The adjusted Power Plan VIII will be submitted to the Prime Minister before February 28, 2025.

On the morning of December 31, Deputy Minister of Industry and Trade Nguyen Hoang Long chaired an online conference with 63 provinces and cities on the implementation of the Plan for implementing the VIII Power Plan and adjusting the VIII Power Plan. The conference was attended by leaders of relevant functional units under the Ministry; representatives of Vietnam Electricity Group (EVN) and a number of related units.

The conference was held immediately after the meeting organized by the Ministry of Industry and Trade on December 28, 2024. At this meeting, the Ministry of Industry and Trade assigned units to perform tasks according to the direction of the Prime Minister . At the same time, the Ministry of Industry and Trade also issued Document 10698/BCT-DL dated December 28, 2024 requesting the People's Committees of provinces and centrally run cities to provide data for calculation and completion of the project to adjust the Power Plan VIII.

The conference aims to concretize Decision No. 262/QD-TTg (Decision 62) dated April 1, 2024, the Prime Minister approved the Plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) and Directive No. 9600/VPCP-CN dated December 26, 2024 of the Prime Minister on submitting adjustments to Power Plan VIII.

The Ministry of Industry and Trade has been determined in directing and supporting localities.

At the conference, localities highly appreciated the sense of responsibility and support of functional units under the Ministry of Industry and Trade, especially the attention and close direction of Minister of Industry and Trade Nguyen Hong Dien and Deputy Ministers.

Vice Chairman of Quang Ninh Provincial People's Committee Vu Van Dien affirmed: We find that the meeting is very timely when the Prime Minister has just issued a document proposing to adjust the Power Plan VIII. With the huge wind power potential that has been surveyed and measured, we propose to increase the wind power capacity to 600MW while the old plan is 400MW.

" There is direct content that Minister Nguyen Hong Dien and Deputy Ministers and agencies of the Ministry are very interested in, such as the LNG power project with a capacity of 1,500 MW that started in 2021 and has now been completed. Currently, the province is waiting for the cost norms to be issued (Fs)" - Mr. Vu Van Dien emphasized and said that the province is also asking businesses in industrial parks to propose the need to develop rooftop solar power projects to serve green transformation and green production.

Representatives of the Department of Industry and Trade of Kien Giang province agreed and highly appreciated the drastic support of the Ministry of Industry and Trade for localities in implementing the VIII Power Plan.

According to the assessment of the representative of Kien Giang province, with more than 200km of coastline, a large land area compared to other provinces in the Mekong Delta region, and a population of nearly 2 million people, Kien Giang is considered to have great potential for renewable energy development.

The province wishes and proposes that the Ministry of Industry and Trade include in the planning an additional 20 MW of waste-to-energy and 1,600 MW of wind power. As for solar power, Kien Giang has a large area for shrimp farming, and has assigned over 1,000 hectares of shrimp farming land to businesses. However, shrimp farming alone will not be effective. There are businesses that are building projects to develop about 1,000 MW of solar power, hoping to add it to the planning... ”- the representative of the Department of Industry and Trade proposed.

Regarding Lam Dong, Mr. Pham S - Vice Chairman of the Provincial People's Committee - said: As a province with great potential for renewable energy, the province proposes to add pumped storage hydropower on the Dong Nai river basin. In addition, many lake surface areas have not been included in the planning, so Lam Dong proposes to add solar power projects on the water surface to the planning.

The representative of the Department of Industry and Trade of Thai Nguyen province also proposed that the Ministry of Industry and Trade consider adding 10MW of waste-to-energy capacity and 200MW of solar power. Currently, Thai Nguyen is allocated 52MW of solar power while the locality has about 6,000 hectares of industrial park roof area.

In addition, the provinces of Khanh Hoa, Lao Cai, Ninh Thuan, Hai Phong, Gia Lai, Lang Son... also proposed to add scale and capacity of some renewable energy sources, support grid connection... based on the potential and advantages of the locality. At the same time, they hope that the Ministry of Industry and Trade will continue to support localities in implementing the VIII Power Plan in the coming time.

Maximize waste-to-energy and rooftop solar power

Regarding LNG power mentioned by Quang Ninh, Deputy Minister Nguyen Hoang Long said: The Decree guiding the development of sources is being developed by the Ministry of Industry and Trade and will be issued as soon as possible, expected in February 2025. The Decree will allow for the transfer of gas prices and the consumption of minimum electricity output. This will promptly remove obstacles to LNG power projects nationwide.

Regarding the expansion of rooftop solar power in industrial parks and lake solar power, Deputy Minister Nguyen Hoang Long shared: After Decree No. 135/2024/ND-CP of the Government stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power was issued, rooftop solar power projects in industrial parks have developed very strongly. The Ministry of Industry and Trade is studying this issue in the near future.

" At the same time, lake solar power will be prioritized and included in the planning. Localities with lakes, especially hydropower lakes with grid connections, will be prioritized for immediate inclusion in the planning," Deputy Minister Nguyen Hoang Long emphasized.

Regarding waste-to-energy, Deputy Minister Nguyen Hoang Long affirmed that the general spirit will be to open up to the maximum, and that localities with needs and proposals will be supported by the Ministry of Industry and Trade.

