The Vietnamese people, for thousands of years since the founding of the country, have always been steadfast in their aspiration to develop a strong and prosperous country. From the time of the Hung Kings, to the Trung Sisters raising the flag of uprising to “pay the debt to the country, avenge their family”; from the declaration “Nam quoc son ha” by Ly Thuong Kiet, to “Binh Ngo dai cao” by Nguyen Trai... In each period, despite its ups and downs, that aspiration has always burned and been nurtured through many generations. Then, overcoming time and countless adversities, the will and aspiration for independence and strength have become traditional values, the reason for living and the strength of Vietnam.
On the journey to find a way to save the country and lead the Vietnamese revolution, President Ho Chi Minh always promoted and attached importance to inheriting the national historical and cultural traditions, the spirit of independence and self-reliance, the will to self-strengthen and the aspiration to develop a prosperous and happy country that our ancestors had passed down. At the same time, with the correct understanding of people and the happiness of the people, he affirmed that socialism is the best regime to bring happiness to everyone. That happiness is created by people themselves with the leadership and orientation of the Communist Party - the true revolutionary party. And, happiness begins with the most fundamental goals, aiming to bring a good and healthy material and spiritual life to people. Also from that fundamental happiness, happy families are created, expanded into happy communities and from there, the country will become prosperous and happy.
In order to realize that noble aspiration, our Party, headed by President Ho Chi Minh, led our people to make the August Revolution, giving birth to independence, opening a new era of national independence associated with socialism. However, right from the first days of its establishment, the young Democratic Republic of Vietnam had to face "internal invaders" such as famine and illiteracy. Not stopping there, the French colonialists were determined to invade our country again, despite all the goodwill of President Ho Chi Minh and our people for peace . That situation forced our people to once again stand up to fight for the right to independence, freedom and peace of the nation.
To encourage the people to compete and contribute to the cause of protecting and building the country, on June 11, 1948, President Ho Chi Minh issued a "Call for Patriotic Emulation". In it, he emphasized: "The purpose of patriotic emulation is: to eradicate hunger, illiteracy, and foreign invaders. The way to do it is: to rely on the people's strength and spirit to bring happiness to the people. Therefore, the duty of the Vietnamese people, regardless of whether they are scholars, farmers, workers, merchants, or soldiers; whatever they do, they must compete with each other: to do it quickly, to do it well, to do it a lot. Every Vietnamese person, regardless of age, young, male, female; regardless of rich or poor, big or small, must become a fighter on the fronts: military, economic, political , and cultural".
His call was a sacred summons, arousing and promoting patriotism, the will to be self-reliant, self-reliant and the spirit of solidarity among all our people and army. His call has permeated and spread into life, urging and multiplying the strength of Vietnam, to gain glorious victories. Among them, the glorious historical victory of Dien Bien Phu is a convincing proof of the spirit of patriotic emulation in every Vietnamese person. And then, also from the foundation of a strong spirit of patriotic emulation, our people continued to fight and defeat the American imperialists - the most powerful enemy in the world.
In the “Call for Patriotic Emulation”, President Ho Chi Minh advised: “The movement is vibrant. Patriotic emulation will penetrate deeply and spread to all aspects and all classes of the people, and will help us to eliminate all difficulties and all plots of the enemy, to reach the final victory. With the indomitable spirit and endless strength of our people, with the patriotism and determination of our people and army, we can win”! Indeed, “the indomitable spirit and endless strength of our people” have been proven through two long and arduous resistance wars and in several decades of national renewal and development.
Imbued with his advice, in 40 years of carrying out the renovation process under the Party's initiation and leadership, our country has achieved great successes: "The country has achieved great achievements of historical significance, developing strongly and comprehensively compared to the years before the renovation. The scale and level of the economy have been raised. People's lives have been significantly improved both materially and spiritually. Our country has never had such a foundation, potential, position and international prestige as today" (Documents of the 13th National Party Congress). These achievements are, first of all, because our people under the Party's leadership have gathered, aroused and promoted the will to be self-reliant and the strong aspiration to develop the country. In other words, the valuable lesson of the renovation process is to rely on the people's strength, take the people as the root and promote the spirit, will and aspiration of the people in building the country and protecting a peaceful environment.
In particular, with the determination to bring our nation into a new era - an era of strong development, the unblocking and liberation of all resources for the rapid and sustainable development of the country has become a central and continuous task of the entire political system. At the same time, the Party and the State are focusing on strongly promoting 3 strategic breakthroughs in institutions, human resources and infrastructure. Focusing on implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Proactively deploying comprehensive and synchronous solutions in economics, culture, society, diplomacy... to promote fair, harmonious and sustainable trade with the US, China, ASEAN, EU and Vietnam's major partners. Proactively forecast and have plans to respond to sudden, unfavorable factors such as natural disasters, epidemics, trade wars, economic crises, armed conflicts or other international conditions in finance, economics, trade, etc.
It can be affirmed that the aspiration to build and develop a prosperous and happy country has become a great source of internal strength, to effectively serve the cause of national revolution in the new period. However, to answer the question that He sent to the young generation, that "Will Vietnam's mountains and rivers become beautiful or not, will the Vietnamese people step up to the stage of glory, to stand shoulder to shoulder with the great powers of the five continents or not?", more than ever, we must strive to implement President Ho Chi Minh's "Call for Patriotic Emulation" - a call born nearly 80 years ago, but still has historical significance and practical value. Looking at it, we can see that the spirit of patriotic emulation should not just be a movement, but must be a great source in the flow of history. It must become an important fulcrum for the Party and State to plan strategic guidelines for national development in the current international context. From there, continue to lead the nation forward on the path of realizing the aspiration for a society of rich people, strong country, democracy, equality and civilization. That is the desire, the ideal that President Ho Chi Minh pursued and fought for his whole life. At the same time, it is also a noble and universal value, demonstrating the height and depth of Ho Chi Minh's intelligence, thoughts and soul - a symbol of "the culture of the future"!
