After the merger, Phong Dien, Phong Dinh, Phong Phu and Phong Quang wards are now facing strong development opportunities thanks to the expansion of administrative boundaries and the conditions to synthesize resources. However, these localities also face difficult problems of synchronizing infrastructure, financial resources, land management and construction. Without a reasonable planning strategy and resource mobilization mechanism, it is easy to lead to half-hearted urbanization and unsustainable development.

Phong Dien Ward was established on the basis of merging the entire natural area of ​​Phong Thu, Phong My and Phong Xuan wards and communes. After the arrangement, Phong Dien Ward has a natural area of ​​592.48 km2, with a population of 22,356 people. With the position of the administrative - political center of Phong Dien district in the past, Phong Dien Ward now has complete basic infrastructure, which is the core for urban development. After the merger, the ward has a larger area, making it easy to arrange space for functional areas such as new residential areas, industry - handicrafts, commerce, services, and greenery. At the same time, when becoming a ward, the locality enjoys urban management mechanisms, access to the city's support programs, and easily attracts businesses to invest in real estate, service, and infrastructure projects.

Mr. Ho Don, Chairman of Phong Dien Ward People's Committee, said that in the field of urban and rural planning, previously, Phong Dien Ward had been planned: Phong Thu Ward zoning plan, Phong My Commune general plan, Phong Xuan Commune general plan. These plans complied with Phong Dien urban general plan and Thua Thien Hue urban general plan (now Hue City). However, after merging wards and communes and operating under the 2-level local government organization model, some contents were no longer suitable such as the nature and scale of the urban area, urban space development orientation; redundant headquarters and agencies after the implementation of administrative unit arrangement at all levels need to be reviewed and proposed plans to suit new functions to serve socio-economic development and serve the people.

From that practical need, recently, the City People's Council issued Resolution No. 72, dated September 8, 2025 on establishing zoning plans for the wards: Phong Dien, Phong Dinh, Phong Phu and Phong Quang and assigned the City People's Committee to organize approval according to regulations.

Creating conditions to attract investment

Mr. Ho Don said that the planning of Phong Dien ward is very important for the locality. Accordingly, in terms of economy, the planning of the zoning will clearly guide land use to help attract investment, especially real estate, trade - services, clean industry; at the same time, create a legal basis for infrastructure development. When infrastructure is planned synchronously, it will reduce social costs, increase production and business efficiency. In addition, it will stimulate the land market, land value will increase when there is a clear plan, especially in newly developed areas.

In terms of society, it will improve living conditions, ensuring people have convenient access to public services. It will increase transparency and people's trust because when people see clear planning, they can feel secure in investing and have long-term stability. In addition, zoning planning contributes to creating new jobs, building a civilized urban face, attracting tourists; effectively implementing plans to preserve and promote tangible and intangible cultural values ​​in the area to develop tourism.

Mr. Trinh Duc Nhu, Chairman of Phong Dinh Ward People's Committee, said that in order to develop the urban area, the locality has determined to stick to the main traffic routes, but due to many difficulties and obstacles, the ward is reviewing to have a reasonable development direction. In particular, the most difficult and obstacle at present is the complicated land management, because after the merger of the suburban areas, there is a lot of agricultural, forestry, and aquaculture land, the process of converting land use purposes requires a lot of time and procedures. The technical infrastructure system connecting the areas is not yet synchronized.

In addition, financial resources are limited but the need for infrastructure investment is large, the ward budget and support from the city are not enough to invest simultaneously and it is difficult to mobilize socialization in low-income areas. Therefore, the zoning plan of Phong Dinh ward will create advantages to form economic clusters according to the strengths of the locality, thereby supporting economic restructuring, orienting the shift of labor from agriculture to industry - services. This is also an opportunity for local businesses to develop. When the planning is clear, it will help construction, service and trade businesses have a long-term business orientation.

According to the City People's Committee, after consideration, the newly established wards (on the basis of the old Phong Dien town) play an important role in promoting the socio-economic development of the northern urban area of ​​the city. However, the urban development orientation for these wards has not been updated in the previous provincial planning (now the city) and the approved urban planning. Therefore, it is necessary to establish a zoning plan for Phong Dien, Phong Dinh, Phong Phu and Phong Quang wards to synchronize the planning of the area, and at the same time to organize management to serve investment calling.
