Settling down and changing your life from a solid home

We arrived at N'Thon Ha commune (Duc Trong district, Lam Dong province) just as the local government held a ceremony to hand over 4 new houses to poor and near-poor households who were having difficulty finding housing. In the early morning sunshine of the highlands, amidst the loud laughter and bright eyes of the people, we clearly felt the overwhelming joy of those who had just overcome the dream of having a solid home.

The newly built solid and spacious houses are not only made of cement and bricks, but also from the consensus of the government, the sharing of the community and the generosity of the local program to eliminate temporary and dilapidated houses. Some people contributed money, some contributed labor, some contributed working days, all together lighting up the hope of a new, warmer and more sustainable life for poor households in ethnic minority areas.

After more than a month of construction, the four houses of Mr. K'Phông (Đoạn Kết village), Mrs. Cil Yũ Ha Bê and Mrs. Cil Pam K'Gơn (Bôn Rơm village), and Mr. K'Đan (Bia Ray village) have been completed, clean, and ready to welcome their owners back to settle down. With a total construction cost of up to 730 million VND, of which the State supported 200 million VND, the rest was mobilized from socialized sources and the families' own contributions, these houses are a testament to a great, persistent, and humane effort.

During the handover ceremony, amidst the sharing of arms, the leaders of N'Thon Ha commune could not hide their emotions when sharing their joy with the households. They not only congratulated the families on having a stable place to return to, but also expressed their hope that from today's new roof, a new journey will open, a journey of effort, striving to develop the economy , improve living standards, and escape poverty sustainably.

Similarly, in Kon Tum province, Dak Ring commune, nestled in the mountains and forests of Kon Plong district, is one of the most difficult areas in the province. The mountainous terrain is steep and the roads are difficult. Here, up to 98% of the households are ethnic minorities, whose lives are tied to farming, small-scale farming and livestock raising, only enough to provide three simple meals a day. The dream of a sturdy house in the middle of the forest is still a luxury for many families here.

However, thanks to the attention of the Ministry of Public Security, that dream is gradually becoming a reality. Mr. Nguyen Dinh Duy, Vice Chairman of the People's Committee of Dak Ring Commune, Kon Plong District, Kon Tum Province emphasized: From the budget of the Ministry of Public Security, Dak Ring Commune has been implementing the construction of 115 houses for the people, up to now 80% has been completed, we strive to complete the remaining 20% ​​by the end of May.

In joy, Ms. Y Ngan, a resident of Dak Ring commune, happily showed off to the Kon Tum Provincial Police delegation when they visited and encouraged her: "My house has just been built, and is now being cleaned up to move in. I am very happy, because from now on I no longer have to collect leaking rainwater, and when it rains heavily I don't have to run to my neighbor's house to ask for shelter. My house was supported with 60 million VND, and I borrowed an additional 40 million VND from the social policy bank to build it more spacious."

Under the new roof that still smelled of mortar, Ms. Y Ngan's family felt more motivated to start a new journey and no longer worried about the rainy season, no longer huddled together at night surrounded by leaks. And most importantly, after having a place to live, she and her husband began to think about stabilizing their livelihood.

“Agricultural extension officers came to my house and showed me how to grow off-season vegetables, raise chickens and pigs to increase my income. Now my family has a small vegetable garden and a flock of more than ten chickens. We have a way to make a living and no longer have to rely entirely on the cassava field,” said Ms. Y Ngan, her eyes shining with hope.

If in the first phase, the program only aimed at “having a place to live”, now the actual results have far exceeded expectations. Solid housing has created a clear turning point in people’s lives: stable spirit, improved livelihood, children receive better education, and adults are bold in investing in production.

More happily, the rate of children attending school in villages with new houses has increased significantly. There are no more absences from school because of rain, leaky houses, or lack of a place to study. In particular, the program also illuminates profound human values. Many police officers and soldiers, after completing their house-building tasks, have maintained close relationships with local households. They have become friends, brothers, and sons in the hearts of the people. The already strong military-civilian relationship is now stronger and more profound than ever.

Command from the heart

Prime Minister Pham Minh Chinh affirmed the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, and the People are the masters" in implementing the Program to eliminate temporary and dilapidated houses nationwide. The Prime Minister also affirmed that the task of completing the elimination of temporary and dilapidated houses in 2025 is a noble responsibility of cadres and Party members towards the people, a sentiment of mutual love and affection coming from the heart, so no matter how heavy it is, it must be done, no matter how difficult or challenging it is, it must be overcome, no matter how complicated it is, it must be handled, no matter how entangled it is, it must be resolved, working with all one's heart, mind and soul with the poor and disadvantaged people living in temporary and dilapidated houses.

In particular, the Prime Minister emphasized the importance of national solidarity, in which each person and each locality has the responsibility to contribute to the work of eliminating temporary and dilapidated houses. Localities must make every effort and carry out specific tasks with a high spirit of determination, not only to achieve the goal but also to demonstrate solidarity and love for each other in the community.

Looking back over the past time, provinces in the Central Highlands region have made significant progress in implementing the program to eliminate temporary and dilapidated houses.

In Lam Dong province, as of May 6, 2025, the whole province has completed 1,088 new houses and 311 repaired houses, with a total cost of more than 63 billion VND. In addition to the planned number, some districts and cities have mobilized social resources to support exceeding the target. Currently, Bao Loc city, Lac Duong district and Bao Lam district have completed the program; the remaining districts are accelerating to complete before the deadline of June 30, 2025.

The program to eliminate temporary and dilapidated houses is not simply about building houses, but also a humane revolution. To achieve this goal, Lam Dong province has mobilized over 68.8 billion VND from socialized resources, creating more than 1,170 new houses and repairing them for poor and near-poor households. This is a testament to the spirit of solidarity and the joint efforts of the whole community in bringing a better life to the people.

