Strictly punish violations
At the meeting, Mr. Nguyen Dong Phong - Chief Inspector of the Department of Health emphasized that medicines, health protection foods, cosmetics, medical equipment and products in the medical field play a particularly important role in disease prevention, treatment and health care for the people. However, since the beginning of 2025, the situation of smuggling, trade fraud and production and trading of counterfeit goods nationwide for these items has become increasingly complicated and tends to increase. In particular, recently, the Ministry of Public Security and relevant agencies have continuously discovered and investigated many major cases of production and trading of counterfeit milk, medicines and health protection foods on a large scale. In Khanh Hoa, on May 30, the Economic Police Department - Provincial Police inspected the production and trading of cosmetics at the house of Ms. Ho Thi Dung Thoa, 31 years old (Phuoc Hai Ward, Nha Trang City) with nearly 6,000 cosmetics without invoices and documents proving the legal origin of 14 different brands. At the same time, more than 34,000 anti-counterfeit stamps, nearly 11,000 boxes, and 1,348 cosmetic labels of various types were discovered. Of the nearly 6,000 products discovered, some were purchased by Ms. Thoa herself from raw materials of unknown origin, mixed and labeled. Some were ordered from a facility in Ho Chi Minh City, then labeled, stamped, and released to the market. It is known that from the end of January 2025 to now, Ms. Thoa has sold more than 26,000 products to the market 9 times with a total amount of nearly 3 billion VND...

Since the beginning of the year, the Department of Health and the Department of Industry and Trade have proactively coordinated with relevant units to resolutely implement activities to combat smuggling, trade fraud, production and trading of counterfeit and poor quality goods. In particular, focusing on groups of goods in the fields of health, pharmaceuticals, cosmetics, functional foods, medicinal herbs and traditional medicine... Accordingly, the Department of Health assigned the Food Safety and Hygiene Sub-Department to preside over and coordinate with the Provincial Police, the Market Management Sub-Department (Department of Industry and Trade), and the Customs Sub-Department of Region XIII to conduct surprise inspections of compliance with regulations on conditions to ensure food hygiene and safety for establishments producing and trading dairy products. At the time of inspection, the establishments complied with regulations on ensuring food safety, provided documents proving the origin of the milk products they were trading, the establishments did not trade 12 fake milk products and 72 milk products are being investigated by the Ministry of Public Security. The Department established 12 post-inspection teams, inspected 120 establishments on ensuring food safety, discovered 2 establishments in violation, fined 16 million VND, took 1,342 samples for testing; suddenly inspected 12 pharmacies in the province, did not discover establishments trading in drugs and foods that were suspended from circulation or recalled. Districts, towns and cities also established inspection teams, inspected 71 medical and pharmaceutical establishments. Through inspection, 2 establishments were fined 8 million VND, forced to destroy 159 products such as lip balm, masks, deodorants, etc.
In addition, the Department of Industry and Trade conducted an inspection of compliance with legal regulations in the business of gasoline and oil for 4 gasoline and oil stores. At the same time, in coordination with the Provincial Market Management Department, 106 inspections were conducted, detecting 44 violations with a total value of violated goods of 15 billion VND. Thereby, 45 cases were handled, 429 million VND was paid to the state budget; 4 speakers were confiscated; 754 units of handbags, wallets, shoes, sandals, belts, glasses bearing the brands LV, Chanel, Celine, Adidas ... were destroyed; 70 packs of smuggled cigarettes with a total value of more than 229 million VND. The Provincial Market Management Department alone inspected 30 establishments trading in pharmaceuticals, cosmetics, and functional foods, detected 4 establishments in violation, and imposed a fine of 25 million VND.
Many difficulties
Along with the results achieved, the meeting participants also pointed out the difficulties in the fight against smuggling, trade fraud and counterfeit goods. Specifically, the subjects often use tricks to disguise smuggled goods in legal shipments, unclear or fake import-export documents to deceive the authorities; divide goods into small pieces, hide them in legal shipments, hide them in containers, legal means of transport to deceive the authorities; bring goods from abroad as personal carry-on goods or gifts, without declaration. Some subjects use high technology to fake documents, barcodes, and product labels, making detection and inspection more difficult... Speaking at the meeting, Mr. Nguyen Hoang Quy - Deputy Head of the Provincial Market Management Department emphasized: "In addition to the above difficulties, many subjects also take advantage of e-commerce activities, create many network accounts and run advertisements, livestream sales, use famous individuals, and have influence in society to make false advertisements about goods".

Mr. Nguyen Dong Phong said that the inspection force lacks expertise in testing and appraising the quality of counterfeit drugs and equipment; testing equipment and detecting counterfeit and poor quality goods are still outdated. For medicinal herbs and traditional medicine ingredients, the process of detection and handling is difficult in distinguishing and determining the origin of imported medicinal herbs from medicinal herbs harvested, processed and mixed in domestic growing areas. Some types of goods do not have specific legal documents regulating the determination of product quality such as medicinal herbs, traditional medicine, and functional foods. Not to mention, regulations on administrative sanctions for the production and trading of counterfeit goods are not strict enough, deterrent, especially for low-value goods, not enough to handle criminal cases... Meanwhile, many people still have the habit of using foreign goods of famous brands, choosing cheaper items, well-advertised and marketed to use without knowing whether they are genuine or fake, poor quality goods. This has created conditions for smuggled, counterfeit, and poor quality pharmaceuticals, cosmetics, and functional foods to circulate on the market...
Synchronously deploy solutions
Concluding the meeting, Mr. Le Huu Hoang directed the Department of Industry and Trade and the Department of Health to coordinate with relevant departments and branches to continue to strengthen the fight against, prevent and repel smuggling, trade fraud and counterfeit goods in the province. In particular, focusing on trading activities on e-commerce sites; resolutely handling violations; units continue to closely coordinate in sharing and exchanging information about cases and promoting propaganda work. For difficulties and problems in the management field, the units advise the Provincial People's Committee to make written recommendations to the central ministries and branches to have solutions and solutions suitable to the actual situation. Mr. Le Huu Hoang assigned the responsibility to the Market Management Department and the Department of Industry and Trade to organize training courses on anti-smuggling, counterfeit and poor quality goods. In addition, Steering Committee 389 supplemented the regulations for organizing weekly meetings to share information and results in this activity; The Department of Health coordinates with relevant departments, branches and units to organize a special topic on the fight against smuggling, trade fraud and counterfeit goods on e-commerce sites.
