Meanwhile, Dr. Ngo Tuan Kiet, Director of the Institute of Energy Technology, predicted that although the Power Plan VIII will remove difficulties for renewable energy businesses, it cannot completely eliminate them in the short term. Because the rapid development in recent times has left many consequences that cannot be resolved overnight.

In reality, renewable energy only contributes very little to ensuring national energy security, because it also depends on the weather and exploitation conditions. The VIII Power Plan only calculates to support the maximum absorption capacity of the system, where it is necessary to accelerate the construction of the grid, then privatize the connection to higher voltage... but does not immediately handle all connections, buy all for renewable energy enterprises. However, after 2030, the connection and purchase of electricity for renewable energy enterprises can be handled thoroughly, ” said Mr. Kiet.

According to Mr. Kiet, in the past, there was no energy planning, no national solar power planning. Meanwhile, solar power projects were implemented quickly, so many projects exploded. However, due to the lack of planning, there were no power lines, which caused an imbalance between the source and the power transmission lines in the period of 2018 - 2020. Now that the planning is clear, this field will be able to develop if it is in accordance with the planning.

With Power Plan VIII, after 2030, the connection and purchase of electricity for renewable energy enterprises can be thoroughly handled.

At the online discussion on electricity prices organized by Thanh Nien newspaper on the morning of May 16, Dr. Ha Dang Son assessed that wind power and solar power projects built and deployed in the past have very large capacity, but in reality, the actual electricity generation statistics of these sources are not very stable, depending on many factors. For example, solar power has a generation time of 6 - 18 hours, the peak is in the period of 9 - 13 hours, which is not suitable for the electricity consumption characteristics of ordinary households.

Meanwhile, wind power depends on the characteristics of each area where the project is built. Currently, the power generation capacity of this source in April and May only reaches about 10 - 20% of capacity.

From the above analysis, Dr. Son stated that the Power Plan VIII will be an important legal basis for EVN to resolve difficulties in prices and policies to solve the capacity of solar and wind power projects that are facing difficulties and develop rooftop solar power. The goal is that by 2030, 50% of office and household roofs nationwide will be covered with solar panels, meeting the demand for self-consumption electricity.

Will Plan VIII ensure enough electricity?

Dr. Ngo Tuan Kiet informed that the projects to meet the electricity demand in the period of 2021 - 2030 are mainly included in the adjusted Electricity Plan VII. The Electricity Plan VIII is reviewed to retain projects with high reliability. Therefore, the plan solves the immediate problem of speeding up the construction progress of ongoing projects, in order to meet the electricity demand in the coming years.

" Basically, the scenarios for the 2021-2030 period have been calculated relatively clearly. If there are no unexpected problems, the issue of electricity security is not a big problem. Power Plan VIII is an open plan, after the plan is in place, it will be planned for implementation in cycles. Therefore, now there will be no small-scale approvals, but will be a national overview ," Mr. Kiet emphasized.

Sharing the same view, Dr. Vo Tri Thanh also said that the Government's approval of the 8th Power Plan is of great significance, helping large power source projects to be implemented on schedule and be able to integrate into the national grid as planned, when power transmission grid projects are completed synchronously.

Power Plan VIII aims to strongly develop renewable energy sources for electricity production. By 2050, the renewable energy rate is expected to reach 67.5-71.5%; Build a smart grid system capable of integrating and safely and effectively operating large-scale renewable energy sources.

It is expected that by 2030, 2 inter-regional renewable energy industrial and service centers will be formed, including electricity production, transmission and consumption; renewable energy equipment manufacturing industry, construction, installation, related services, building a renewable energy industrial ecosystem in areas with great potential such as the North, South Central, and South when favorable conditions exist.

In addition, develop power sources from renewable energy and produce new energy for export. By 2030, strive to have an electricity export capacity of about 5,000 - 10,000 MW.
