I have a Bachelor's degree in English Language, a teaching certificate, a CEFR B2 certificate, and a certificate in professional training in life values education and life skills. The concept of supplementary teaching and learning is clearly defined in Clause 1, Article 2 of Circular 29/2024/TT-BGDĐT. Accordingly, supplementary teaching and learning refers to additional teaching and learning activities beyond the time allotted in the educational plan for subjects and educational activities (collectively referred to as subjects) in the General Education Program, the Continuing Education Program at the lower secondary level, and the Continuing Education Program at the upper secondary level, as issued by the Minister of Education and Training .
Article 4 of the above Circular stipulates the following cases where supplementary teaching or organizing supplementary teaching is prohibited: supplementary teaching is not allowed for primary school students, except for the following cases: training in arts, physical education and sports , and life skills development;
Teachers currently teaching in schools are not allowed to provide extracurricular tutoring for a fee to students they are assigned to teach according to the school's educational plan; Teachers in public schools are not allowed to participate in managing or operating extracurricular tutoring but may participate in tutoring outside of school.
According to your letter, you organize English conversation classes, communication skills, and life skills classes for primary school students that do not follow the general education curriculum (not using general education textbooks); based on the regulations mentioned above, your teaching activities do not fall within the scope and application of Circular No. 29/2024/TT-BGDĐT.
