Proposal to build a high-tech Research and Training Center on renewable energy

At the working session, representatives of O-Door Engineering and Construction Co., Ltd. and joint venture partners reported on the proposal to establish a High-tech Research and Training Center on renewable energy (including green hydrogen) in Quang Tri province.

To implement the project, on March 24, 2025, the investor joint venture with the Department of Industry and Trade and the Provincial Economic Zone Management Board conducted a field survey to find an investment location for the High-tech Research and Training Center on renewable energy (including the renewable energy conversion project in Quang Tri province) in the Southeast Economic Zone.

Based on the survey results, O-Door Engineering and Construction Co., Ltd. and its joint venture partner agreed to request the People's Committee of Quang Tri province to agree in principle to allow the company to prepare an investment proposal for an energy conversion project on a suitable area of land in the Southeast Economic Zone. At the same time, the People's Committee of the province is requested to consider and issue a written approval to soon have a basis for implementing the next steps of the energy conversion project in Quang Tri province.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong highly appreciated the idea of building a high-tech Research and Training Center on renewable energy (including green hydrogen), as well as the plan to train high-quality human resources to manage, operate, maintain and service energy projects inside and outside the province. This is a new direction, suitable for the current stage of renewable energy development. From there, the province will create the best conditions for the project to be implemented soon in Quang Tri, in accordance with the location, conditions, planning and scientific and practical bases of the coastal area of Quang Tri province.

Regarding the project implementation location, the Acting Chairman of the Provincial People's Committee requested the joint venture investor to continue researching and surveying the Cua Viet coastal area to suit the nature of the project, as well as have more long-term development space compared to other areas.

The Chairman of the Provincial People's Committee requested the Provincial Economic Zone Management Board and the Department of Industry and Trade to coordinate with the joint venture investor to conduct a field survey at the new location. From there, the investor will have a basis to develop an investment plan as well as establish an investment policy, clarifying the content, scale of investment, information of enterprises, project information, registered capital, industry, area, time, progress of implementation commitment... and have a specific report sent to the Provincial Economic Zone Management Board if it is within the management scope of the unit, or to the Department of Finance if it is outside the management scope of the Provincial Economic Zone Management Board.

The Chairman of the Provincial People's Committee also requested relevant departments and branches to continue to accompany and support joint venture investors to speed up the progress of granting investment policies for projects in accordance with regulations.
