In August 2010, I was recruited as a full primary school teacher and was initially considered for the first college level, with a salary coefficient of 2.10. I would like to ask, during the contract period, if I paid compulsory social insurance, will I be ranked in the salary scale before being transferred to a civil servant? As of August 2010, recruitment and salary arrangement were implemented in accordance with the provisions of Decree No. 116/2003/ND-CP dated October 10, 2003 of the Government regulating the recruitment, use and management of cadres and civil servants in State-owned enterprises, amended and supplemented by a number of articles in Decree No. 121/2006/ND-CP dated October 23, 2006 of the Government and implementing documents.
Pursuant to the provisions of Articles 65 and 66 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants (amended and supplemented in Decree No. 85/2023/ND-CP), you can discuss with the civil servant management agency where you work for guidance and resolution.

The time counted towards the time holding the professional title of Grade III Secondary School Teacher (code V.07.04.32) as prescribed in Clause 3, Article 13 of Circular No. 13/2024/TT-BGDDT includes: Time holding the professional title of Grade III Secondary School Teacher (code V.07.04.32); Time holding the professional title of Grade III Secondary School Teacher (code V.07.04.12); Time holding the rank of Secondary School Teacher (code 15a.202);
Other periods determined by competent authorities to be equivalent to the ranks and grades specified in Point a, Point b, Point c of this Clause when teachers are transferred to the professional title of junior high school teachers; Working time in accordance with the provisions of law, with compulsory social insurance payment meeting the Government's regulations at Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP, amended and supplemented at Clause 16, Article 1 of Decree No. 85/2023/ND-CP.
