From July 1, 2023 to the end of 2023, the fee for issuing citizen identification cards will be 50% of the fee collection level prescribed in Article 4 (Circular 59/2019/TT-BTC).
The Ministry of Finance has just issued Circular 44/2023 regulating the collection rates of a number of fees and charges to support people and businesses.
According to the Circular, from July 1 to the end of 2023, the fee for issuing citizen identification cards will be equal to 50% of the fee collection level prescribed in Article 4 of Circular 59/2019/TT-BTC on the collection level, collection, payment and management regime of fees for issuing citizen identification cards.
Previously, the fee for issuing citizen identification cards in Article 4 of Circular 59/2019/TT-BTC stipulated:
Converting from 9-digit ID card, 12-digit ID card to citizen ID card: 30,000 VND/citizen ID card.
Change citizen identification card when it is damaged and cannot be used; change information about last name, middle name, first name; identification characteristics; re-determine gender, hometown; there is an error in information on the card; when requested by the citizen: 50,000 VND/citizen identification card.
Re-issuance of citizen identification card when citizen identification card is lost, regaining Vietnamese nationality according to the provisions of the Law on Vietnamese Nationality: 70,000 VND/citizen identification card.
From July 1, 2023 to December 31, 2023, the fee for issuing citizen identification cards according to Circular 44/2023 of the Ministry of Finance stipulates:
Citizens switching from 9-digit ID cards, 12-digit ID cards to citizen ID cards will pay a fee of 15,000 VND/citizen ID card.
Change citizen identification card when it is damaged and cannot be used; change information about last name, middle name, first name; identification features; re-determine gender, hometown; there is an error in information on the card; when requested by the citizen: 25,000 VND/citizen identification card.
Re-issuance of citizen identification card when lost, regaining Vietnamese nationality according to the provisions of the Law on Vietnamese Nationality: 35,000 VND/citizen identification card.
In addition, according to Circular 44, many other types of fees and charges are also reduced as follows:
- 30% reduction in fees for exploiting and using environmental data as prescribed in the Schedule of fees for exploiting and using environmental data issued with Circular No. 22/2020/TT-BTC.
- 50% reduction in construction investment project appraisal fees specified in the Schedule of construction investment project appraisal fees (fee for appraisal of Construction Investment Feasibility Study Report or fee for appraisal of Economic - Technical Report) issued with Circular No. 28/2023/TT-BTC.
- 20% reduction in fees for water exploitation and use implemented by central agencies as prescribed in the Table of fees for water exploitation and use implemented by central agencies issued together with Circular No. 01/2022/TT-BTC.
- 50% reduction in industrial property fees as prescribed in Section A of the Schedule of industrial property fees and charges issued together with Circular No. 263/2016/TT-BTC...
From January 1, 2024 onwards, the collection rates of fees and charges specified in the above Table shall comply with the provisions of the original Circulars and amended, supplemented or replaced Circulars (if any).
Circular 44/2023 takes effect from July 1, 2023.