Lam Dong province continues to demonstrate strong determination in completing the goal of eliminating temporary and dilapidated houses. Chairman of the Provincial People's Committee Tran Hong Thai said that in 2025, Lam Dong province will continue to mobilize resources to implement the program, while calling for support from the business community and social organizations. In addition, promoting propaganda and removing obstacles in land legal procedures will be key factors to completing this goal.

Responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses" launched by the Prime Minister, in recent times, Lam Dong Provincial Police have actively implemented many practical activities, aiming to help people in difficult circumstances improve their housing conditions and stabilize their lives.

Recently, a working delegation of the Provincial Police led by Lieutenant Colonel Ta Van Chat, Deputy Head of the Political Affairs Department, directly presented funds to support the construction and repair of houses for poor households in Don Duong and Da Huoai districts. Of which, one household in Lac Xuan commune (Don Duong district) received 25 million VND; two households in Cat Tien town (Da Huoai district) each received 35 million VND. This support is a valuable condition to help families renovate their homes, build more spacious, solid and safe homes.

The program's funding was mobilized from contributions from officers and soldiers of the entire provincial police force through the activity of allocating one day's salary to support the province's Fund for Eliminating Temporary and Dilapidated Houses.

Previously, Lam Dong Provincial Police also donated a total of VND950 million to 19 households in particularly difficult circumstances in Phi Lieng and Da Rsal communes (Dam Rong district), at VND50 million/household. In addition, two officers and soldiers of the Provincial Police were also supported with VND50 million/person to improve housing conditions.

These meaningful activities not only demonstrate the sense of responsibility and sharing of the police force towards the community, but also contribute to spreading the spirit of humanity and promoting social security. Thereby, people in remote areas have more motivation to rise up, feel secure in working, producing and escaping poverty sustainably.

Meanwhile, in Kon Tum province, with efforts and striving to reach the target ahead of schedule, the entire Kon Tum Provincial Police force has removed nearly 1,300 temporary and dilapidated houses for poor and near-poor households, reaching 97% of the plan, meeting the expectations and wishes of the people when the province entered a long rainy season.

Kon Plong District is the district that has implemented the elimination of temporary and dilapidated houses the 3rd out of 9 districts and cities. With a total of 375 poor and near-poor households given houses from the Ministry of Public Security's budget, with the highest political determination of the entire district, 325 houses have been implemented, 178 new houses have been completed and given to the people.

Responding to the movement "Join hands to eliminate temporary and dilapidated houses" launched by the Central and local governments, Kon Tum Provincial Police has deployed it to all cadres, soldiers, union members, and youth; propagandized, mobilized, organized donations and support; Commune and town police have reviewed and developed plans to support and repair houses for poor and near-poor households with temporary and dilapidated houses, ensuring that 100% of households are supported to repair and rebuild. Based on the progress and roadmap set out from the beginning, Kon Tum Provincial Police is committed to using the support resources of the Ministry of Public Security in the most effective way, and has so far completed 97% of the plan and continues to strive to reach the target ahead of schedule.

Speaking at the launching ceremony of the campaign to eliminate temporary and dilapidated houses and build houses for people in the Central Highlands provinces held in Dak Bla commune, Kon Tum city (Kon Tum), Lieutenant General Pham The Tung, Deputy Minister of Public Security, said that the Ministry has mobilized resources from officers and soldiers to contribute to the program, responding to the Government's policy of eliminating temporary and dilapidated houses.

To date, the Ministry of Public Security has supported 362 billion VND to Gia Lai and Cao Bang provinces to implement this program. Following this meaningful program, the Ministry of Public Security has mobilized and handed over 84 billion VND to help Kon Tum province eliminate 1,400 temporary and dilapidated houses.

Lieutenant General Pham The Tung emphasized: The Party and State always pay attention to economic and social development and ensuring national defense and security in the Central Highlands region, especially improving the material and spiritual life of ethnic minorities.

The Ministry of Public Security pledges to closely coordinate with the Central Highlands provinces to continue mobilizing support from philanthropists, vigorously implementing the program to eliminate temporary and dilapidated houses, contributing to strengthening the great national unity bloc under the leadership of the Party.

Chairman of Kon Tum Provincial People's Committee Le Ngoc Tuan said: The whole province has 2,752 temporary and dilapidated houses that need to be repaired or rebuilt. To date, the province has eliminated 1,776 temporary and dilapidated houses with support of 60 million VND/new house and 30 million VND/repaired house. Despite many difficulties due to limited local budget, Kon Tum province aims to eliminate 100% of temporary and dilapidated houses by June 2025 using various resources.

The program to eliminate temporary and dilapidated houses is not simply a policy, but a comprehensive campaign, mobilizing the combined strength of the entire political and social system. Immediately after the directive, the provinces in the Central Highlands region quickly established steering committees at the provincial, district and commune levels. The armed forces, including the army, police, and militia, were assigned the main task of coordinating the implementation.

It is valuable that not only the authorities, police and military, but also the people are willing to contribute. Many village elders voluntarily give up their support to prioritize poor households. In some places, people contribute bags of rice and bundles of vegetables to support the construction team.

From the joint efforts of the army and the people, houses gradually sprung up in the middle of the forest. The corrugated iron roofs shone brightly in the sunlight, the floors were tiled cleanly, there were doors, kitchens, and study areas for children. For many people, it was the first time they had lived in a real house.

The temporary housing program not only builds roofs, but also builds trust, inspires inner strength, and gives thousands of people the opportunity to change their lives. Today's shelters are the foundation for them to confidently step into tomorrow.
