BDK.VN - In order to prepare a response plan for heavy rain, landslides and proactively prevent and combat natural disasters in the coming time, Director of the Department of Agriculture and Environment Doan Van Danh has just issued an official dispatch requesting the Provincial Vietnam Fatherland Front Committee, provincial departments, branches and sectors that are members of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, and relevant localities and units to continue implementing Plan No. 1713/KH-UBND dated March 19, 2025 of the Provincial People's Committee on natural disaster prevention and control in the province in 2025; Plan No. 3652/PA-UBND dated May 22, 2025 of the Provincial People's Committee on natural disaster prevention and control in the province in 2025.

The People's Committees of districts and cities closely monitor the developments of natural disasters, heavy rains, and landslides to have plans to prevent and ensure the safety of people's lives and property. Timely and effectively implement natural disaster prevention, control, rescue and relief work in the area when there are situations according to the "4 on-site" motto.

Direct communes, wards and towns to inspect, review and update plans on prevention and response to natural disasters such as: heavy rain; riverbank and coastal landslides; storms, hurricanes, tropical depressions, etc.

Note: The plans must be specific according to the "4 on-site" motto, responding flexibly in all situations. At the same time, ensure smooth, effective and efficient operations from July 1, 2025 (after the district level ends its operations). Strengthen inspection and review of residential areas living along the coast, rivers, canals, and ditches; areas that have been, are being, and are at risk of landslides, especially the sandbanks,... have plans to evacuate and relocate people from dangerous areas, ensuring safety for people and property. Coordinate with the Irrigation Works Exploitation Company Limited to organize and operate irrigation works in the area in accordance with the developments and situations of natural disasters and heavy rains to avoid flooding.

The Irrigation Works Exploitation Company Limited proactively coordinates with localities to effectively manage and exploit the irrigation works system, ensuring safety, operation, and appropriate water regulation when heavy rain occurs. Inspect the works managed by the Company, have a plan to handle and overcome immediately when there are incidents (landslides, flooding, etc.). Strengthen the work of ensuring the safety of irrigation works and dykes during the rainy and flood season in 2025 according to the requirements of Directive No. 2/CT-BNNMT dated May 8, 2025 of the Ministry of Agriculture and Environment .

The Management Board of Investment and Construction Projects for Agricultural and Rural Development, the Irrigation Works Exploitation Company Limited and the project investors shall implement measures to ensure construction safety and prevent landslides during the rainy and flood season. Organize inspections and reviews of safety assurance and natural disaster prevention and control at construction works in the area under their management. Inspect the safety assurance of equipment, machinery and construction vehicles. Pay special attention to works built in areas frequently affected by natural disasters, along rivers and areas at high risk of landslides to promptly direct units to overcome limitations and ensure safety for people and works.

The Department of Irrigation and Construction organizes the work of disaster prevention and control on duty at the unit; closely monitors the development of natural disasters, promptly advises the Department of Agriculture and Environment to report and propose to the Provincial People's Committee to direct prevention and response when natural disasters occur.
