Reviewing institutions on management, registration, self-declaration of drugs, milk and functional foods

On the morning of May 7, Permanent Deputy Minister of Health Do Xuan Tuyen chaired an online conference with provinces and centrally run cities on strengthening inspection of compliance with regulations on pharmaceuticals and food safety.

At the conference, Permanent Deputy Minister of Health Do Xuan Tuyen said that recently, the Prime Minister has continuously issued 3 dispatches to strengthen inspection, examination, and strictly handle violators related to the production and consumption of fake milk, functional foods, and drugs.

The Ministry of Health is the standing agency of the National Steering Committee on Food Safety, and at the same time performs the function of state management of functional foods and drugs as assigned. This conference is to review and evaluate the situation, reality of production, trade, circulation and use of functional foods and drugs nationwide. From there, continue to implement more fundamental and methodical solutions to tighten the management of each stage, from import, production, circulation to consumption.

Regarding the institutional framework in the field of drug management, the National Assembly has just passed the revised Law on Pharmacy (2024), and the Ministry of Health has also been assigned to advise the Government to issue 1 decree and 7 related circulars. In the field of food safety, the Law on Food Safety and decrees guiding the law have been issued.

Deputy Minister of Health Do Xuan Tuyen questioned why Vietnam has legal documents and instructions from the National Steering Committee on Food Safety, specialized management agencies, the Ministry of Health, Industry and Trade, and the Ministry of Agriculture, etc., but the unfortunate incidents still occurred recently. These incidents have been and are being investigated by the investigation agency of the Ministry of Public Security and the police of some provinces to clarify violations according to regulations. Therefore, it is necessary to review the institution to see if any content needs to be amended or supplemented to make the documents more stringent during implementation. "Regarding the implementation organization, the responsibility belongs to the localities. How do the provinces perform the state management function of drugs and food safety in the area to allow incidents like the recent ones to occur? The decentralization and delegation of authority have been clearly defined, the responsibilities of ministries, provincial People's Committees, the responsibilities of enterprises producing, processing, trading, and circulating drugs, milk, and functional foods, etc.", Deputy Minister Do Xuan Tuyen said.

In Hai Duong, following the direction of the Central Government, the province established two interdisciplinary inspection teams to check compliance with legal regulations in the production and trading of medicines, milk and functional foods. As a result, the inspection team has not discovered any counterfeit products being traded and circulated in the province according to the announcement of the Ministry of Health.

On May 6, the Hai Duong Province Inter-sectoral Steering Committee on Food Safety issued a document requesting the Department of Health to preside over and coordinate with agencies and units to strictly implement measures to ensure food safety, prevent fake food and food poisoning. Strengthen supervision of food safety, especially in key areas, tourist areas, collective kitchens, and street food.

The Department of Industry and Trade presides over and coordinates with the Provincial Police and the Departments of Health, Agriculture and Environment to strengthen inspection and examination of compliance with regulations on food safety, prevention of smuggling, trade fraud, counterfeit goods, etc.
