Where is Ninh Binh airport planned to be located?

(Chinhphu.vn) - The People's Committee of Ninh Binh province has just proposed to the Ministry of Construction to invest in many strategic transport infrastructure projects of the locality, including the project to build Ninh Binh international airport in Liem Tuyen ward.

Ninh Binh province is developing a project "Research on the possibility of forming Ninh Binh international airport" to submit to the Ministry of Construction for consideration and report to the Prime Minister to add to the planning.

According to a report from Ninh Binh province, in the context of increasing urbanization, large population and diversified economic development with key sectors such as tourism, industry, services and logistics, investment in the construction of an airport has become an urgent requirement, contributing to the completion of the province's strategic infrastructure system. The construction of an international airport not only plays an important role as a gateway for trade, meeting the growing travel demand between countries and regions, but also acts as a driving force to attract investment, improve the competitiveness and production capacity of the economy .

Besides, building an airport will contribute to promoting regional and inter-regional connectivity, effectively exploiting the potential of heritage, cultural and spiritual tourism, creating more job and livelihood opportunities for people.

Therefore, Ninh Binh province identifies the development of an international airport as one of the key transport infrastructures, playing a key role in promoting local socio-economic development.

But up to now, Ninh Binh International Airport has not been included in the Master Plan for the development of the national airport system for the period 2021-2030, with a vision to 2050.

Pursuant to the Prime Minister's direction in Official Dispatch No. 6513 dated July 14, 2025, Ninh Binh province is developing a project "Research on the possibility of forming Ninh Binh international airport" to submit to the Ministry of Construction for consideration and report to the Prime Minister to add to the planning.

Through preliminary surveys and research, Ninh Binh province plans to propose a plan to build Ninh Binh international airport in Liem Tuyen ward, with a relatively convenient distance to important traffic hubs in the region.

Ninh Binh airport is 80km from Noi Bai airport

Accordingly, Ninh Binh International Airport will be about 80km from Noi Bai International Airport, about 85km from Cat Bi Airport, about 63km from Gia Binh Airport, and about 85km from Tho Xuan Airport. The proposed location for Ninh Binh International Airport is about 5km from stations on the North-South high-speed railway such as Phu Ly Station, about 43km from Ninh Binh Station, and about 17km from Nam Dinh Station.

Ninh Binh Provincial People's Committee also proposed to build Ninh Binh International Airport according to 4E standards, with 2 parallel dependent runways, total planned construction area of about 720 hectares. The initial design capacity of Ninh Binh International Airport will reach about 10 million passengers/year, with land reserves for expansion to meet development needs in the next stages.

Previously, Xuan Truong Construction Enterprise sent a document to the Party and State leaders proposing to build an international airport in Ninh Binh province, with investment capital from the Ninh Binh provincial budget and the enterprise's socialized capital, not using the central budget.

In a report sent to the Government in early July, the Ministry of Construction also expressed its support for the proposal to build an international airport in Ninh Binh by Xuan Truong Construction Enterprise. At the same time, the Ministry of Construction proposed that the competent authority assign the Ninh Binh Provincial People's Committee to organize the preparation of a project to study the possibility of establishing an airport in Ninh Binh and send it to the Ministry of Construction for consideration and reporting to the Prime Minister.
