential lending activities, the Fund has appraised and disbursed loans for a project with an interest rate of 3.6%/year, with a total loan amount of 7.5 billion VND. The disbursement process is closely monitored, ensuring the correct purpose and progress. To date, the project has been completed and put into operation, bringing practical results to environmental protection work. The investor has also repaid the loan on time, without incurring bad debt.

In addition to lending activities, the Environmental Protection Fund also performs the function of receiving deposits for environmental restoration for mineral exploitation activities; importing scrap from abroad as raw materials for production and burying waste. Up to now, the Fund has received and managed deposits of 82 mineral exploitation projects with an amount of more than 30 billion VND. At the same time, the Fund actively urges enterprises to fulfill their deposit obligations and recommends handling cases of violations of regulations.

As a "financial support" for environmental protection projects, the Provincial Environmental Protection Fund is increasingly affirming its role as an important support tool in the local sustainable development strategy./.