Providing more information at the conference, Mr. Nguyen Tuyen Tam - Head of Planning and Planning Department, Department of Electricity and Renewable Energy (Ministry of Industry and Trade) - shared: Previously, according to Power Plan VIII, waste electricity was only over 2,200MW, on that basis, it was distributed to localities with limited capacity scale. In the process of building and adjusting Power Plan VIII, we will study to adjust the scale to suit the scale and planning of waste sources in the locality.

Mr. Nguyen Tuyen Tam - Head of Planning and Zoning Department, Electricity and Renewable Energy Department informed and guided localities on some issues raised by localities.

"Although the maximum opening for waste electricity is being done, the Ministry of Industry and Trade is also assessing the impact of waste electricity on the power grid," said Mr. Tam.

Concluding the conference, Deputy Minister Nguyen Hoang Long hoped to receive close coordination from localities in the coming time in implementing planning adjustments and implementing future projects. Close coordination with localities is a solid foundation for the Ministry of Industry and Trade to perform its functions well.

"The country is entering a period of strong development. According to the direction of the Central Government, we must strive to achieve a double-digit growth rate. Localities will basically have to develop in double digits. Therefore, developing power sources is extremely important for the country," said Deputy Minister Nguyen Hoang Long, requesting that localities, corporations and relevant agencies urgently coordinate to provide data information to the Ministry of Industry and Trade to serve the calculation of power development plans before January 5, 2025.

The adjusted Power Plan VIII will be submitted to the Prime Minister for consideration and approval before February 28, 2025.

On April 1, 2024, the Prime Minister issued Decision No. 262/QD-TTg (Decision 62) approving the Plan for implementing the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII), in which the list of renewable energy projects in 46/63 provinces and cities was approved. For the remaining provinces that have not proposed a list of renewable energy projects, Decision 62 also assigned the Ministry of Industry and Trade to preside over and coordinate with localities to urgently review the remaining power capacity to complete the list of development projects during the planning period to be submitted to the Prime Minister for approval.

In order to concretize Decision 262 and Notice 129/TB-VPCP dated March 29, 2024 of the Government Office, the Ministry of Industry and Trade has closely coordinated with the remaining 17 provinces to complete the list of renewable energy projects. At the same time, update the operation progress and adjust the names of some projects based on the proposals of the People's Committees of provinces and cities.

The review results have updated additional information on 123 onshore wind power projects with a capacity of 7,697.9MW, 138 small hydropower projects with a capacity of 1,484.58MW, 21 biomass power projects with a capacity of 414MW, and 34 waste-to-energy projects with a capacity of 621.1MW.

After a process of construction with a high sense of responsibility and great efforts, on December 28, 2024, the Prime Minister issued Decision No. 1682/QD-TTg approving the addition and update of the Plan to implement Power Plan VIII.

To disseminate information to all levels, sectors, localities, businesses and people, functional units, energy corporations (EVN, TKV, PVN) and media agencies.

It can be affirmed that the Power Plan VIII plays an important role in orienting the development of the electricity industry in particular and the energy industry in general in the process of national development and integration, especially in the context of increasingly scarce fossil energy sources.

Based on the direction, orientation and objectives of the VIII Power Plan, the Ministry of Industry and Trade has presided over and closely coordinated with ministries, branches, central agencies and localities in researching, developing and completing the plan to perfect the VIII Power Plan.

The plan to implement the VIII Power Plan complies with current legal regulations, aiming to build a roadmap for effective implementation of programs, projects, and plans to meet the set planning objectives, meet the electricity demand for socio-economic development in each period, ensure electricity is one step ahead; strongly shift energy from fossil fuels to new energy sources, renewable energy to meet sustainable development and global trends; identify solutions to attract investment in power development according to the VIII Power Plan during the planning period as well as coordination mechanisms between ministries, branches, People's Committees of provinces and centrally run cities in implementation.

To successfully implement the 8th Power Plan, the Ministry of Industry and Trade and central ministries, branches and localities will coordinate to research, supplement and promulgate relevant policy mechanisms to ensure consistency and feasibility in accordance with the country's development situation and international practices, especially in the field of renewable energy; develop national programs on science and technology, train high-quality human resources for the new energy and renewable energy sectors to develop production technology and localize equipment of the sector; continue to guide enterprises to effectively implement the tasks and solutions set out in the Plan.

Based on the list of power source and grid projects approved in the Plan for implementing the VIII Power Plan, the Ministry of Industry and Trade requests that localities focus on directing local agencies and units to seriously, resolutely, synchronously and effectively implement the tasks and solutions assigned in the decisions approving the VIII Power Plan and the Plan for implementing the VIII Power Plan.

Urgently review relevant local plans to ensure consistency with the Plan/Implementation Plan for Power Plan VIII, especially consistent with local land use plans/plans.

Speed ​​up the progress of selecting investors according to authority for power projects, especially large power projects with long implementation periods, ensuring the ability to supplement important power sources for the country's socio-economic development...

Regarding the adjustment of Power Plan VIII, according to the content stated in Official Dispatch No. 9600/VPCP-CN dated December 26, 2024 of the Government Office on the adjustment of Power Plan VIII, the Prime Minister directed the Ministry of Industry and Trade to urgently complete the submission to the Prime Minister for consideration and approval before February 28, 2025.
