At the same time, research to expand the network of social assistance facilities in the direction of providing partial fee-based care services for the elderly, the disabled, children in special circumstances, the mentally ill, people with mental disorders in need, drug addicts and those in need of emergency protection; improve the effectiveness of drug addiction treatment, ensure drug addicts are treated and supported to reintegrate into the community...

The plan also clearly states the plan for developing public social assistance facilities in the direction of upgrading and expanding the Provincial Social Protection and Social Work Center; the Provincial Social Protection Center for Care and Rehabilitation of Mentally Ill and Mentally Disturbed People; the Social Protection Centers of Khanh Son and Khanh Vinh districts. At the same time, purchase assets and synchronous equipment for public social assistance facilities; strive to complete the upgrading, repair, expansion and put into operation the Provincial Social Protection and Social Work Center in 2025.
For non-public social assistance facilities, enterprises, organizations and individuals are encouraged to invest in purchasing assets, equipment and renovating, upgrading and expanding facilities according to the provisions of law and in accordance with the province's planning.
Regarding the scale of care, ensure the provision of social assistance services for the elderly, the disabled, children and people in especially difficult circumstances, homeless people, and the destitute, increase the capacity of facilities from 300 to 450 people by 2030; ensure the provision of services for all disabled people in need of care and nurturing at public and non-public social assistance facilities in the area.
