May I ask, are the 2 years of quality classification at the level of excellent task completion 2 years of evaluation and classification of civil servants as excellent task completion or 2 years of achieving the title of Emulation Fighter at the grassroots level, because the certificate of Emulation Fighter at the grassroots level has the phrase "Excellently completed the school year's tasks"? Article 20 of Decree No. 90/2020/ND-CP dated August 13, 2020 of the Government on assessment and classification of the quality of cadres, civil servants and public employees; the assessment and classification of the quality of cadres, civil servants and public employees is carried out according to each year of work as prescribed as follows: For cadres, civil servants and public employees who change jobs, the new agency, organization or unit is responsible for assessing and classifying the quality.
In case the working time at the old agency, organization or unit is 6 months or more, it must be combined with the comments of the old agency, organization or unit, except in cases where the old agency, organization or unit no longer exists.
The time for evaluating and classifying the quality of cadres, civil servants and public employees is before December 15 every year, before evaluating and classifying the quality of party members and summarizing the annual emulation and reward review work of agencies, organizations and units.
For public service units operating in the fields of education , training and some other fields with the end of the working year before December each year, the head of the public service unit decides the time to evaluate and classify the quality of civil servants.
At the time of quality assessment and classification, in case of absence with legitimate reasons or sick leave or maternity leave as prescribed by law, cadres, civil servants and public employees are responsible for making a self-assessment report, receiving a work performance classification according to assigned duties and tasks, and sending it to the agency, organization or unit where they are working to carry out quality assessment and classification as prescribed in this Decree.
Pursuant to Clauses 1 and 2 of this Article and the specific characteristics of the agency, organization, or unit, the collective leadership of the agency, organization, or unit shall agree with the Party Committee at the same level on the coordination of organizing assessment and classification meetings within the agency, organization, or unit, ensuring seriousness, effectiveness, and avoiding formality and waste.
Therefore, the regulation "having at least 2 years of quality classified as excellent task completion" out of 5 consecutive years of work before the year of consideration for promotion to professional title in Clause 4 of Articles 4, 6, 8, 10, 12 of Circular No. 13/2024/TT-BGDDT is 2 years of work classified as an employee at the level of excellent task completion.
