In addition, the shortage of sand for leveling, crushed stone, and construction materials has affected the progress of construction projects... The city has not attracted investment effectively, especially foreign direct investment has not had positive changes. Therefore, to achieve the economic growth target for the whole year, the city is synchronously implementing many solutions, focusing on removing obstacles for businesses and promoting public investment. Accordingly, to achieve double-digit economic growth for the whole year, from 10.5% - 11% in the remaining months of 2025, the whole year's GRDP needs to increase by about 11.54% - 12.19%.

Focus on implementing the arrangement and merger of provincial and communal administrative units and organizing local governments at 2 levels in accordance with the policies, orientations and roadmaps directed by the Central Government. Implement comprehensive and synchronous solutions to promote harmonious and sustainable trade with the United States and major partner countries. Strengthen trade defense measures, promptly investigate and prevent unfair competition from countries that are also affected by the US tax policy. Promote the implementation of solutions to connect supply and demand, linking production with distribution and consumption. Strictly control the origin of goods; enhance the effectiveness of market management, fight against smuggling, trade fraud, and counterfeit goods. Promote the implementation and disbursement of public investment capital; resolutely, synchronously, and effectively implement tasks and solutions, striving for the disbursement rate of the public investment plan in 2025 to reach 95% of the plan assigned by the Prime Minister.

The implementation of local economic development goals is closely linked to the characteristics and production and business practices of local people and enterprises. Continue to implement well the Plan on administrative reform and digital transformation in 2025; Promote the application of information technology and digital transformation in management and operation activities; promote the development of digital infrastructure, focus on modernizing the administration, building smart cities, building a team of cadres with information technology and digital transformation qualifications to meet the requirements in the new situation.
