In her newly built wooden stilt house, sunlight streamed through the windows, illuminating the radiant face of Ms. Than Seo Phan (from Huoi Leng village). Her hands nimbly knitted, stitch by stitch, as she shared: “Before, our whole family relied on a few acres of corn and rice, and life was very precarious. Since the commune opened a vocational training class in traditional Xa Phang shoe-making and provided loan support, I and several other women in the village have found work right at home. We have a stable income and can take care of our children and their education. Now, when we think of 'poverty,' we don't just think about food and clothing, but also about whether our children can receive a proper education, whether our house is clean, and whether we know how to prevent diseases.”
Ms. Phan's story is one of hundreds of vivid examples showing that a multi-dimensional approach to poverty reduction has truly permeated the lives of the people of Muong Tung. The commune's efforts to promote and preserve traditional crafts have been bringing a new life to the ethnic minority people here.

Speaking with us, Mr. Mua Thanh Son, Secretary of the Party Committee of Muong Tung commune, emphasized: The problem of poverty reduction cannot be solved by simply "giving fish." We have determined that we must "give a fishing rod" and, more importantly, "open a path" to the riverbank for the people. That path is about raising the people's education level, creating sustainable livelihoods, and removing barriers to accessing services.
" We proactively review poor households according to the new criteria, listening to each household's aspirations and difficulties in order to find appropriate solutions, avoiding rigid, mechanical approaches," Mr. Son emphasized.

Accordingly, Muong Tung commune has implemented many comprehensive solutions. Regarding livelihoods, the commune focuses on transferring technology and introducing high-yield crop and livestock varieties (such as hybrid corn, improved rice, goats, and hybrid cattle) into production; and linking with cooperatives to guarantee product sales. In education , efforts to encourage students to attend school are regularly maintained, along with policies supporting textbooks and scholarships. In healthcare, the village health system has been strengthened, and primary healthcare and immunization services have been promoted. In particular, the commune prioritizes infrastructure investment: building rural roads, clean water systems, and standard toilets.
Thanks to coordinated implementation, by the end of 2024, the poverty rate in the commune is estimated to have decreased by about 5% compared to the beginning of the term; over 95% of children of school age attend school; 100% of villages have roads leading to the center, and 85% of households have access to clean water. The commune places special emphasis on communication to ensure that people understand multidimensional poverty reduction, thereby encouraging their voluntary participation.

The greatest effect of this proactive approach is the change in people's awareness and actions. Living nearly 20km from the school, Mr. Lo Van Thao (from Nam He village) regularly takes his children to school on Sunday afternoons and picks them up on Friday afternoons. Mr. Thao said: “Thanks to the thorough explanations from the commune and village officials, I understand that to truly escape poverty, we must invest in our children's education. Therefore, even though the children have to travel far to school and the transportation is quite difficult, the family accepts it, hoping that our children will grow up not surrounded by poverty and that with an education, their lives will be better.”
As for Mr. Giàng A Páo, a respected figure in the community, he clearly sees the connection: “Officials come down to the village often, talk amicably, and listen to the opinions of the village elders and leaders. The people feel respected and supported, so everyone is enthusiastic. The movements to build new rural areas and maintain environmental hygiene are strongly supported.”

Muong Tung's journey towards poverty reduction still faces difficulties and challenges due to its low starting point and harsh natural conditions. However, with the proactive and decisive efforts of the political system and the trust and consensus of the people, the picture of a prosperous and civilized Muong Tung, where no one is left behind, is becoming clearer than ever. This is the deepest humanitarian significance of multidimensional poverty reduction – aiming for a full and high-quality life for all citizens.
