New regulations on loading goods on vehicles

According to the Circular, when transporting bulk goods, vehicles with suitable cargo compartments must be used to ensure that the goods are securely covered and not scattered. In addition, the maximum height of the goods must be lower than the top edge of the vehicle's cargo compartment.

For bagged goods, the new Circular stipulates that heavier bales with hard, stable packaging are placed at the bottom. Bales of similar size are placed together. Tilted or misaligned bales are placed in the middle to ensure that they are not displaced during transportation.

If there is space between the packages, use equipment and tools to cushion and prevent collision and displacement during transportation. If after loading, there is still space in the vehicle's container, it must be reinforced to secure the goods.

For cylindrical cargo, it must be stacked horizontally or vertically along the length of the vehicle depending on the length of the cargo compared to the vehicle's body. When stacked horizontally, it must be placed perpendicular to the length of the vehicle.

Cylindrical cargo with a height less than or equal to the diameter must be placed vertically so that the axis of the cylindrical cargo is perpendicular to the bottom surface of the vehicle or in accordance with the manufacturer's instructions.

The new circular also stipulates that when loading this type of goods, they must be securely tied to the vehicle's side and must use a specialized cargo box or use a rack, support with wedges, wedge bases or troughs, inserts, linings, lashings, and reinforcements to fix them on the vehicle's floor, ensuring they are secure and avoid shifting the goods horizontally, vertically, and vertically during transportation.

For cylindrical goods with smooth surfaces, when stacked on top of each other, cushioning material must be used between layers of goods to prevent slipping.

When loading goods into a container, the container must be suitable for the type of goods and the characteristics of the goods; in addition, it must be padded so that the goods in the container do not shift during transportation.

When transporting containers, a combination of tractors with trailers, semi-trailers or container transport trucks suitable for the type of container must be used. The container must be securely fixed to the vehicle through locking mechanisms to ensure that it does not shift during transport.

In addition, Circular 41/2023 clearly stipulates the responsibilities of transport units, drivers and escorts when loading goods on vehicles. In particular, transport units must comply with the loading of goods on vehicles according to the provisions of this Circular and other relevant legal documents.

Before transporting, the transport unit must provide full information to the driver, escort and person loading the goods about: characteristics of the goods, size and weight of the goods, bags, packages, weight of goods allowed to be transported by the vehicle, load and road size limits on the entire transport route.

At the same time, be responsible for the accuracy of the information provided; fully arrange covering, reinforcement, lashing, stuffing, and lining equipment to serve the loading of goods and create conditions for the person loading the goods to comply with the regulations on loading of goods; be responsible for disseminating and instructing drivers, escorts, and people loading the goods on the plan to load goods to ensure compliance with regulations.

For drivers and escorts, in addition to complying with the regulations on loading goods on vehicles as in the Circular, before carrying out the transportation task, they must check the goods on the vehicle to ensure that they have been loaded, covered, reinforced, tied and padded securely, and compare them with the information provided by the transport unit and the manufacturer's instructions to ensure that they do not exceed the vehicle's permitted cargo weight./.
